I herewith submit the following report for the year ending De- cember 31, 1938:


Since taking office as Town Clerk I have been bringing to date the classification of all documents in order to have any information required readily at hand upon request. The Clerk's office contains the chronological history of the growth of Swampscott and contains a vast amount of invaluable records. The vital statistics consisting of over 15,000 entries, are being arranged by a W. P. A. project so that this office can meet the increased demand for copies of individual records required by old age assistance, public welfare and social security.


It is my earnest endeavor that within another year all documents and records will be filed and listed in their proper place. This will assure the citizens of Swampscott the prompt service and attention incumbent on the office of Town Clerk.

REPORT OF TOWN ENGINEER

Town Engineer


To the Board of Selectmen


Gentlemen:


I herewith submit my 27th annual report of services rendered by the Engineering Department for the various departments during the year ending December 31, 1938.


The Engineering Department has had charge of the following lines of work: designing and superintending the construction of all sewers and drains; resurfacing of all streets built by contract, to- gether with drawing the plans, specifications and estimates for the same; the establishing of street lines and grades, for setting of curb- ing and laying of sidewalks and all engineering questions which come before the boards of the several departments.


Drains


Work was started the latter part of November on the Nason Road Drainage Concrete Culvert as a P.W.A. grant by P. F. Gallo, the contractor.


This is a reinforced concrete culvert 21/2 x 4 and 5 feet, about one thousand feet long and will relieve flood conditions caused by the present brook. The estimated cost being $17,600; the government paying forty-five per cent of the cost.


The Neighborhood road drain is a 15" concrete pipe drain now being constructed by W.P.A. labor. The total length is about 600 linear feet including the necessary catch basins. The estimated cost is $2,200.


Resurfacing Banks Road and Walker Road


A total of 1530 square yards of bituminous macadam pavement was laid by W.P.A. labor, on Banks road from Farragut road to Walker road, at a cost of $1,449.08.


A total of 3500 square yards of bituminous macadam pavement was laid by W.P.A. labor, on Walker road from the Boston and Maine Railroad bridge to the State road. This required the laying of 335 feet of 12" concrete pipe drain with the necessary catch basins and manholes, at a cost of $3,409.48. The government pay roll for both projects was approximately $10,300.


Curbing and Sidewalks


The Town has constructed 8495 square yards of Type E1 mixture sidewalks, by W.P.A. labor, in different sections of the Town, at a cost of $0.74 per square yard and set 6841 linear feet of curbing at a cost of $1.15 per linear foot. One half of the above cost is assessed to the abutters. The government pay roll for the above project was approximately $33,000.


Assessors Department


The yearly routine work necessary to bring the plans and card index up to date has been completed for this department.


Selectmen's Department


Data and estimates have been furnished this department and plans submitted for their approval.


At the request of property owners, street lines and grades have been given for grading lawns, sidewalks and building walls, etc.

Tree Warden


To the Citizens of Swampscott:


This year has been an unusual one for this department, as the hurricane of September 21st set back a lot of work accomplished over many years. It will probably take 20 to 25 years to get new young trees back to the average size of trees lost. Of the 297 shade trees lost in the Town, the average age was between 25 and 30 years. The oldest tree was 106 years and there were a few between 85 and 90 years of age. Cutleaf maples and elms were the hardest hit. It was noticeable that cavity filled and braced trees withstood the storm unusually well.


Five days of previous rains to moisten and to loosen the soil, combined with a registered wind velocity of 87 miles per hour blow- ing on an unusually heavy seasonal foliage, resulted in the worst damage, this town, and most New England towns, have seen for over 100 years.


Due to the fine cooperation of the W.P.A., the N.Y.A., the high- way, health and police departments, and various citizens, the work of cleaning up the debris was accomplished in rapid order.


All loosened and dangerous trees have been removed. The use of lag screw rods, bolts ,and cables has made it possible to repair split and broken trunks and branches. For the most part, ragged torn branches have been trimmed, but there is still a little work to be done. As far as possible, all weakened trees will be fertilized in the spring to help withstand the severe set-back.
