To the Constables of the Town of Weymouth in said Coun- ty. Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in town affairs, to meet at the Odd Fellows Opera House in East Weymouth, on Monday, the Nineteenth day of June, 1916, at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :


ARTICLE 1.


To choose a Moderator. Articles 2 to 7 inclusive are in- serted on petitions.


ARTICLE 2.


To see if the town will vote to rescind the action taken on Article nine of the warrant at the last town meeting.


ARTICLE 3.


To see if the town will take any action in relation to secur- ing land for a new school house in South Weymouth.


ARTICLE 4.


To see what sum of money the town will vote to raise and

appropriate, or will appropriate for the purchase of land for the new school house in South Weymouth, and to determine what part of the same shall be raised by a loan.


ARTICLE 5.


To see if the town will vote to take any action necessary to make the $56,000 voted for the new school building in South Weymouth at the last annual meeting available at any site which may be selected under the foregoing articles.


ARTICLE 6.


To see if the town will vote to reconsider the action taken under Article Ten at the annual town meeting.


ARTICLE 7.


To see what sum of money the town will vote to raise and appropriate for the purpose of building a new school house in South Weymouth.


ARTICLE 8.


To see what action the town will take to provide for the payment for the motor fire truck authorized by vote of the town at the last annual meeting.


ARTICLE 9.


To see if the town will vote to raise and appropriate $4,000 for the purpose of reconstructing the part of Washington Street between Lincoln Square and Washington Square, or take any action in relation thereto.


ARTICLE 10.


To see if the town will accept the proposal of the Old South Church to convey its title to certain land adjoining Columbian Square to the town, with a provision that the "Green," so-called, shall be preserved as such, except for necessary street widening, and that no structure shall be erected thereon except the flag-staff, band-stand and such monuments or marks as the town may consider of historic interest, or take any action in relation to said land.


ARTICLE 11.


By request of the Board of Trade. To see if the town will

employ one or more competent engineers to make the necessary preliminary surveys for a sewerage system and prepare an estimate of the approximate cost of installing the same, or take any other action in relation thereto.


ARTICLE 12.


By request of the Board of Trade. To see if the town will raise and appropriate $1,500, or any other amount, for the purposes specified in the foregoing article.


And you are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two public places in each voting precinct in said town seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the town clerk of said town, at or before the time of said meeting.

ARTICLE 8.


Voted: To raise and appropriate the sum of $4,500 to pay for the motor truck authorized by vote of the town at the last annual town meeting. Yes 173, No 0.


ARTICLE 9.


Voted : That the town raise and appropriate the sum of $4,000 for the purpose of reconstructing that part of Wash- ington Street between Lincoln Square and Washington Square provided the Selectmen request the Street Rail- way to double the track. Yes 75, No 56.


ARTICLE 10.


Voted: To accept the proposal of the Old South Church to convey to the Town the "Green," so called in South Wey- mouth to be known as Bailey Green.


Voted: That the thanks of the town be extended to the Society, (including the Minister, Rev. H. C. Alvord), for its generous gift.


Voted: That the Green be placed in the hands of the Park Commissioners.


Voted: That the subject matter of article 11 be referred to the next annual meeting.

PROPOSAL OF THE "OLD SOUTH CHURCH OF WEY- MOUTH," LOCATED AT SOUTH WEYMOUTH TO THE "TOWN OF WEYMOUTH."


To the Honorable Board of Selectmen, Weymouth, Mass .:


Gentlemen : The Old South Church, of Weymouth, holds title to a parcel of land in Columbian Square, South Wey- mouth, commonly known as the "Green," upon which the flag pole at Columbian Square is now situate. It also ap- pears from the Church records that the Church is the own- er of the fee in the land easterly of the Green, lying be- tween it and the other property of the Church, and now used as a travelled way, branching off from Columbian Street at a point northerly of the "Green."


While it appears that the Church owns the fee in these properties, it has never desired to assert any title with them that was inconsistent with the public enjoyment of them. On the contrary it has been, and is now its position, that these properties should be used for the benefit and improve- ment of Columbian Square in South Weymouth, and the enjoyment of people in that vicinity.


The Church would like to perpetuate the use of these properties for the purposes stated.


After consideration of the matter by the Church to the end that the public enjoyment of these properties may be preserved and perpetuated, the Church desires to offer to convey said properties to the Town of Weymouth with- out consideration, but upon the following conditions, how- ever :


First. That the "Green," so-called, shall be preserved as such, except for necessary street widening, and that no building shall ever be erected thereon, except flag-pole and

band-stand, or such monuments or marks as the town may · onsider of historical interest.


Second. That in view of the desirability of a definite designation of this so-called "Green," and in view further of the historical fact that upon this site stood for over 60 years the first and only meeting house in the Second or South Precinct of Weymouth, in which meeting house South Weymouth's first minister, the Reverend James Bayley, preached for nearly 43 years until his death-in fitting re- gard to the past, it be designated and forever known as "Bayley Green."


If you are willing in behalf of the town to accept this offer, or to recommend its acceptance at the annual meet- ing, then in order that a suitable deed may be drawn of the property, the Church would like to have given them a plan of the property, prepared by the town engineer, showing the lines thereof and the lines of the other property of the Church adjacent thereto so that proper conveyance may be made.


The Church believes that it is in the public interest that these properties should be owned by the Town of Wey- mouth, and is willing upon the foregoing conditions to con- vey the same to the town.


Note: The property rights in question came to the Church in 1912 by legal transfer from the Old South Con- gregational Religious Society, [often called "Parish"], which in the gradual historical evolution from the Precinct without organic changes had received them from the Second Precinct, which was a constituent division of the Town of Weymouth, especially for Church and School pur- noses.
