With regard to this report, may I point out that through the usual seasonal curtailments and the trend of private employment among our skilled workers, that we now have as of Dec. 31, 1940, 145 workers; whereas, in Dec. 1939, we had 185. This condition with careful planning and buying and close supervision of materials and equipment, made it possible to finish the year with a favorable balance.

COMMITTEE TO CONSOLIDATE TOWN OFFICES
To the Honorable Board of Selectmen :
The Committee reappointed at the last annual Town Meeting to investigate the consolidation of Town offices and employment of a Town Manager submits the fol- lowing report.
Continued study of the duties and salaries paid in Abington and towns of similar population and income has convinced your Committee that the town is not large enough to warrant employment of a Town Mana- ger. The combined salaries of the present town officers whose duties are generally taken over by a Manager are not sufficient to attract a man of the required ability. Consequently, no saving in salaries could be expected. The centralization of purchases would result in some economy, but it is improbable that the saving so realized, plus the salaries of the offices taken over, would prove attractive to a satisfactory candidate.
Your Committee is of the opinion that the duties of the Park Commissioners and Memorial Trustees might well be placed in the hands of one Committee to have full charge of the Town's recreational facilities. An article authorizing this has been placed in the warrant.
The work to date indicates that the relatively small size of the town makes impossible any important econ- omies through the consolidation of offices or the employ- ment of a Town Manager, and that the improvement in efficiency and service to the citizens is largely a matter of opinion.
Definite instructions from the voters as to the desir- ability of continuing the work and as to matters to be considered would be appreciated.

REPORT OF THE GRADE SCHOOL BUILDING COMMITTEE
At the annual town meeting in 1938 $2,000 was appro- priated for plans to include repairs for the Dunbar Street School, the construction of a new school, at Dun- bar Street and at Adams Street, likewise plans for a complete central unit, housing the entire grammar grades of the town. A preliminary committee was to report at a special town meeting to be called not later than ninety days from date.
At a special town meeting held July 26, 1938, it was voted to construct two grade school buildings, one at North Abington on the site of the Adams Street School, and one in Center Abington, off Thaxter Avenue and Walnut Street. Pursuant to this vote the Moderator appointed the following committee to proceed with the construction: Russell H. Wheatley, Fred Curtis, D. Leo Donovan, Edwin S. Wales, James B. Keith, Benjamin W. Farnham and John F. Coughlan. Russell H. Wheatley was elected chairman; Edwin S. Wales, financial secre- tary, and John F. Coughlan, clerk.
The town voted to raise $133,000.00 by a bond issue in conjunction with a Government grant of $110,454.00 from the Public Works Administration. The sum of $2,000.00 previously raised for preliminary plans was also turned over to the committee.
S. W. Haynes & Associates were retained as archi- tects, this being the same firm employed by the Town for the erection of the High School.
Bids were advertised for the construction of the schools and the Carilli Construction Company of Boston, Mass., was the successful low bidder for the general construction contract.
The work of construction was started in November, 1938, and the schools were completed and occupied in November, 1939. The final grant was received from the Government in October, 1940, and the committee's work was completed shortly thereafter.
The committee wishes to express their appreciation and thanks to the Town Officials and interested citizens who have helped to bring this project to a successful conclusion.
