ART. 5. Voted, as moved by D. H. Millet, That all reports embraced in this article be received, and in so far as they contain recommendations, they be taken up in their order for action, and that reading of same be dispensed with unless otherwise ordered.


Voted, on motion of James T. Lyons, That the recom- mendations of the Selectmen, in regard to the widening of Essex street, be adopted, and that the sum of $3,000 be appropriated therefor.


Voted, That a committee of five be appointed to investigate the matter of procuring a new gravel pit for the use of the Town. James T. Lyons, J. P. M. S. Pitman, E. A. Maxfield, Fred H. Eastman and M. J. Ryan were chosen as committee.


Voted, To adopt the suggestions of the Selectmen, regarding the removal of the stone crusher from its present location to the Cemetery.


Voted, on motion of F. L. Bonney, That the recommendations of the Selectmen, in reference to Norfolk avenue drain be adopted.

Eight o'clock, the time assigned for consideration of Articles 32 to 36 inclusive having arrived, Article 32 was taken up.


Edwin M. Bailey offered a motion, that the report of the Sewerage Committee be accepted and adopted.


W. A. Stubbs moved to amend, that the report be accepted : Carried-150 yes, 7 no.


E. E. Call moved the adoption of the Sewerage Committee's report; debate followed, at the close of which G. A. Crosman offered an amendment, that the whole question of sewerage system be laid upon the table until the March meeting next year. Carried by a rising vote, 186 yes ; 94 no.

Voted, That the recommendations of the Board of Health, in regard to gutter scrapings, be referred to the Highway Surveyor and the Selectmen, to report at the adjourned meeting.


Voted, That the reports of the Superintendent of the Ceme- tery, the Chief of Police and the Milk Inspector be accepted and adopted.


Voted, That the present Committee on Street Lights serve for the ensuing year.


S. F. Crosman moved that the Committee on Street Lights be authorized to secure a contract for lighting the Town for a term not to exceed five years, with full power to negotiate said contract.


M. E. Nies offered to amend, That the Committee be in- structed to investigate the matter of the Town furnishing its own lights, and that they report before the expiration of the present contract ; and that the sum of $250 be appropriated for the use of the Lighting Committee. Carried.


An amendment offered by W. A. Stubbs, That the Lighting Committee make the contract for three years only, having been lost, the motion of Mr. Crosman as amended was carried.


Voted, To accept and adopt the report of the Water Com- missioners.


Voted, That the recommendation of the Surveyor of High- ways, in reference to resurfacing Salem street, be referred to the Selectmen and Surveyor of Highways, to report at the adjourned meeting.


Voted, To accept and adopt the report of the Inspector of Cattle, Swine and Provisions.


Voted, on motion of E. M. Tuttle, That the sum of $2,000, as recommended by the Park Commissioners, be appropriated to be used under the direction of the Commissioners : 44 yes, 3 no.


The Selectmen having reported the price of the Jackson lot adjoining the Town Hall as $3,000, it was voted, To lay upon the table the question of purchasing more land adjoining the Town Hall lot.

Voted, That the amount of bonds required of the Town Treasurer be $10,000.


ART. 9. Voted, That for the purpose of procuring a temporary loan to and for the use of the Town of Swampscott in anticipation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time, with the approval of the Board of Selectmen, at an interest rate not to exceed six per cent., a sum or sums, in the aggregate amounting to forty thousand dollars, and to execute and deliver the note or notes of the Town therefor, payable within one year from the time the loan is made, and any

debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the taxes of the present municipal year.


Voted, That the amount of bonds required of the Collector of Taxes be $5,000.


Voted, That a discount of two per cent. be allowed on all taxes paid on or before October first of the current year.


Voted, To lay Art. 13 upon the table.


ART. 14. Voted to appropriate $50, to be expended under the direction of the Board of Health in removing rubbish which may be washed upon Whale Beach during the coming season.


ART. 15. Voted to refer to the Selectmen, the matter em- braced in this Article in reference to remodeling the Town Hall, they to report at the adjourned meeting.


ART. 16. Voted, That Shaw road as reported by the Select- men be accepted.


