Voted: Article 4. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town accept the progress report of the Wage Committee and that said committee be continued in office for the purposes set forth in Article 42 of the Warrant of the 1952 Annual Town Meeting and that the sum of $500.00 be ap- propriated therefor.
Voted: Article 5. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town authorize the Town Treasurer, with the approval of the Board of Selectmen, to borrow money from time to time, in anticipation of the revenue for the financial year beginning January 1, 1954, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44 of the General Laws.
Voted: Article 6. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town Moderator appoint a committee of seven, no one of whom shall be in the employ of the Town of Swampscott or serve as a member of any committee or board created by or performing work for the Town of Swampscott. Said com- mittee is to be established for the purpose of employing competent, experienced and trained personnel to make a detailed study and report as to the physical con- dition of all existing public buildings, anticipating any and all necessary altera- tions, repairs, replacements, consolidation or consolidations of public building needs so that such building will substantially conform with so-called modern types thereof, considering necessity of acquisition of land if necessary and need, if any, for changes in existing zoning ordinances or other governing regulations, also con- sidering any matter which may be desirable and necessary in relation to present and future public building needs.
Said Committee shall obtain and furnish itemized prices for all such anticipated necessary work, at present-day dollar values, together with a report of its findings and recommendations to be made at the next Annual Town Meeting. Voted to appropriate $5,000.00 for these purposes.
Voted: Article 7. That an increase of $200.00 be granted to all full time permanent employees, exclusive of the School Department and that the sum of $27,800.00 be appropriated therefor, and that $2,000.00 be transferred from Water Receipts Reserved for Appropriation to Water Wages to provide this increase for the employees of the Water Department. For: 159, Against: 109.
Voted: Article 8. To refer back to the Finance Committee for revision.
Voted: Article 9. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41, General Laws, as amended:

That the Town authorize the Board of Assessors, the Board of Park Commis- sioners, and the Planning Board each to appoint a member of such Boards to act as Secretary thereof and that the salary of such incumbents be fixed at $50.00 per year, as provided by Section 4A, Chapter 41, General Laws. The appropriations neces- sary to pay these salaries have been provided for in Article 8.
Voted: Article 11. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town appropriate the sum of $12.80 to the Amount of Unpaid Bills for the purpose of settling all bills contracted prior to January 1, 1953 and remain- ing unpaid at the time of the closing of the Town's books for the year 1952, ac- cording to the records of the Town Accountant in conformity with the provisions of Section 64, Chapter 44, General Laws. The unpaid bills are as follows: Cem- etery Dept. (Telephone) ... $12.80.

That the Town transfer from the Excess and Deficiency Fund Account to the Current Revenue Account the sum of $150,000.00, said sum to be used and applied by the Board of Assessors in reduction of the Tax levy for the year 1953.

That the Town appropriate $1,200.00 for the purposes of this Article.

1953 Annual Report
Voted: Article 17. That the Town adopt Plumbing By-Laws as printed in a pamphlet entitled, "Town of Swampscott, Massachusetts Plumbing By-Law Pre- pared for Submission to the 1953 Town Meeting for Approval, dated November, 1952," containing an index and fifty-two pages, copies of which have been mailed to all Town Meeting Members and have been posted in each precinct of the Town, and that upon the approval of the said Plumbing By-Laws by the Attorney General and posting a copy thereof in one or more public places in each precinct of the Town as provided by General Laws, Chapter 40, Section 32, all by-laws inconsistent there- with are hereby repealed. Unanimous.

That the Town amend the zoning by-laws of the Town of Swampscott so that the property on Paradise Road, also known as State Road, being Lot 76-A, Plate 14, Assessors Plans, and that portion of Lot 76, Plate 14, said Assessors Plans, which consists of the floor of the old quarry, so-called, as set forth on said Assessors Plans, except that part already zoned Business B-1 by action of the Annual Town Meeting of 1948, Article 38, may be changed from its present Residential zone to Business B-1. Unanimous.
Voted: Article 21. To accept the report of the Planning Board and adopt their recommendations as follows:
That action on this Article be indefinitely postponed.
Voted: Article 22. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the Town authorize the Water & Sewer Board to lay water mains, not less than 6 inches in diameter, in Foster Road from MacArthur Circle to Windsor Avenue and on Windsor Avenue from Elwin Road to Nichols Street for a distance of 3,750 feet, more or less; and that the Board of Selectmen be authorized to pur- chase or to take by eminent domain, the easements necessary therefor, on condition that all abutters sign the necessary waivers; and that the sum of $70,000.00 be ap- propriated therefor, to be raised as follows:
That $10,000.00 be appropriated from the tax levy of the current year and that the Treasurer with the approval of the Board of Selectmen, be authorized to borrow a sum not to exceed the remainder; viz. $60,000.00; and to issue bonds or notes of the Town therefor payable in accordance with the applicable provisions of the General Laws so that the whole loan shall be paid in not more than fifteen years from the date of the issuance of the first bond or note or such earlier dates as the Treasurer, with the approval of the Board of Selectmen, may determine. Voted: Article 23. To accept the report of the Planning Board and adopt their recommendations as follows:
That the Town discontinue, and deed back to the respective abutters, that por- tion of Cedar Hill Terrace, formerly used as a turning circle for said Terrace, be- tore Bay View Drive was developed, as shown on a plan drawn by Howard L. Hamill, Town Engineer, dated January, 1953. Unanimous.
