ARTICLE 5


Voted, That the Town do authorize its Overseers of the Poor to contract at their discretion for the support of the Town's poor.


ARTICLE 6


Voted, That the Town do authorize the Town Treasurer, with the approval of the Selectmen, to borrow during the financial year beginning January 1, 1920, in anticipation of the collection of revenue of said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the limit fixed by law, giving the note or notes of the Town therefor, payable within one year from the dates thereof, and to renew such note or notes as may be given for a less period than one year, provided the limit of one year is not exceeded thereby. All debts incurred under this authority shall be paid from the revenue of the then current year.

To hear the report of any committee heretofore chosen. Report on the Scituate Water Company by Mr. A. F. Servan.

ARTICLE 8


Voted, That the Town do authorize the Selectmen to prosecute, compromise or defend any suit or suits within the Commonwealth in the name of the Town.


ARTICLE 9


Voted, That all taxes shall be payable by November 1 of the year when assessed, and that all taxes unpaid after said November 1 shall draw interest at six per cent from the. 15th day of October until paid.


ARTICLE 10


Voted, That the Town do instruct its Selectmen to con- trol, regulate or prohibit the taking of clams, eels, quahaugs, razor fish and scallops within the Town of Scituate in accordance with Chapter 91 Section 85 Revised Laws, as amended by Acts of 1913 Chapter 517 and further amended by Acts of 1915 Chapter 86.


ARTICLE 11


Will the Town raise and appropriate the sum of $9,000 for the purchase and the locating of a pumping engine under the direction of the Board of Engineers and Board of Selectmen. An amendment to the original question was voted, 48 in favor, 35 against, a two-thirds vote being neces- sary in regard to issuing serial notes in payment for the same; the vote was of no effect.


Resolved, that we commend to the attention of the Select- men, the heads of departments and to the Advisory Board the provisions of Statutes governing the expenditure of money in excess of appropriations and the handling of the reserve fund. Voted, Yes.


ARTICLE 12


Voted, That the Town raise and appropriate the sum of $2,500, to be used as a reserve fund.

Voted, That the Town raise and appropriate the sum of $1,500 to start the work on Surfside Road at North Scituate Beach, in accordance with the decree of the County Com- missioners, as accepted by the Town at the Annual Meeting March 4, 1918.


ARTICLE 14


Will the Town vote to move Hose House No. 4 from its present location on Cleveland Avenue to a lot on Bailey's Causeway near Beach Street, etc .?


Voted, No.


ARTICLE 15


Will the Town authorize the Selectmen to sell the lot now occupied by Hose 4, at Cleveland Avenue, etc .?


Voted, To indefinitely postpone.


ARTICLE 16


Voted, That the Town raise and appropriate the sum of $300, for the collection and disposal of rubbish throughout the Town, to be expended under the direction of the Clean-up Committee.


ARTICLE 17


Voted, That the Town raise and appropriate the sum of $49.50 to purchase from John J. Galvin et al the parcel of land adjoining Lot A Bathing Beach on the ocean front at the Sand Hills.


ARTICLE 18


Voted, That the Town raise and appropriate the sum of $500 for street improvements at Humarock Beach.


ARTICLE 19


Voted, That the Town raise and appropriate the sum of $1,500 to rebuild Rotten Marsh Bridge road from the Country Way to the creek, and survey said road thence to its

ARTICLE 20


Will the Town raise and appropriate the sum of $2,000 to macadam Brook Street?


Voted, To indefinitely postpone.


ARTICLE 21


Voted, That the Town raise and appropriate the sum of $500 to fill in the easterly end of Second Cliff Bridge.


ARTICLE 22


Voted, That the Town raise the wages of the Town laborers to 45 cents per hour and pay for double team and driver $1.00 per hour, and for single team and driver 72 cents per hour.


ARTICLE 23


Will the Town turn over to the Park Department for their supervision the open spaces on Beach Street between the road and the Sea Wall, to be beautified as a park without expense to the Town.


Voted, That the Town turn over to the Park Department the open spaces on Beach Street, to be under their super- vision, but that auto parking space be reserved for the use of the Town's citizens.


ARTICLE 24


Will the Town raise and appropriate the sum of $200 for the Fourth of July celebration at the Sand Hills, etc .?


Voted, To indefinitely postpone.


ARTICLE 25


Will the Town instruct a joint board composed of the Selectmen and Advisory Board, to draw up Town Ordin- ances and Town By-Laws and report at the next Town Meeting, special or regular.

