WARRANT FOR A SPECIAL TOWN MEETING.


COMMONWEALTH OF MASSACHUSETTS.


NORFOLK, ss.


To the Constable of the Town of Weymouth, in said Coun- ty. Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth, aforesaid, qualified to vote in town affairs, to meet in Odd Fellows Opera House, East Weymouth, on Monday, October Thirtieth, Nineteen Hundred and Sixteen, at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :


ARTICLE 1.


To choose a Moderator.


ARTICLE 2.


To see if the town will authorize its Board of Selectmen to purchase a Buffalo Pitts Maintenance Road Roller at a cost of $4,200.00 and appropriate from any money in the treasury $1,000, to be used as a partial payment for the same, and also to authorize the issue of a note of $3,200 due April 1, 1917, for payment of the balance of the cost, or take any other action in relation thereto.


ARTICLE 3.


To see if the town will appropriate from any money in the treasury $1,000 to provide for a deficiency in the ap- propriation for the removal of snow.


ARTICLE 4.


To see if the town will appropriate from any money in the treasury $1,500 to provide for a deficiency in the appropria- tion for highway repairs.

To see if the town will appropriate $600 from any money in the treasury to provide for a deficiency in the Board of Health appropriation.


ARTICLE 6.


To see if the town will vote to pay the second premium of $125 on the bond of the tax collector for the year 1914, and raise and appropriate the money therefor.


And you are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two public places in each voting precinct in said town seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk of said town at or before the time of said meeting.

SPECIAL TOWN MEETING, OCT. 30, 1916.


Pursuant to the foregoing warrant a meeting of the in- habitants of the town of Weymouth was held at Odd Fel- lows Opera House, East Weymouth, on Monday, October 30, 1916, at 7.45 o'clock P. M., the meeting was called to order and the warrant read by the Town Clerk.


ARTICLE 1.


On ballot, Hon. George L. Barnes was elected as Modera- tor and the oath was administered to him by the Town Clerk. Voted to take up the several articles in the follow- ing order, 5-3-2-4-6.


The point of order was raised that there were not 200 voters present as required by the By-Laws of the Town.


The Moderator appointed Joe Taylor and Frank W. Rea as tellers and administered the oath to them.


.They reported that 97 persons were present.


Voted: To adjourn to one week from tonight at 7.45 o'clock at this same hall.

ADJOURNED SPECIAL TOWN MEETING, NOVEMBER


6, 1916.


The adjourned Special Town Meeting was held at the Odd Fellows Opera House on Monday, November 6, 1916, the meeting being called to order at 7.45 o'clock P. M., by the Moderator, Hon. Geo. L. Barnes.

Voted : To appropriate $600 from any money in the treas- ury not already appropriated for deficiency in the Board of Health Appropriation.


ARTICLE 3.


Voted : To appropriate $500 from any money in the treas- ury not already appropriated to provide for a deficiency in the appropriation for removal of snow.


($500 to be transferred from the reserve fund.)


ARTICLE 4.


No action.


ARTICLE 2.

To see if the town will vote to rescind, in whole or in part the vote taken at the annual town meeting on March 6, 1916, under article nine of the annual warrant relating to the pur- phase of a site for a new school house in South Weymouth, and to see what disposition shall be made of the appropria- tion, or any part thereof, already raised under the authority of such vote, or to take any other action with regard to such vote.


ARTICLE 3.


To see if the town will vote to rescind, in whole or in part, the vote taken at the annual town meeting on March 6, 1916, under article ten of the annual warrant relating to the rais- ing and appropriating of money for building of a new school house in South Weymouth, and to see what disposition shall be made of the appropriation or any part thereof, already raised by authority of such vote, and to take such further action as may be necessary with regard to such vote.

ARTICLE 4.


To see if the town will vote to accept the offer of Bessie T. Nevin to convey by deed of gift to the Town of Weymouth, the lot of land located at the corner of Main and Columbian Streets, South Weymouth, upon the conditions made in such offer, among which are, that a school house be erected ther- on by the town, and that the said school and lot be named the "Edward B. Nevin School and Playground," and accord- ing to the other conditions made in said offer, and to take such further action with regard to the same as may be neces- sary.


ARTICLE 5.


