Voted, Article 2. To accept the report of the Finance Committee and adopt their recommendations as follows : That Burpee road from Essex street to the upper or northerly line of the school lot be accepted by the town when waivers are signed and that the sum of $7,500 be appro- priated for original construction thereof, to be raised by notes or bonds of the town. The balance of this road, namely from near the school house lot to Jessie street, action thereon to be indefinitely postponed.

To accept and adopt the report of the Finance Com- mittee authorizing and instructing the Board of Selectmen to discontinue such portions of Buena Vista street (as laid out and accepted by vote of the town April 21, 1902, and April 16, 1909), as will make the accepted part of said street approximately a forty (40) foot street coinciding sub- stantially as to said accepted part, with plan on file with Board of Selectmen made by W. W. Pratt, Town Engineer, dated February, 1921, necessary waivers to be first obtained.


Voted, Article 4. To accept and adopt the report of the Finance Com- mittee indefinitely postponing the acceptance of Buena Vista street as petitioned for .


· Voted, Article 5. To accept the report and adopt the recommendations of the Finance Committee, discontinuing that part of Middlesex avenue, as laid out by the Selectmen, shown on a plan drawn by W. W. Pratt, Town Engineer, dated February, 1921, on file at the office of the Town Clerk, as soon as the waivers are signed, appropriating $1,200 therefor.

To accept the report and adopt the recommenda- tions of the Finance Committee, appropriating $10,000 to construct a sewer in Palmer road to Atlantic avenue, through Atlantic avenue to Palmer avenue and through Palmer avenue to Humphrey street, the money to be raised by notes or bonds of the town. Adjourned Annual Town Meeting, April 5, 1921.


In accordance with the adjournment of February 23, 1921 the meeting was called to order at 8.20 P. M. immediately at the close of the special town meeting.


The necessary quorum being present.


Voted, To dispense with the reading of records of last meeting.


The Finance Committee report was read by Harry D. Linscott, Chairman.


Voted, To accept and adopt the recommendations of the Finance Com- mittee transferring the sum of $20,000 from the excess and deficiency fund of the town, the same to be credited to current revenue for the year 1921.


Voted, Article 4. As recommended by the Finance Committee to take up all reports calling for an appropriation of money with later articles relating to same.


Voted, Article 6. To adopt the report of the Finance Committee requiring of the Town Treasurer a bond of $30,000 for ensuing year.


Voted, Article 7. To adopt the report of the Finance Committee, requiring of the Collector of Taxes a bond of $20,000 for the ensuing year.


Voted, Article 8. To adopt the report of the Finance Committee, requiring of each member of the Water and Sewerage Board, a bond of $6,000 for the ensuing year.


Voted, Article 9. To adopt the report of the Finance Committee requiring of the Town Clerk a bond of $1,000 for the ensuing year.


Voted, Article 10. To accept the report and adopt the recommendation of the Finance Committee fixing the salaries of town officials same as last year.


Voted, Article 12. To accept and adopt the report of the Finance Com- mittee as amended as follows : That a committee consisting of the School Committee and Park Commissioners be appointed and instructed to investigate the matter of acquiring land between the present southern boundary of the New Machon school and Essex street and report their findings at a later town meeting.


Voted, Article 13. To accept the report of the Finance Committee and adopt their recommendations as follows: To appropriate $220 for the purchase of 400 feet of chemical hose for combination A, the cost not to exceed the amount appropriated (included in Article 25). To purchase 500 feet of 22-inch hose at a cost not exceeding $450; appropriating $450 (included in Article 25).


That the central station be painted and repaired at a cost not exceeding five hundred dollars ($500).


That storage batteries and racks be repaired and replaced at a cost not . exceeding $350.


That the salary of the deputy chief and captains remain as at present.


Indefinitely postponing the question of increasing the call force of the Fire Department.


Indefinitely postponing the replacement of three old fire alarm boxes.


Voted, Article 14. To accept the report of the Finance Committee and adopt their recommendations as follows :


I. The question of the construction of a sewer on Banks terrace to be taken up under Article 37.


2. That the Board of Health be authorized to dispose of the Beattie ambulance by sale to the highest bidder.


3. That action in regard to a Dental Clinic be indefinitely postponed.


4. That the Board of Health be authorized to dispose of the pest house located off Danvers street, by sale to the highest bidder.

Recommendations covering appropriations for the Board of Health are set forth under Article 25.


Voted, Article 15 to 21. As recommended by the Finance Committee, that the appropriations asked for be taken up under Article 25.


Voted, Article 22. To accept and adopt the recommendations of the Finance Committee, as follows :


I. Indefinitely postponing the matter of repairs on Essex street.


2. Appropriating $10,000 for the purpose of laying asphalt pavement on Burrill street from Paradise road to Railroad avenue, in accordance with specifications approved by the Division of Highways, the amount to be raised by bonds or notes of the town.


