The Sewer Commissioners have examined the several localities where sewer connections have been asked for and would recom- mend that a sewer be constructed on Maple avenue, when the property owners agree with the Sewer Commissioners that a majority of the number of houses on this avenue, will be con- nected with the Sewer as soon as same is completed. Adopted.
Article 24.
That a sum not to exceed $2,300 be taken from funds now in the Sewer Department Treasury, and used to extend the present Sewer from the junction of Thomas and Farragut roads through Sheridan road toward the High School Building. Said extension to be included in Section I.

We recommend that the sum of five hundred dollars be appro- priated by the Town to improve the drainage of the Phillips' School Building pending the completion of the sewer. Adopted.
Article 26, Devens Road.
The construction of a Sewer on this road would necessarily be expensive owing to the material to be encountered.
The Commissioners would recommend that the matter be deferred until more houses are built and a more united expres- sion in favor of entering the Sewer on the part of the property owners on the road. Adopted.

Voted, as recommended by the Committee, that the recom- mendations of Selectmen p. 86, regarding perpetual care of lots in new part of cemetery, be adopted viz. : " We would recom- mend that this plan be adopted when lots are sold in the new part of the cemetery ; prices and terms to be arranged by the Board of Selectmen."

To either of the Constables of the Town of Swampscott, in said County, GREETING :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Swampscott, on Monday, the fifteenth day of November, nineteen hundred and nine, at seven-thirty o'clock P. M., then and there to act on the following articles, viz. :

ARTICLE I. To see if the Town will authorize the Treasurer to issue two (2) promissory notes for twenty-five hundred dol- lars ($2,500) each, payable in nineteen hundred and ten (1910) and nineteen hundred and eleven (1911) the proceeds of which to be used to pay notes issued by the Town in nineteen hundred and one (1901) to raise money for permanent improvements, subject to approval of the Selectmen and as petitioned for by the Selectmen.
ART. 2. To see if the Town will appropriate for permanent improvements sixty-five hundred dollars ($6,500) for the follow- ing purposes : Park Improvements, one thousand dollars ($1,000) ; Continuous Sidewalks, one thousand dollars ($1,000) ; Water Meters, three thousand dollars ($3,000) ; Catch-Basins and Gutters, seven hundred and fifty dollars ($750) ; Curb- stones, five hundred dollars ($500) ; Cemetery Gates, two hundred dollars ($200) and Street Signs, fifty dollars ($50), and that the Treasurer be authorized with the approval of the Selectmen to borrow same on note or notes of the Town, as recommended by the Selectmen.
ART. 3. To see if the Town will vote to appropriate the sum of nine hundred and sixty-five dollars ($965) for the use of the Fire Department, for the following purposes: Engine House Doors, one hundred and fifty dollars ($150) ; Fire Sup- ply Wagon, two hundred and fifty-five dollars ($255), and repairing Steam Fire Engine, five hundred and sixty dollars ($560), as petitioned for by the Selectmen.
ART. 4. To see if the Town will authorize the Board of Selectmen to compromise the claim of Sisk Brothers for ser- vices rendered the Board of Health in nineteen hundred and six (1906) for the sum of eight hundred dollars ($800) and appro- priate the sum of eight hundred dollars ($800), therefor, as recommended by the Selectmen.
ART. 5. To see if the Town will vote that hereafter no notes or bonds of the Town shall be valid unless bearing the authenti -

cating certificate of some National Bank or Trust Company, the expense hereunder to be borne by the Town, as petitioned for by Walter W. Johnson and others.
ART. 6. To see what action the Town will take to pay the bills of William H. Carroll and appropriate money for the same, as petitioned for by Frank E. Littlefield and others.
ART. 7. To see if the Town will vote to appoint a commit- tee of seven (7) members, to consist of the Board of Park Com- missioners and four (4) others to be appointed by the chair, to ascertain if the Phillips property on Humphrey street, contain- ing about ten (10) acres can be acquired for park purposes and to report at the coming March meeting, as petitioned for by Edward H. Curtis and others.
ART. 8. To see if the Town will vote to purchase a ladder- truck for the Fire Department and will authorize the Treasurer to borrow the sum of twenty-two hundred dollars ($2,200), therefor, as petitioned for by J. Henry Welch and others.
ART. 9. To see if the Town will vote to pay the printing bill of J. F. McCarty & Co. and make appropriation therefor, as petitioned for William R. Patten and others.
ART. 10. To see if the Town will vote to pay the bill for rent of Michael Haley and make appropriation therefor, as petitioned for by William R. Patten and others.

Mr. Walter W. Johnson, Chairman of the Ways and Means Committee, read and submitted the following report upon the several Articles in the Warrant.

Your Committee on Ways and Means have had the different Articles in the Town Warrant presented to them for considera- tion and make the following report :
ARTICLE I. As this is to legalize 'action taken at the last Town Meeting, we recommend the adoption of the same.

ART. 6. This matter has been standing since 1906, and after a very stringent investigation your Committee recommend the payment of $375 and that the sum of $375 be appropriated for the same.

As the Town voted at the Annual Meeting for this Ladder Truck, we recommend the acceptance and that the Board of Selectmen and Board of Fire Engineers be a Committee authorized to purchase the same, and that a sum not exceeding $2,200 and receipts from sale of old truck be appropriated, and same be raised by permanent improvement loan.

Report of the Selectmen.
To the Citizens of Swampscott :
The Selectmen herewith respectfully submit the following report of their work for the past year, together with their recom- mendations for your consideration at the Annual Town Meeting to be held, March 21, 1910.
Our Town is growing rapidly and it necessarily follows that its business is on the increase each year, and the year just past has been no exception.
We have tried to the best of our ability to administer your affairs on business principles, without fear or favor, giving to each and every one a square deal. Each member of the Board has at all times been ready and willing to do his full share of the work, and to accept his share of the responsibility for same, therefore our relations for the entire year have been harmonious.
Appointed Officials.
To the important offices of Town Accountant and Secretary of the Board of Selectmen, we appointed Mr. J. R. Widger, who has always been a bookkeeper and an accountant by occupation, and having an intimate knowledge of town affairs by having at one time served on the Board of Selectmen and at another as Secretary of the Board he has rendered us much valuable assistance. We have at all times found him to be a very careful and painstaking official.
Town Counsel.
The firm of Messrs. Niles, Stevens, Underwood & Mayo, to whom this appointment was given are considered the best legal talent in Essex County, and it is largely through their wise

counsel that we have been able to settle up all of the long standing claims against the Town, the details of which will be given later in this report. Mr. Edward S. Underwood of the firm, being a resident of our Town, has been available at many of our regular and special sessions at the Town Hall, which has been of great service to us and fully appreciated.
Superintendent of Cemetery.
To this position Mr. Elmer Willis was chosen solely for what we considered his fitness for the place, being a gardner by occupation and for some time employed in Pine Grove Cemetery, Lynn. We have followed his work closely and in our judgment he has certainly made good as many of our citizens who have an interest in the cemetery would willingly testify.
Inspector of Milk.
The office of Milk Inspector is one that has been seemingly overlooked in its importance by our citizens as the annual reports for a considerable period show very little work has been done. Mr. Herbert D. Smith, who was made Inspector by our appoint- ment, is a man whose business is such that it keeps him con- tinually driving through the Town, thus giving him a favorable opportunity to follow up closely matters pertaining to the duties of the office. His report will show he has done a large amount of work and in a manner satisfactory to all with whom he has had dealings.
On May Ist this office came under the control of the Board of Health by a law passed to that effect by the legislature.
