ANNUAL TOWN MEETING.


Pursuant to the foregoing warrant, the annual meeting of the inhabitants of the Town of Weymouth, was held at the Skating Rink, Ward 2, in said Town, on Monday, March 13, 1899, the meeting being called to order at nine o'clock in the forenoon, and the warrant was read by the Town Clerk.


Article 1. Louis A. Cook Esq., was elected Moderator by bal- lot, the check list being used in the election.


Voted, That no person shall speak more than twice on the same question, provided there are other persons who wish to speak, and that debate on all articles shall be limited to thirty minutes, also no person shall speak over ten minutes.


A motion to reconsider the above vote was lost.

Art. 2. Voted, That a committee of one from each ward be appointed by the Moderator, to nominate all officers not required to be elected by ballot.


The Moderator appointed the following persons on the above committee, viz :


Charles Hawes, J. Russell Thomas, T. J. Evans, Frank H. Mason, Benj. F. Smith.


Voted, To take up Article 41.


Art. 41. Voted, That the Treasurer be authorized to borrow, with the approval of the Selectmen, the sum of $5,500, for the purpose of paying a note for that amount, due March 10, 1899, said sum to be borrowed for the term of four years.


Voted, To take up Article 26.


Art. 26. Voted, That, for the purpose of procuring a tempor- ary loan to, and for the use of the Town of Weymouth, in antici- pation of the taxes of the present municipal year, the Town Treas- urer is hereby authorized and directed to borrow, from time to time, with the approval of the majority of the Selectmen of said town, a sum or sums in the aggregate amounting to one hundred and thirty thousand dollar, and to execute and deliver the note or notes of the town therefor, payable within one year from the time the loan is made.


The said debt or debts incurred by a loan or loans to the town under this vote are to be paid from the said taxes of the present municipal year.


Voted, To take up the articles of the warrant in their regular order.


Art. 3. Voted, To accept the reports of the several boards of town officers as printed.

Art. 4. Voted, That the sum of $43,328.00 be raised and appropriated for the support of public schools during the ensuing year and that one-half of the dog-tax, the income from the Ale- wife Fund and all money received for the tuition of non-resident pupils be appropriated for the same purpose and the School Com- mittee are instructed not to exceed this appropriation, but if in need of money, they must petition the Selectmen to call a special town meeting for that purpose.


Art. 5. Voted, That the sum of $1,500 be raised ,and appro- priated for the transportation of pupils to and from school.


Art. 6. Voted, That the School Committee be instructed to employ a Superintendent of Schools, at a salary not exceeding $1,400.


Art. 7. Voted, That the sum of $12,700 be raised and appro- priated under this article, $10,000 of which is to be expended for highway repairs, $2,000 for the removal of snow, and $700 for the Hingham and Quincy bridges, but none of this money is to be expended for rebuilding old roads; also voted that whenever parties in town offer teams free to the town for carting gravel, the town shall fill the teams free at the pit, and the gravel shall be put in such places as the owners of the teams shall designate, under the direction of the Selectmen.


Voted, That the Selectmen shall appoint no Superintendent of Streets other than one of their own members.


Voted, That the Selectmen and Overseers of the Poor repair Essex street to Broad street, and Broad street from Essex street to Spring street with the town teams.

Voted, That the Selectmen be instructed to remove all signs bearing names in substitution for legal designations of public streets and squares, and in their place put the duly anthorized titles of such streets and squares.


Art. 8. Voted, that the sum of $13,000 be raised and appro- priated for the support of the poor and that $2,000 be appropri- ated for the same purpose.


Art. 9. Voted, that the sum of $7.200 and the unexpended balance of last year be appropriated for the payment of State and Military Aid under Chaps. 301 and 279 of the Acts of 1894 and Chap. 561 of the Acts of 1898 and for burials under Chap. 279 of the Acts of 1896.


Art. 10. Voted, that $2,500.00 be raised and appropriated for the relief of disabled soldiers and seamen and their families under Chap. 447 of the Acts of 1890 and Chap. 570 of the Acts of 1898 and that $500.00 be appropriated for the same purpose.


