There has been one case of rabies in town during the year. This dog was destroyed and its head sent to Harvard Medical School for examination. A positive report was returned.

Report of Sealer of Weights and Measures


To the Honorable Board of Selectmen:


GENTLEMEN :-


I herewith submit my report from January 1, 1923, to December 31, 1923.


Your sealer performed all such duties that fell within the scope of this department. The various measuring devices were tested, and sealed or condemned accordingly. It is with pleasure that the few com- plaints received were disposed of satisfactorily to all parties concerned.


The new laws, along with special instructions received from the Department of Standards, were given special attention. The most important change was on commodities formerly sold by dry measure and which will hereafter be sold by weight or count. This includes most all vegetables and fruits, nuts, etc. This eliminates all fraudu- lent attempts, such as partly or loosely filled measures or using meas- ures not of standard capacity.


A better idea can be obtained of the work done by this department in the following summary :-

Inspections


Several stores were visited on different occasions and general con- ditions of the scales, weights, etc., were noted. Several tests of gaso- lin pumps were made and several were found falling short. Being old pumps, with parts pretty well worn, they were condemned. These were replaced by new, up-to-date pumps.


Re-Weighings


Stores were visited and reweighings made of packages of goods and goods put up by clerks. Carelessness is responsible for a large share of incorrect weighing. Others are caused by leaky containers, while evaporation or absorption varies the weight of the other commodities. These defects were made good either by the merchant or the manu- facturer. It has not been the policy of this department to burden the merchant with unnecessary hardships, but to co-operate with and help in executing the laws.


In conclusion I desire to express my appreciation to all those who in any way assisted me in the discharge of my duties as Sealer.

Report of Trustees of the Public Library


To the Citizens of Swampscott:


The Public Library, like the other town agencies, emphasizes the progress of life and the growth of this community in a country that moves but one way, and that ahead.


This growth in the last few years has made necessary the addition of steel stack with capacity for about one thousand more books. This has also made it possible to rearrange the classes of books so as to thus facilitate their use by the public.


The demands for reference work have been constant the past year, particularly during the period while the schools are in session, and such work seems to be on an increasing scale.


The use of all books taxes their binding and provides a growing item of expense, especially because of the fact that books are not bound at the present time, as well as formerly.


A bill was presented to the legislature of 1923 providing that the money received from fines be used for the purchase of new books for libraries. Your trustees joined with others in urging the passage of this bill, but the legislative committee was the one on municipal finance and not a committee on libraries, hence the act failed of passage.


Through our Library a collection of one hundred and fifty books and eight packages of magazines was made for the use of the American Merchant Marine Library.


The Library is used by adults and scholars on Sunday afternoons for study and reading and serves many who are unable to use the Library during the week days.


The Story Telling Hour at the Library on Sunday afternoons dur- ing the winter months has proved very successful. There have been from forty to sixty children in attendance at each meeting. Mrs. Elgar Townsend, Mrs. James Walker and Mrs. Norman Dillingham have given their services to this work and the board takes this oppor- tunity to express its thanks and appreciation of their kindness.
