1921] 4 TRUSTEES OF PUBLIC LIBRARY REPORT.
REPORT OF THE Trustees of the Public Library.
To the Citizens of Swampscott :
The attention of this board has been directed to a number of unusual events during the year ending December 31, 1921.
Early in the spring it was voted that story-telling hours for the children be held Sunday afternoons. Miss Alice N. Townsend, chairman of the Literature Committee of the Swampscott Woman's Club, kindly offered to conduct these meetings and they proved very interesting and instruc- tive, so much so that there was a demand that they be continued on the opening of the library on Sundays in the fall. The attendance varied from 43 to 70 children.
In May the Sunday opening of the library was discontinued. The adult attendance at the Sunday openings has increased over last year.
In June the convention of the American Library Association was held at the New Ocean House in this town and the Librarian and Trustees felt that the local library should extend such hospitality as possible and sent Miss Elizabeth Vannevar of the library staff to assist at the Information Bureau at the New Ocean House. On request of visiting delegates our library was kept open all day and evening and Miss Sarah L. Honors, our librarian, received a large number of visitors who were unstinted in their praise of the building and the library facilities, general expression being that the town was to be congratulated on having such an attractive build- ing and well ordered library therein.
The meetings of the convention offered much of value and emphasized that the position and attitude of the trustees should be both that of guard- ing the rights of the citizens of the town in the careful business manage- ment of the library and of offering encouragement to the librarian in extending the library's service to its readers.
On July 18, 1921, the board and the citizens were shocked in learning of the sudden death of Frank F. Stanley, who for many years had been chairman of the board and who had given much time and thought to the maintenance of the library and much attention to the planning and details in connection with the construction of the new library building, his services being simply invaluable.
As a mark of respect to his memory it was decided that on the day of his funeral the library should remain closed and appropriate resolutions were adopted expressing appreciation of his long and useful service.
On October 7, 1921, the board met in joint session with the Board of Selectmen to appoint a successor to Mr. Stanley for the balance of the elective year, and Dr. Elihu Thomson was the unanimous choice of the meeting.

With the opening of the library on Sunday afternoons in the fall, the story-telling hours were resumed, being conducted alternately by Mrs. Alice N. Townsend and Mrs. James C. Walker. The meetings proved so attractive that the attendance, always large, on occasion reached about 100.
The Trustees and Librarian gratefully acknowledge the following gifts in the past year :
A statue of Dante and a Roger's Group "The Traveling Musician " from Dr. and Mrs. John Vannevar.
A collection of 400 books from Mr. and Mrs. Herbert W. Munn.
Books from the following persons :

Mr. James A. Moyer of Boston.

Rev. Edward Tillotson, the last named all of Swampscott.
Miss Sarah L. Honors, the Librarian, reports an increase of 1,311 in the circulation of the books, the total being 54,270, that 577 books have been added, making the number now in the library 13,794. Two new periodi- cals have also been added, The American Machinist and Popular Astronomy.
The fines collected and turned over to the Town Treasurer amounted to $241.14.
The success of the story-telling hours and the increased use of the library facilities in general has lead the Trustees to secure estimates through the architects of this building as to the probable cost of finishing the upper story of the building as an assembly room or lecture hall. It was part of the original plan in establishing the new library to secure, if possible, room for a hall of this nature. A space, forming at present an unfinished upper story was involved in the plan of the building.
The need for the development of this part of the original project seems now to be urgent and there exists a real demand for such a hall as would be secured by finishing the space available. The before mentioned large attendance on the children's story-telling tends also to emphasize the desirability of the work.
The trustees therefore recommend that a sufficient sum to finish the upper story of the building as a hall in accordance with the plans and specifications of the architects be appropriated by the town.

The Library Building Committee still has a balance in its hands of $308.59, having used a small amount of the funds during the past year.
The committee contemplates further use of this balance in connection with furnishings for the interior of the library, which it is hoped can be secured during this year.

Report of Overseers of the Poor.
To the Citizens of Swampscott, Massachusetts:
We submit our annual report for the year 1921. This year developed into an exceptional one, as it was the first time the Poor Department has been obliged to make an overdraft.
We have experienced the same conditions that all cities and towns in the State have been subjected to. The greatest problem has been the lack of employment in many industries, especially the shoe and building trades. The towns have been aiding families this year that were never before obliged to call for assistance, but we firmly believe that conditions will be greatly improved in the near future. If such is the outcome, it will have an immediate effect on our expenditures.
Our appropriation for 1921 was $4,500, against a total expenditure of $6,355.53, showing an overdraft of $1,855.53.
Aid was disbursed to 66 persons in the year 1920, and during the year 1921 to 88 persons, making an increase of 22, which shows a condition which under normal times will not exist.
The charitable organizations and many generous individuals of the town have in repeated instances relieved worthy cases and the board is duly grateful and wishes to extend its thanks for the same.
The district nurse is continually doing good work which we have ample chance to observe. The financial and statistical reports will be found under the head of the Secretary's report.
We would recommend that the town appropriate the sum of $6,500 for the maintenance of the Poor Department for the ensuing year.