Art. 11. Voted, That $5500.00 be raised and appropriated for the support of the fire department, $500 of which is to be used for the purchase of new hose.


Art. 12. Voted, That the sum of $300 be raised and appro- priated for building a hose tower on the hose house at Nash's eor- ner, to be expended under the direction of the captain, first lieu- tenant and steward of the company.


Art. 13. Voted, That this article in relation to purchasing a hook and ladder truck for Ward 3 be indefinitely postponed.


A motion to reconsider the above vote was lost.


At this time the Moderator appointed Charles Hawes and Wil- lard J. Dunbar as tellers, and administered the oath to them.


Art. 14. Voted, That $4000.00 be raised and appropriated for police service.


Art. 15. Voted, That $2000.00 be raised and appropriated for the Tufts Library, and that one-half the dog tax, the receipts from rents and the balance received from insurance be appropri- ated for the same purpose.

Art. 16. Voted, That $500 be raised and appropriated for the maintenance of a public reading room in Fogg Library building, and that the unexpended balance from last year be appropriated for the same purpose.


Art. 17. Voted, That $1,000 be raised and appropriated for abatement and remittance of taxes.


Art. 18. Voted, That $5,000 be raised and appropriated for the payment of interest that may become due the ensuing year ..


Art. 19. Voted, That $1500 be raised and appropriated for printing and advertising and that the printing be let out to the lowest bidder.


Art. 20. Voted, That $2,000 be raised and appropriated for miscellaneous expenses.


Art. 21. Voted, That $6,000 be raised and appropriated for the payment of town officers. The Selectmen, Overseers of the Poor and Board of Health to receive $2,600. The Assessors, $1,100 ; also a sum not exceeding $200 for clerk hire ; Town Clerk,. $125, Town Treasurer, $450, Auditor $100 ; School Committe for services and expenses, $350.


Art. 22. Voted, That $600 be raised and appropriated for election expenses.


Art. 23. Voted, That $400 be raised and appropriated for Memorial Day.


Art. 24. Voted, appropriate unexpended balance from last year.


Art. 25. Voted, That $6000 be raised and appropriated for electric lighting.


Art. 27. Voted, that the sum of $23,800 be appropriated from the income of the water works to be expended for the fol- lowing purposes, viz., $17,800 for the interest on bonds, $1400 for salaries of the superintendent of the works and $900 for engineer at the pumping station, $1200 for maintenance of the works and $2500 for all other necessary expenses.

Art. 28. Voted, That $8900 be appropriated out of the income of the water works to be paid to the trustees of sinking fund, to be set apart and invested as a sinking fund for the payment at maturity of the Weymonth Water Works Loan Bonds.


Art. 29. Voted, That the sum of $3,000 be appropriated for the extension of the main water pipe line.


Art. 30. Voted, That $5,000 be raised and appropriated for the water rent and care of drinking fountains.


Art. 31. Voted, To raise and appropriate the sum of $50 for care and improvement of Public Parks.


Art. 32. Voted, That action under this article in relation to working the street to the summit of Weymouth Great Hill be in- definitely postponed.


Art. 33. Voted, That action under this article in relation to building an extension and hose tower on the hose tower at Wey- mouth Heights be indefinitely postponed.


Art. 34. Voted, That the article in relation to changing the time of the annual town meeting be indefinitely postponed.


Art. 35. Voted, To instruct the Board of Selectmen to pay $2.00 per day to all able-bodied men for work performed by the town, whether by contract or otherwise, and preference to be given to citizens and taxpayers ; and that nine hours shall constitute a day's work, but this vote shall not debar the selectmen from em- ploying men and boys who are not able to do a full day's work at a less rate.


Art. 36. Voted, That $400 be raised and appropriated for the purpose of rebuilding the sea wall and sidewalk on Bridge street.


Art. 37. Voted, That this article in relation to paying land damages on new street leading off Pleasant street be referred to the Selectmen with full powers.


Art. 38. Voted, That this article in relation to electric lights on Summer street be referred to the Selectmen.

