October 26, 1943


In accordance with the adjournment of Tuesday, October 26, 1943, the Town Meeting members assembled at the Town Hall and were sworn in by the Town Clerk. The meeting was called to order at 7:52 P.M. There were 125 Town Meeting members present.


Voted: Article 1. That the Moderator be authorized to appoint a committee of five town meeting members to investigate, study and consider the possibility, advisability and practicability of the Town's acquiring by purchase the real estate known as the Elihu Thomson property at 22 Monument Avenue, Swampscott, for a Town Adminis- tration Building or any other municipal purpose, and that said com- mittee report to the adjournment of the Annual Town Meeting.


Voted: Article 2. To accept the report of the Finance Committee and adopt their recommendations as follows:


That action on this article be indefinitely postponed.


Voted: Article 3. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town accept Brooks Terrace so-called as a public way, as laid out by the Board of Selectmen in accordance with plans drawn by Howard L. Hamill, Town Engineer, dated March 15, 1943, and that the sum of $750 be appropriated therefor.


Voted: Article 4. To accept the report of the Finance Committee and adopt their recommendations as follows:


That action under this article be indefinitely postponed.

That the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1945, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


Voted: Article 4. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the salaries of elected Town officials be the same for the year 1944 as they were in 1943.


Voted: Article 5. That this article be laid on the table.

Voted: Article 8: To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Board of Assessors, the Board of Park Commissioners and the Planning Board each to appoint a mem- ber of such boards to act as secretary thereof, and receive pay there- for, as provided by Chapter 41, Section 4-A of the General Laws (Ter. Ed.).


Voted: Article 9. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the sum of $500.00 be appropriated for the proper observ- ance of the Fourth of July to be expended by a committee of five to be appointed by the Board of Selectmen.


Voted: Article 10. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the sum of $400.00 be appropriated for the proper observ- ance of Armistice Day to be expended by a committee of five to be appointed by the Board of Selectmen.


Voted: Article 12. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town transfer from the Excess and Deficiency Fund of the Town to the account of Current Revenue such sum of money as the Board of Assessors may deem advisable, said sum to be used and applied by the Board of Assessors in reduction of tax levy.


Voted: Article 19. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town lay a sewer on Windsor Avenue for a distance of approximately 225 feet from the existing manhole near the Lynn line and that the sum of $2100.00 be appropriated therefor.

That the Town accept the provisions of Chapter 431 of the Acts of 1943, entitled "An Act to permit cities and towns to indemnify mil- itary substitutes serving in their fire forces or fire departments."


Voted: Article 23. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Board of Public Welfare to appoint one of its own members as agent and investigating officer and fix the salary of such an appointee at $330.00 and appropriate money there- for as provided by Chapter 41, Section 4A of the General Laws (Ter. Ed.).


Voted: Article 24. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Old Age Assistance Bureau to ap- " point one of its own members as agent and investigating officer and fix salary of such agent at $1445.00, and that the said sum of $1445.00 be appropriated as follows: $1115.00 by the Town and $330.00 by transfer from Federal Grant.


Voted: Article 25. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town appropriate the sum of $286.00 for payment to the Teachers Retirement System under the Provisions of Section 9, Chap- ter 708 of the Acts of 1941 as amended by Chapter 419 of the Acts of 1943.


Voted: Article 27. That the Town authorize the Board of Park Commissioners to have the Fish House painted one coat and to have the driveways repaired or replaced and to appropriate the sum of $1370.00 for same as recommended by the Board of Park Commis- sioners.


Voted: Article 28. That this article be referred to the special committee under the vote on Article 1 of the Adjourned Special Town Meeting called for October 26, 1943, and held on March 14, 1944.

In accordance with the adjournment of March 14, 1944, the town meeting members were called to order at 7:48 P.M. by John R. Hurl- burt, Moderator.


Voted: That the reading of the records of the last meeting be omitted.


Voted: Article 7. That the reading of the individual budgets by the Finance Committee be omitted.


Voted that $500.00 be added to Selectmen's Others.


Voted that the budget of the Town Engineers be amended so that C. Walter Burrill, rodman and inspector of the department, will re- ceive pay equal to the prevailing rate paid employees of the Park, Highway and Cemetery Departments and appropriate the necessary money therefor, retroactive to March 24, 1944.


Voted that Selectmen's account under wages be increased $100.00 to increase clerk from $1201.20 to $1301.20 and that the temporary cost of living increase for clerk for the year 1944 to be continued until the dissolution of the Annual Town Meeting of 1945, the same as rec- ommended by the Finance Committee.
