Aid to Dependent Children .- This account has in- creased in numbers during the year just closed. We now have 14 cases on the rolls. The town appropriated $5,200.00 and there was received from the Federal Gov- ernment $1,832.31, the total expenditures being $6,957.62, of which amount there was $1,757.62 of Federal funds used and there is due from the state $2,037.92. The net expense to the town is $3,162.08. I recommend the sum of $6,200.00 be appropriated as the town's share for 1941.


Old Age Assistance-The number of persons on the rolls, and accordingly the expense, is increasing each year. On January 1, 1940, there were 222 persons receiv- ing this assistance. December 31, there were 239 on the rolls. The total expense incurred and paid was $84,- 544.45. The town appropriated $39,000.00 plus a bond issue of $10,000.00. The federal grants were $35,512.87. There is due the town from the state $18,547.30 and from other cities and towns $1,101.58.


The hospital expense has become an ever increasing problem, but this must be expected in view of the entire account being set up to meet the needs of elderly men and women.


I recommend the sum of $46,000.00 to be raised and appropriated from the tax levy as the town's share of the cost of this type of assistance. This estimate is based on the $30.00 per month minimum rate. If this monthly rate is to be increased, we then will be com- pelled to secure a loan to meet the additional monthly cost. An article for this loan should be included in the annual town warrant.


In closing this report, I wish to extend to all who have given me their cooperation my sincere thanks. The public relief question has become a major item in the budget of every city and town. The local taxpayer can assist in keeping down this expense by giving what in- formation he may possess to us and it will be treated confidentially.

REPORT OF ASSESSORS


To the citizens of the Town of Abington we respect- fully submit our report for the year 1940.


In submitting this our annual report we wish again to call your attention to the necessity of an appropriation to take care of Tax Appeal Court cases. Evidently the voters are not aware of the importance of this for last year they passed over an Article in the Town Warrant requesting a $500 appropriation for this purpose.


During the past year we were called upon to defend the case brought against the Town by the First National Bank of Boston (Crossett Administration Building) in their appeal from the decision of the Assessors to the Appellate Tax Appeal Court. Had the Town failed to be represented it would have been very costly to them, probably three times as much as the appropriation asked for.


The Town Council and our Board however appeared in behalf of the Town and are pleased to report, won the decision.


We have two more cases pending which will come up for trial very shortly but without your support we can- not expect favorable results.


Abington's outlook as a manufacturing Town has passed, we have but one factory that is unoccupied and this is owned by parties who have failed to cooperate. A number of manufacturing concerns have tried to rent this property or part of it but the owners have refused to do anything. We cannot expect them to come to Abington and build new factories with so many vacant ones in surrounding Towns.


It is our opinion that the future of Abington lies in making it a residential Town, with its attractive new schools, athletic fields, parks, etc., we have a wonderful opportunity; in fact, one Development Company has foreseen this, and are contemplating building a number of new houses here if they can be assured of the Town's support such as accepting street layouts, and extending water mains. We hope the Town will take advantage of this, as it will increase our Real Estate valuation and lower our Tax rate considerably.

The traffic situation is a problem which must be given serious thought and consideration. With the coming of the summer months the traffic on the main routes will be tremendously increased, due mainly to the po- sition of Camp Edwards on the Cape. The towns and cities all along the line are making the necessary in- creases in the traffic forces. Abington, too, must meet the situation. In my budget, as submitted to the town for 1941, I am asking for a larger appropriation for this work.

Stop-signs and traffic control lights are needed at many of the dangerous intersections. I would particu- larly recommend a set of lights installed at the corner of Plymouth Street and Centre Avenue. However, signs and lights are of little avail if there are not sufficient funds to provide officers to enforce these precautionary devices.


I wish to call your particular attention to the amount of money returned to the town from fines levied throughout the year 1940. The fines amounted to $613.50.


Officer Francis Conroy resigned from the force in May to take up the duties of Selectman in the town.


I wish to take this opportunity to thank the Honor- able Board of Selectmen, the Courts, Citizens of Ab- ington and Police Officers for the cooperation given me.

MANUAL FORCE AND APPARATUS


On January 1, 1941, the manual force consisted of two permanent men and thirty-three call men.
