ADJOURNED ANNUAL TOWN MEETING Tuesday, April 12, 1938
In accordance with the adjournment of Tuesday, April 5, 1938, the Town Meeting Members assembled at the Town Hall and were called to order at 8.00 P.M. by John R. Hurlburt, Moderator. There were 123 Town Meeting Members present.
Voted: That the reading of the records of the last meeting be omitted.
Voted: That the item for water of $77,279.00 be taken from the receipts of the Water Department for the current year.
Voted: Article 12. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town authorize the Board of Assessors, the Board of Park Commissioners, and the Planning Board, each to appoint a member of such boards to act as secretary thereof and to receive pay therefor as provided for in the budget of the said boards as pro- vided by Chapter 41, Section 4A, of the General Laws (Tercentenary Edition).
Voted: Article 20. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the sum of $96.53 be appropriated to settle a claim of E. C. Phillips, Inc., for materials furnished at the old G. A. R. Hall during the years 1934 and 1936.

That the Town resurface Banks Road from the junction of Farra- gut Road to the junction of Walker Road, with bituminous macadam pavement, and that said work be done as a Works Progress Adminis- tration project, or other Federal project under the supervision of the Surveyor of Highways and that said Surveyor of Highways be authorized to purchase and hire the necessary equipment, materials, and supplies; and that the sum of $2,100.00 as the Town's share be appropriated therefor.
Voted: Article 33. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town resurface Walker Road from the Boston & Maine Railroad bridge to State Road with bituminous macadam pavement, and that said work be done as a Works Progress Administration project, or other Federal project under the supervision of the Sur- veyor of Highways and that said Surveyor of Highways be authorized to purchase and hire the necessary equipment, materials and supplies; and that the sum of $4,800.00 be appropriated therefor.

Voted: Article 44. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town authorize the Board of Selectmen to execute a lease with the Joseph L. Stevens Post 1240, Veterans of Foreign Wars Building Association, Inc., for a term of four (4) years from May 6, 1938, at an annual rental of Six Hundred and Fifty Dollars ($650.00) for the purpose of providing headquarters for the Joseph L. Stevens Post 1240, Veterans of Foreign Wars, on the upper floor of the building located at 438 Humphrey Street and appropriate the sum of Six Hundred and Fifty Dollars ($650.00) therefor.
Voted: Article 46. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the sum of One Thousand Dollars ($1,000.00) be appro- priated to enable the Board of Park Commissioners to hire trucks for the removal of excavated material at the State Road underpass, or to purchase from the proper person or persons the fill coming from the State Road underpass, said fill to be delivered on Phillips Park, as recommended by the Board of Park Commissioners.

Voted: Article 49. That the sum of Five Thousand Dollars ($5,000.00) be appropriated, to be expended as the Town's propor- tionate share for such Federal projects as the Board of Selectmen may supervise.

That the Town transfer the sum of Eighteen Thousand One Hun- dred and Twenty-nine Dollars and Eleven Cents ($18,129.11) from the Hawthorne Brook Account to the Excess and Deficiency Fund.
Voted: Article 71. To accept the report of the Finance Committee and adopt their recommendations as follows:
That there be transferred from the overlay reserve fund the sum of $3,900.00 to reserve fund thus reducing the amount to be raised by taxation for this fund to $1,100.00, the same to be used for extraordinary or unforseen expenses as provided for under Section 25, Chapter 59, General Laws, Ter. Ed .; that there be transferred from the account of Cemetery Lots Fund the sum of $5,000.00 to Cemetery Wage Account thus reducing the amount to be raised by taxation under classification Cemetery to $1,475.00; and that $400.00 appropriated under Article 11 and $225.00 appropriated under Article 50 be transferred to the Excess and Deficiency Fund; and that upon receiving proper approval from the Commissioner of Corporations and Taxation there be transferred from the Excess and Deficiency Fund of the Town to the account of current revenue to be used and applied by the assessors in reduction of the tax levy such sum as they may deem advisable.

That a copy of this resolution be sent to his family.

In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Town who are qualified to vote in Primaries to meet in their respective precincts in said Swamp- scott on Tuesday, the 20th day of September, 1938, at 10 A.M. for the following purposes:
To bring in their votes to the Primary Officers for the Nomination of Candidates of Political Parties for the following offices:
Governor, Lieutenant Governor, Secretary of the Commonwealth, Treasurer and Receiver-General, Auditor of the Commonwealth, At- torney General, all for this Commonwealth; Representative in Con- gress for 6th Congressional District; Councillor for 5th Councillor District; Senator for 1st Essex Senatorial District; Two Representa- tives in General Court for 12th Essex Representative District; District Attorney for Eastern District; County Commissioner and Sheriff for Essex County; and for the Election of the following officers: 1 Dele- gate to the State Convention of the Democratic Party; 14 Delegates to the State Convention of the Republican Party.