3. The question of straigthening Puritan road to be taken up under Article 44.


4. Indefinitely postponing the matter of new street signs.


5. That the Selectmen take the necessary steps to discontinue as a public way that portion or Forest avenue, from Aspen road to the Whit- ney estate, and that $3,800 be appropriated for the purpose of improving the conditions of Forest avenue from Redington street to Aspen road, and that out of this amount $800 be used to construct a drain on the northwesterly side of said way (this amount is included in the highway budget under Article 25).


Voted, Article 23. To accept and adopt the recommendations of the Finance Committee, as follows : That unexpended balances of 1920 work be transferred to the emergency fund of the Water Department.


To indefinitely postpone the matter of laying water pipes in Forest avenue from Redington street to connect with the pipe in Aspen road.


That from the unexpended balance of $3,690.55 from the 1920 appropri- ations for the Humphrey street and Burpee road sewers, the sum of $2,890.55 be transferred to a sewer emergency fund to be applied by the Water and Sewerage Board, so far as practical, on construction of sewers voted by the Town, in any year where the amount appropriated is less than the cost, or for such other purposes as the town may at any time vote.


Other appropriations asked for on page 152 and page 156 to be taken ·up jointly with Article 25.


Voted, Article 24. To accept and adopt the recommendations of the Finance Committee appropriating $100 to pay for services rendered the Civic Center Committee in preparing of sketches and to indefinitely post- pone action on all other matters in regard to Civic Center.


Motion to accept and adopt the report of the Finance Committee, as amended, making appropriation for schools $127,969.00.


Voted, That when we adjourn it be to Wednesday evening, April 6th, J92I, at 7.45 o'clock.

Voted, Article 29. That the report of the Finance Committee be accepted and that the sum of $1,067.70 be appropriated to pay John C. Whorf, the difference between his military and municipal compensation, under Chapter 254 of the Acts of 1917, accepted at the annual town meeting, February 19, 1919.


Voted, Article 30. To accept and adopt the report of the Finance Committee appropriating $786 to pay Roy H. Walch the difference between his military and municipal compensation in accordance with the provisions of Chapter 235 of the Acts of 1920.


Voted, Article 31. To accept and adopt the report of the Finance Committee transferring to excess and deficiency the sum of $6,058.33 overdrawn appropriations and carried forward to 1921, by authority of the Department of Corporation and Taxation, Division of Accounts.


Voted, Article 33. To accept and adopt the report of the Finance Com- mittee appropriating $225 to install a fire alarm box in the vicinity of Plummer avenue, Phillips Beach, the location to be decided by the Board of Fire Engineers.


Voted, Article 34. To accept and adopt the report of the Finance Committee appropriating $250 to install a fire alarm box at the location to be decided by the Board of Fire Engineers in the vicinity of Aspen, Sargent or Arbutus road.


Voted, Article 35. To accept and adopt the report of the Finance Com- mittee appropriating $175 to install a fire alarm box at the location to be decided by the Board of Fire Engineers, in the vicinity of Hillside avenue and Roy street.


Voted, Article 36. To consider this matter with Article 37 as recom- mended by the Finance Committee.

To accept the report and adopt the recom- mendations of the Finance Committee as follows : That a sewer be built in Banks road from Walker road to a point approximately 100 feet beyond Banks terrace, and that $3,000 be appropriated therefor ; and that a sewer be built in Banks terrace from Banks road for a distance of about three hundred and thirty feet, and that the sum of $3,700 be appropriated there- for, both of said amounts to be raised by bonds or notes of the town.


Voted, Article 38. To accept the report and adopt the recommenda- tions of the Finance Committee as follows : That the intercepting sewer be extended from its present terminus to Palmer road, and that the sum of $17,300 be appropriated, to be raised by bonds or notes of the town.


Voted, Article 39. To accept the report and adopt the recommenda- tions of the Finance Committee, appropriating $300 to construct a sewer from the property of Bufalino to a private sewer already built in Shelton road about 150 feet from Humphrey street, provided the owner will grant the town, without expense, the right to connect with such sewer and will sign proper waiver; that this appropriation be taken from unexpended sewer balances, i.e., the emergency sewer fund.


Voted, Article 41. To accept and adopt the report of the Finance Com- mittee indefinitely postponing action to extend Stacey brook culvert.

To accept the report and adopt the recommenda- tions of the Finance Committee, appropriating $500 from the unexpended balance of Humphrey street sewer appropriation of 1920, to construct a sewer in Forest avenue a distance of 150 feet from Humphrey street, proper waivers from all abutters first to be secured.


Voted, Article 43. To accept and adopt the report of the Finance Com- mittee, indefinitely postponing improvement to land on Ocean View road.


Voted, Article 44. To accept and adopt the report of the Finance Com- mittee indefinitely postponing action as to widening Puritan road and constructing sidewalks from Galloupe's point to Humphrey square.