Voted, To accept that part of Elmwood road, as laid out by the Selectmen, and to appropriate the sum of $500 for improving the same.


The matter of Art. 18, refering to placing of additional street lights was referred to the Street Light Committee, to report at the adjourned meeting.


ART. 19. Voted, To refer to the Selectmen and the Surveyor of Highways the matter of street crossings embraced in this article, they to report at the adjourned meeting.


Voted, To lay Art. 21 upon the table.


ART. 22. J. F. Keefe having moved that the pay of the call firemen be $50 each per year, and that $375 be appropriated for same, E. M. Tuttle moved to amend, that this matter lay over and be taken up with Art. 28. Carried.


Voted, That Art. 23, relating to band concerts, be indefinitely postponed.

Voted, That Art. 24, referring to sale of Cemetery lots to non- residents, be referred to the Selectmen, to report at adjourned meeting.


Voted unanimously, Art. 25, on motion of D. H. Millett, That the Selectmen be authorized to purchase the "Silver lot " adjoining the Cemetery, and that a sum of money not exceeding $800 be appropriated for the same.


ART. 26. M. E. Nies moved that the sum of $20 be appro- priated to apply to this article. After debate, in which nearly all agreed that the claim in Art. 26 was just, but feared the estab- lishing of a bad precedent ; an amendment not to pay the amount asked for having been lost, Rev. George A. Jackson then offered an amendment, that the Town reimburse Mr. Glass in the sum of $20, and also pass a vote of thanks to him and his colleagues on the Board of Health for their excellent services during the small-pox cases. Carried nearly unanimously.


Voted, That Art. 27 be indefinitely postponed.


Voted, That the Moderator appoint a committee of five on salaries. John F. Keefe, James H. Moulton, Edgar M. Tuttle, Edwin A. Farnham and Jaspar H. Stone were appointed on that committee, to report at adjourned meeting.


Voted, To refer the matter of Art. 30 to the Park Commis- sioners, they to report at the adjourned meeting.


ART. 31. D. H. Millett moved that the Selectmen be authorized to pay Stephen L. Breed the sum of $15 for expenses incurred in examining title of land corner of Redington and Highland streets. An amendment to refer to the Selectmen was carried unanimously.


Voted, To refer Art. 37 to the Board of Selectmen; they to report at the adjourned meeting.


Voted, That Art. 39 be laid upon the table.

Report of Committee on Procuring New Gravel Pit.


To the Citizens of Swampscott :


At your last meeting we were appointed to investigate and report on the matter of a new gravel supply. We have looked into the matter quite thoroughly, and have examined several sources of supply and find that we can exchange a portion of our present gravel pit, where the lines are very irregular and the supply of gravel is very limited, for another adjoining piece of land upon which there is a very much larger supply of gravel of very good quality. We would recommend that the Board of Selectmen be empowered to make the necessary deeds for the transfer of the property above mentioned.

Report of the Selectmen on Norfolk Avenue Drain.


SWAMPSCOTT, MASS., April 10, 1900.


To the Citizens of Swampscott :


Your Board of Selectmen, to whom was referred the recom- mendation in regard to the Norfolk avenue drain, beg leave to report that we have viewed the premises, and in our judgment the 24-inch drain pipe should be extended from Paradise road through Norfolk avenue to the culvert under the overhead bridge at Stetson avenue, and we recommend an appropriation of forty- three hundred dollars ($4,300) for the same, to be raised by a loan.

Your Committee, to whom was referred the recommendation of the Fire Engineers, beg leave to report that, upon investiga- tion, we are satisfied that another horse should be purchased for the department this year, and we would recommend an appro- priation of two hundred ($200) dollars for the same, to be ex-

pended under the direction of the Board of Selectmen and Fire Engineers.


The Committee recommend an appropriation of three hundred ($300) dollars for the purchase of cotton hose, to be expended under the direction of the Board of Selectmen and Fire Engineers.


In regard to repairs on the Engine House, your Committee have viewed the premises, and we recommend that the cellar be filled with gravel, and that an addition be built on the present house, in which will be located the boiler, hose trough and coal pens, and that the sum of nine hundred ($900) dollars be appropriated for the same, to be expended under the direction of the Board of Selectmen and Fire Engineers.