To see if the Town will vote to raise, by loan or otherwise, and appropriate a sufficient sum of money for the building, equipment and furnishing of a new school house in South Weymouth to be located on the lot referred to in the pre- ceding article, the same being at the southwesterly corner of Main and Columbian Streets, South Weymouth, and to determine in what manner such sum of money shall be raised, and to take action with regard to the building of such school house including the removal and disposition of build- ings now on said lot, and expense of same or take any other action relating thereto.


And you are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two public places in each voting precinct in said town seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk of said town at or before the time of said meeting.

SPECIAL TOWN MEETING.


Pursuant to the foregoing warrant a meeting of the inhab- itants of the. Town of Weymouth was held at the Odd Fel- lows Opera House, East Weymouth, on Monday, December 18, 1916, at eight o'clock in the evening, the meeting being called to order and the warrant was read by the Town Clerk.


ARTICLE 1.


Hon. George L. Barnes was elected as Moderator by bal- lot, and the oath was administered to him by the Town Clerk.


The following letter was read by Prince H. Tirrell, Chair- man of the School Committee.


"To the Weymouth School Board, representing the Town of Weymouth,


"Gentlemen,-


"It is my desire to present to the Town of Weymouth in . memory of my late husband, Edward B. Nevin, land for a school building and playground.


"I will give a lot of land on the corner of Main and Col- umbian Streets in South Weymouth, containing about four

acres upon which is now located the residence occupied by my late husband and myself.


"The gift to be made however with the following condi- tions :


"That the Town of Weymouth shall erect thereon a school building to be used and occupied for the purpose of a pub- lic school.


"That the said school and land be named and forever after known and called The Edward B. Nevin School and Play- ground.


"That the house now upon the lot so to be conveyed to the town, shall be razed by the town at its expense, I reserv -. ing the right to take from the house before it is taken down any portion thereof or material I may desire.


"The town to erect a suitable fence on the boundary line of said property separating it from my remaining land.


"Prior to the consideration of this proposition by the town, I would suggest having a definite boundary line estab- lished by the town surveyor.


"If the town accepts the gift with the conditions stated I shall be ready at any indicated time to execute a convey- ance to the town transferring said property to the town.

ARTICLE 2.


Voted: Unanimously to rescind the whole of the vote taken at the annual town meeting on March 6, 1916, under article nine of the annual warrant, relating to the purchase of a site for a new school house in South Weymouth.


ARTICLE 3.


Voted: Unanimously to rescind the whole of the vote taken at the annual town meeting on March 6, 1916, under article ten of the annual warrant, relating to the raising and appropriating money for building a new school building in South Weymouth.

ARTICLE 4.


Voted: Unanimously, that the town accept the offer of Mrs. Edward B. Nevin of the lot of land, to be known as the Edward B. Nevin school house lot and playground; that the thanks of the town be extended to her for such a gener- ous gift, assuring her that no better memorial could be selected to perpetuate the memory of her distinguished hus- band, and that the town clerk have prepared an engrossed copy of this vote for presentation to Mrs. Nevin.


The Moderator appointed Clarence W. Fearing and Nel- son J. Gay as Tellers, and administered the oath to them.


ARTICLE 5.


Voted: That on the lot of land accepted by the previous vote of this meeting, passed under Article 4, the town build and equip a ten-room school building to be known as the Edward B. Nevin School, the cost not to exceed $62,000; that for that purpose the amount of $62,000 be and is hereby appropriated; that of this amount $22,000 shall be taken from any money in the treasury not already appropriated ; that the balance of $40,000 shall be raised by borrowing, for which purpose the Town Treasurer is hereby authorized to prepare, issue and sell, with the approval of the Select- men, bonds of the Town in the aggregate principal amount of $40,000 payable within twenty years from their date.


That the amount of the annual payment and period of the loan be determined by the Treasurer and Selectmen; that said bonds bear interest at a rate not to exceed five (5) per cent, per annum, payable semi-annually; be in such form not inconsistent herewith or with legal requirements as the Town Treasurer may determine, and shall not be oblig- atory unless authenticated by the First National Bank of Boston; that the School Committee, with the addition of Mr. George N. Eck, serve as a building committee.
