SCHOOL DECORATIONS.
Many words have already been written about the " salutary influence of beautiful school-yards" and the "inspiration of school-flags "; yet too much cannot easily be said in appreciation and commendation of such decorations ; therefore I must add a few words.
On my first visit to the several schools of our town I was much gratified to note the tidy appearance of the school-grounds, and to learn that the pupils of different schools had a desire to have their grounds look the best. It seemed to me that I detected a better tone and spirit inside the schools because of the attempt to beau- tify the outside. Such improvements have an elevating and inspir- ing influence on the pupils, that is apparent even after school-days are over.

These silent teachers have a greater educational power than we are apt to think. They appeal to the honor and ambition of the pupils, and lead them to become more thoughtful for others, more orderly, more self-respectful, and more noble.
May the work, so well begun, continue until the school-room shall become too dear for a mark or cut, and the school-yard too honored for a vicious word or deed !
VISITORS.
During the past year our schools have been visited by a larger number of persons than ever before - 7,911 visits were recorded by the several teachers. The names on the registers show that many of the visits were made by parents and relatives of the pupils. It is carnestly hoped that an increased number of parents and citi- zens will find time to spend at least one hour this year in our schools. The teachers are much encouraged by the presence of interested visitors, and the pupils inspired to more earnest effort.
STORM SIGNALS.
The afternoon of Thursday, Jan. 22, was an exceedingly stormy one. At one o'clock that afternoon it was easy enough to see that the signals for no school should have been given, and doubtless such expressions as " It is a tough afternoon for a school," and " I think it was a shame to compel children to go out in such a storm " were common. Who was at fault? The signal should have been sounded at 11.45 A. M. At that time the storm was not severe, and to have predicted such a tempest would have done credit to a more skilful weather prophet than your superintendent claims to be. The storm gave evidence of severity about 12.45 ; then it was too late to give the signal.
In order to lesson the liability of making such mistakes in the future, I recommend that the signals be given as near the open- ing of the school session as practicable. I think forty-five minutes before school would be satisfactory in all cases. It would be wise also to have the whistles sounded in a peculiar manner, so that other whistles would not be mistaken for the storm signal. If the

whistles were given as indicated by these lines - -
- - - - no pupil could reasonably expect to be excused for his absence by saying, "I thought I heard the whistle for no school."
TEACHERS.
It gives me pleasure to speak in terms of approval of our teachers. They labor faithfully for the best interests of the schools, and if they fail to do good work it is not due to lack of willingness.
By personal conversation and by grade meetings, I have en- couraged the adoption of progressive methods of discipline and instruction, and endeavored to arouse greater zeal for superior work among the teachers. They have received my efforts kindly, and are following my suggestions very willingly. Already marked improvement is apparent in some departments of school work.
I desire to thank the teachers for their many kindnesses and words of encouragement that have rendered my work with them so pleasant. I also wish to express to the Committee my apprecia- tion of their undivided support and confidence extended to me in my efforts to improve the schools.