On motion of S. F. Crosman, it was voted, 63 to 8, that the report be accepted and adopted, and that the sum of $1,500 be appropriated, as recommended.


Report of Committee on Street Lights.


Mr. Moderator :


I. We would recommend that an arc light be placed on Hardy road as petitioned for and the sum of $68 be appropriated for the same.


2. At the junction of Farragut and Grant roads, the com- mittee are of the opinion when three or more houses are erected it would be advisable to place a lamp, but cannot recommend one at this time, as in our minds the location will not warrant the same.


3. We would further recommend that an arc light be placed on Maple avenue as petitioned for and the sum of $68 be appropriated for same.


We also recommend that the following incandescent lights 4. be allowed as petitioned for : Three on Ocean avenue, between Atlantic avenue and Phillips Beach station, and three on Phillips avenue as petitioned for, and the sum of $96 be appropriated for the same.

Report of Committee on Remodeling Town Hall.


SWAMPSCOTT, MASS., April 6, 1900.


To the Citizens of Swampscott :


Your selectmen to whom was referred Article 15, beg leave to report that we consider this matter of great importance and requires careful consideration and more time than was allowed us before the adjourned meeting.


We would recommend that three citizens be added to the committee and the said committee to report at the next Annual Town Meeting.

Voted, To accept and adopt the report of the Selectmen on Article 15, and that three citizens be appointed by the moderator to act with the Board of Selectmen as recommended. Aaron R. Bunting, D. Holman Millett and Edward H. Kitfield were appointed on that committee.


Report of Committee on Municipal Lighting.


To the Citizens of Swampscott :


The appropriation by the Town of $250 has enabled your com- mittee to enter in earnest upon the investigation of the plans for a municipal electric lighting plant for the town. That we are unable to make a complete and final report at this meeting is through no fault of ours, and it may be well to remind the citizens that it is no off-hand consideration that will produce the estimates and costs to the citizens of a town plant for electric lighting.


Almost the identical formula of procedure in this case has to be gone through with as was the case in acquiring the Marblehead water plant, though perhaps along different lines, before we can

get at the figures to present you as the actual cost to the town for construction and maintaining such a plant.


We have secured a competent electrical engineer who has been and still is working upon the plans and making estimates, but it will be impossible to place them before the Town until we get the sale price of the poles and wires of the Lynn Gas and Electric Co., as at present represented along our streets, and a very important factor to us, and now under consideration by the above company, but not fully adjusted at this date.


Again we find that in order to estimate the commercial quantity of a plant, it will be necessary to make almost a house to house canvass to get at the probable number of incandescents required for house use, before the size of motors, dynamos engines and boilers can be decided upon, and of course their cost figured in.


It is the purpose of the committee as soon as all the details are in and everything ready to submit an intelligent report, that we have printed and distributed a small pamphlet that every citizen may study and acquaint himself thoroughly by the time we are ready to consider the plans.


We will suggest that a special Town meeting be called for this purpose, as has been the case with the water and sewer, and as our present contract with Lynn does not expire until August I, we shall have ample time before that date.

Your Selectmen, to whom was referred Article 19, beg leave to report that we recommend the constructing of the following crossings this year :


Double crossings as follows :


Across Burrill street at the junction of Essex street.


At the junction of Burrill street and Middlesex avenue, across Middlesex avenue.


Across Burrill street from the Northwest corner of Rock avenue to the estate of Jabez Hawes.


Single crossings as follows :


Across Humphrey street to Beach Bluff avenue, east of water- ing fountain.


At the northern junction and another at the southern junction of Norfolk avenue with Middlesex avenue.


At the junction of Berkshire avenue with Middlesex avenue.


Across Elmwood road at the easterly junction with Thomas road.


At the junction of Andrew and Thomas roads.


At the junction of Shaw and Thomas roads.


Across the proposed street near the residence of Willard C. Chase on Stetson avenue.


Across Essex street at the junction with Belmont avenue.


We also recommend that the single crossing on Essex street, near Cherry street, be moved to the junction of Cherry and Essex streets and made a double crossing.


We recommend an appropriation of eight hundred and seventy-five dollars ($875.00).