Art. 39. Voted, That the Treasurer of the town of Weymouth is hereby authorized and empowered in its name and behalf to make an open and peaceable entry on the real estate conveyed in mortgage to said town by Fernanda A. White by his deed, duly recorded, for breach of the condition thereof by the failure to pay the prin- cipal sum and the interest secured by said mortgage when it be- came due and payable, or at any time thereafter, and to do all other acts requisite to the full execution of the power of sale contained in said deed, including the execution and delivery of a proper deed of the said estate to the purchaser, and paying the net proceeds of such sale into the town treasury.


Art. 40. Voted that $4000 be raised and appropriated to be paid into the sinking fund for the payment at maturity of the High School bonds.


Art. 42. Voted, That the Treasurer be authorized, with the approval of the Selectmen to borrow $12,000 for the payment of a note for that amount, due May 1, 1899, and issue for the same two notes of the town, to mature respectively 1904 and 1905.


Art. 43. Voted, That the Treasurer be authorized, with the approval of the Selectmen, to borrow $15,000 for the payment of a note for that amount, due January 1, 1900 and to issue two notes of the town for $7,500 each, to mature respectively in 1906 and 1907.


Art. 44. Voted, That $10,000 be raised and appropriated for the payment of overdrafts of 1897 and 1898.


Art. 45. Voted, That all taxes shall become due and payable on or before the 10th. day of October next, and that the collector be instructed to collect forthwith, according to law, all taxes re- maining unpaid after that date, with interest at the rate of 6 % per annum, and that the salary of the Collector be the same as last year, 6 mills.


Art. 46. Voted, That the Selectmen be instructed to grant no 6th. class license to any druggist.


Art. 47. Voted, To accept the Jurors' List as prepared and published by the Selectmen after amending it as follows, viz. :-

Striking out the names of Walter L. Bates, Braman A. Bennett, Edward H. Benson, Frederick H. Clark, Charles W. Joy, Henry A. Nash, Jr., Frank A. Richards and Charles H. Whitman and adding the names of Abbott C. Bates, Walter H. Joy, Henry S. Hollis, JJames M. Brant, Joe Taylor, Carl R. Hunt and JJosiah H. Pratt.


Art. 48. Voted, That the Selectmen contract with the Massa- chusetts Highway Commission for the construction of any portion of Washington and Main streets, which may be accepted as a State Highway.


Art. 49. Voted, That this article in relation to the working of Phillips street, be indefinitely postponed.


Art. 50. Voted, That this article in relation to the working of Summit street be indefinitely postponed.


Art. 51. Voted, To accept the report of the Selectmen on lay- ing out an extension of Granite street.


Art. 52. Voted, To accept the report of the Selectmen on lay- ing out a new street from a point on Broad street over the private way of William Donovan and Michael Sheehy to be called Center street.


Art. 53. Voted, That this article in relation to the working of Center street be indefinitely postponed.


Art. 54. Voted, That action on this article in relation to the gravelling of Summer street be indefinitely postponed.

NORFOLK, SS. To either of the Constables of the Town of Wey- mouth, in said County. GREETING.


In the name of the Commonwealth, you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections, to meet at the Town House in said town, on Monday the twenty-fourth day of April, instant, at eight o'clock in the evening, then and there to act on the following articles, namely :-


Article 1. To chose a Moderator.


Art. 2. On the petition of Amos W. Blanchard and others, to see if the town will vote to raise and appropiate the sum of One Thousand dollars, for a Hook and Ladder Truck in Ward Three.

Art 3. To see if the town will instruct the School Committee to insure the High School Building against fire, or act in any man- ner in relation thereto.


Art. 4. To see if the town will appropriate any sums of money for deficiencies in the appropriations of the last year, which were not provided for in the annual meeting.


And you are directed to serve this warrant, by posting attested copies thereof, in three public places in each precinct in said town, seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon, to the Town Clerk, at or before the time of said meeting.

SPECIAL TOWN MEETING.


Pursuant to the foregoing warrant a meeting of the inhabitants of the town of Weymouth, was held at the Town House, in said town on Monday, April 24th, 1899, at eight o'clock in the even- ing, the meeting being called to order and the warrant read by the Town Clerk.
