REPORT OF COMMITTEE FOR THE SUP- PRESSING OF THE ILLEGAL SALE OF INTOXICATING LIQUORS.


The Committee, chosen by the voters of the town at its last annual meeting to suppress the illegal sale of intoxicating liquors, organized at its first meeting by the choice of Benj. F. Richards as chairman, and Willard J. Dunbar as secretary. The Committee unanimously agreed to procure the services of Messrs. Andrew J. Garey and George W. Fay in enforcing the law. They not being officers of the town, the Committee requested the Board of Select- men to appoint them as such, that they might be able to serve the necessary warrants in prosecuting those engaged in the illegal traffic. This request was refused ; the Committee then requested that Andrew J. Garey be appointed as an officer. At a hearing

before the Board, a number of the citizens of the town appeared and advocated that the appointment be made, but this request was also refused. The Committee were then obliged to employ an officer already appointed to serve the warrants, and special officer Joseph P. Ford was employed, who performed the duty until he was informed by the Board that his authority to serve the warrants had been revoked. The Committee then employed officer B. F. Richards, who is a regular officer of the town, chosen as such by the voters of the town at its annual meeting, and whose duties could not be curtailed ; he has served the warrants since officer Ford was obliged to stop. Although the Committee has labored under great disadvantages during the year, being heavily handi- capped by the refusal of the Board of Selectmen to appoint Capt. Garey as an officer of the town, yet they feel that, despite the obstacles encountered, much has been accomplished in carrying out the wishes of a majority of the voters of the town. For the work done during the year we refer to the report of the agents employed by the Committee.

TO THE TOWN COMMITTEE FOR THE SUPPRESSION OF THE ILLEGAL SALE OF INTOXICATING LIQUORS :


GENTLEMEN, - In making our report we feel it to be our duty to say something in regard to the difficulties with which we have had to contend while in the discharge of our duties. We were em- ployed by your committee to serve one year, from April 1. We waited until past the middle of April for our appointments as special police officers from the Board of Selectmen. We then re- ceived notice that three of the Board had decided that we should not receive the appointments. We then secured the services of police officer Joseph P. Ford to serve our warrants, and went to

work. After a few raids had been made, Officer Ford was sum- moned before the Board of Selectmen and his appointment revoked. We called on a member of the Board of Selectmen to learn the cause of this action, and were informed it was on account of his assisting us, and that the Board would doubtless revoke the ap- pointment of any police officer in Weymouth should he attempt to assist us. We then reported to your committee and your chair- man, Constable B. F. Richards, took hold of the matter with us, and since that time has served all warrants. The attitude of the Selectmen, in refusing to give your agents police appointments, has shown the liquor sellers that the Selectmen were not in sympathy with us, and has vastly encouraged them to continue their business. We have the honor to report,-