To see if the Town acting through the proper officials will order and cause the prompt removal from the old Town Landing (so-called) on Front Street, near Satuit Brook, of the building known as the old boat shop now owned by private parties and used as a summer residence.

ARTICLE 27


Will the Town pay a bounty on foxes and woodchucks? Voted, Yes, same as last year, twenty-five cents each for fox or woodchuck killed within the limits of the Town.


ARTICLE 28


Voted, That the Town raise and appropriate $60 to install two electric lights on the Second Cliff and one on the road between the First and Second Cliff.


ARTICLE 29


Voted, That the Town raise the sum of $2,000 for the Town's reception to our returning soldiers and sailor boys, to be expended under the direction of a Committee appointed by the Selectmen, at the request of the Governor of the Commonwealth. Date selected by the Committee, July 4, 1919. Thomas W. Lawson, Chairman.


ARTICLE 30


Will the Town raise and appropriate the sum of $5,000 for removing the old High School building to a new location and constructing the driveway as suggested by the Planning Committee.


Voted, Yes, $5,000.


In connection with this article, under Article 7, to hear the report of any committee heretofore chosen Mr. Frederic T. Bailey proposed the following:

Voted, That the Beal plan in its essential features be and hereby is approved and adopted, and that a committee consisting of Frederic T. Bailey, Hamilton W. Welch, Dr. Harry F. Cleverly, the Chairman for the time being of the Board of Selectmen, the School Committee and Port Com- mission and the President for the time being of the Scituate Historical Society, be a committee to plan for the erection and completion of the civic center.


Members of the Committee: Mr. Frederic T. Bailey, Hamilton W. Welch, Dr. Harry F. Cleverly, Ansel F. Servan, Mrs. Rena M. Cole, William H. North and Silas Peirce.


Voted, That the $5,000 previously raised is to be used to prepare a basement and foundation and remove the old High School building thereto and to build the driveways so far as the appropriation will go, all in accordance with the plan adopted by the Town and under the direction of the committee appointed. 34 in favor, 7 against.

Voted, That the Town do return the custody of the old High School building to the School Department.


ARTICLE 32


Voted, That the Town raise and appropriate the sum of $2,000 addition for the transportation of High School pupils.


ARTICLE 33


Voted, That the Town raise and appropriate the sum of $1,200 for installing new furnaces in the Jenkins School.

AFTER THE ELECTION OF TOWN OFFICERS Dennis H. Shea was chosen Moderator.


ARTICLE 2


As recommended by the Advisory Board in their report under Article 34, which reads as follows:


To see if the Town will vote to petition the Director of the Bureau of Statistics for such an audit of the Town's Accounts as may be necessary, to install an accounting system, and to install such system in accordance with the provisions of Chapter 598 of the Acts of 1910 and amendments thereof.


Voted, To indefinitely postpone.


ARTICLE 3


As recommended by the Advisory Board in their report under Article 35, which reads as follows:


Will the Town raise and appropriate the sum of $1,500 to be expended under the direction of the Commission on Waterways and Public Lands, with such money from the State as may be authorized, to build a breakwater at the Third Cliff.


Voted, Yes, $1,500.


ARTICLE 4, BEING ARTICLE 36 ON PRINTED SLIP


Will the Town raise and appropriate the sum of $200 to complete the work of draining and improving the meadow on Bailey's Causeway, the work to be done under the super- vision of the Board of Health, and used in conjunction with $100 to be contributed by the North Scituate Beach Im- provement Association.

Voted, That the thanks of the meeting be extended to Mr. Thomas W. Lawson for his generous gift to the Town.

ARTICLE 4


Voted, That the Town raise and appropriate the sum of $3,000 for the purpose of cleaning the Church Common at Scituate Centre, the same to be expended under the direction of the Welcome Home Committee. Unanimous vote.


ARTICLE 5


Will the Town rescind its vote of March 3, 1919, whereby it voted to raise and appropriate the sum of $1,500 to repair and rebuild the highway called Rotten Marsh Bridge Road from the Country Way to Neal Gate Street?


Voted, To indefinitely postpone. (Not to rescind.)


ARTICLE 6


Voted, That the Town raise and appropriate the sum of $1,500 for special repairs on Humarock and Little's Bridge, the same to be expended under the direction of the Select- men.


Voted, That the usual fee of $5.00 be paid the Moderator for his services.


Voted, To dissolve the meeting.
