110 TRUST FUNDS,


EZRA EATON BURIAL LOT FUND, $100.


This Fund was a gift to the Town, March 2, 1857, the income of which is used at the discretion of the Board of Selectmen, to keep in repair the burial lot of Mr. Ezra Eaton. [See Treasurer's Report, 1884-5, page 90 ; also Town Clerk's Records, Book 4, pages, 361- 365 and 377.]


The sum of Two dollars has been expended for the above purpose during the past year by the Selectmen. [See Auditor's Report, Mis- cellaneous Appropriation. ]


THE FLINT MEMORIAL FUND, $1,000.


This fund from Mrs. Harriet N. Flint, Nov. 5, 1872, is for the benefit of the Beebe Town Library, the interest thereon to be expend- ed in the purchase of books. [See Town Clerk's Records, Book 6, folios 86-87.]


The sum of $60, as interest on said fund to March 1, 1887, has been paid to the Treasurer of the Library Trustees.


DR. F. P. HURD LIBRARY FUND, $2,500.


This fund includes a gift of $500, and a bequest of $2,000 from the late Dr. Francis P. Hurd for the benefit of the Beebe Town Library. [For Town action regarding it see Town Treasurer's Report for 1885-6, Page 94 ; also Town Clerk's Records, Book 7, folio 349.]


Interest on the above to March 1, 1887, at the rate of four per cent. per annum, has been paid to the Treasurer of the Library Trustees.


JONATHAN NICHOLS TEMPERANCE FUND, $1,000.


This fund was a gift to the town on certain conditions, as described in the vote accepting the same. [See Town Clerk's Records Book 7, folios 160-162 ; also Annual Report for the year ending March I, 1884, Pages 18 and 19.]

The conditions of this fund are such that any young man of Wake- field who files his name with the Town Clerk, and declares his inten- tion not to drink intoxicating liquors, and not to chew or smoke tobacco until he shall be 21 years of age, and shall have kept his pledge until that time, shall receive the sum of ten dollars from the income of this fund, together with a certificate of commendation from the Selectmen. The Town Clerk states that he has the names of one hundred boys, who have thus pledged themselves.


C. SWEETSER BURIAL LOT FUND, $1,000.


The income from this fund is to be used in keeping in repair, and beautifying with flowers and shrubbery, the burial lot of the parents of the donor. [Town Clerk's Records, Book 7, folio 129; also Treasurer's Report 1884-5, page 91.]

C. SWEETSER LECTURE FUND, $10,000.


The sum of ten thousand dollars was bequeathed to the town by the late Cornelius Sweetser of Saco, Me., for the purpose of "provid- ing such lectures as will tend to improve and elevate the public mind,

and to impose a reasonable fee for admission to such lectures, and pay over the net proceeds of the same to such charitable organization in said Wakefield as the municipal officers of said town may designate, to be distributed among the worthy poor of said town."


[For action in reference to this fund see Town Clerk's Records, Book 7, folios 310-311 ; also Town Treasurer's Report 1885-6, pages 93 and 94.]


One-half of the bequest, viz. : $5,000, was received by the Treas- urer, April 14, 1885, and the balance Dec. 2, 1886. Both amounts were invested by the Treasurer, with the approval of the Selectmen, in the notes of the Town of Wakefield at four per centum per annum, but upon consultation with S. K. Hamilton, Esq., counsel for the town, he was of the opinion that this form of investment might not be considered as conforming strictly to the terms of Mr. Sweetser's will, and advised a re-investment of the same. Acting upon his advice, the Treasurer, with the approval of the Selectmen, has placed the fund for the present with the Boston Safe Deposit and Trust Co. and the American Loan and Trust Co. in sums of five thousand dol- lars each, interest being allowed at the rate of three per centum per annum.

SELECTMEN'S REPORT. .


The Board of Selectmen would respectfully present the following report of the various matters in their charge :


STREET LAMPS.


The principal contract for lighting and care of the street lamps was awarded to Mr. Denis O'Connell, and he has faithfully executed the same to the general satisfaction of the public. The Greenwood lamps, as usual, have been in care of Mr. I. F. Sheldon.


New lamp posts and lanterns have been placed in accord- ance with votes of the town, as shown on page 71 of the Auditors' Report. The new lamps located on Melvin and Bennett streets have been under the charge of Mr. B. Don- nelly. The Board would recommend that the sum of $1,500 be appropriated the coming year for Street Lamps.


REWARDS.


In April, 1886, the Selectmen offered a reward of ten (10) dollars for the detection and conviction of any person who should intentionally break the glass in street lanterns or in the windows of any building in the town. Officer Alex- ander prosecuted one violation of the law, and received the reward. No other case was reported.


NEW HYDRANTS.


In accordance with town instruction, eighteen new hy- drants have been located, as follows : four (4) on Main

street, Greenwood; two (2) on Oak street, Greenwood; one (1) on Traverse street ; two (2) on Bennett street ; two (2). on Melvin street ; three (3) on Richardson street ; two (2) on Nahant street ; and two (2) on Vernon street.


TOWN HALL.


The Town Hall Building remains in substantially the same condition as one year ago ; but the Board would recommend that a sum of money be appropriated by the town to relay bricks and make such other repairs as are urgently needed. The overdraft in this department (about $285), is caused by the extra expense of gas, amounting to about $170 ; the pay- ment of the janitor for 13 months ; and the expense incurred by putting in new hitching posts, and repairs on lock-up. The Board would recommend an appropriation of $2000 for the coming year.

DAMAGES.


Two new claims for damages have been placed before tho Board during the year. One was a claim for $300, filed by Mr. Denis Mahoney, for alleged bodily injuries received from a fall on the sidewalk on Centre street, on Thursday evening, Feb. 25th, 1886. The Board has taken no action upon this claim. The second was a notice filed with the Town Clerk by Miss Mabel Bulkley, for alleged serious bodily injuries received from a fall on the sidewalk on Main street, near H. L. Day's bakery, on Jan. 9, 1887. No action has been taken to settle this claim. The suit of Rob- ert S. Henfield, of Lynnfield, vs. the Town of Wakefield, for $$5000, for injuries received in October, 1885, caused by an alleged defect in the highway at the south-easterly corner of Main and Water streets, which claim was filed with our predecessors in October, 1885, came to trial in the Su- perior Court. December, (1886), term holden at Cambridge. After a trial lasting five days the jury failed to agree, and the suit is liable to come up again in the next term of the. court. S. K. Hamilton, Esq., appeared as counsel for the town.


NIGHT WATCH.


The Selectmen have employed two night watchmen in accordance with the vote of the town.


POLICE.


The town appropriated the sum of $350 for police service

for the year : but owing to the fact that there were bills amounting to $203.95 which were contracted the previous year, and which the present board were obliged to pay, there was left for actual use for the past municipal year only $146.05, which sum has been insufficient. There are still several small bills outstanding against the town in this de- partment. The Board would respectfully recommend that the sum of $500 be appropriated for police service the com- ing year.


SECRETARY.


To supply a need for more book room a new black walnut secretary has been placed in the Selectmen's Room at an expense of $75.


RESIGNATION.


On the 4th of November, John S. Eaton, Esq., Secretary of the Board resigned to go South for the winter. In Mr. Eaton's resignation the town lost a valued and efficient offi- cer.


FOREST FIRE WARDENS.


The Selectmen have appointed, in accordance with Legis- lative Act approved June 16, 1886, Messrs. Rufus Kendrick. Austin L. Mansfield and Benjamin W. Oliver, as Forest Firewardens, at a salary of $25 each per annum. Acting under town instructions the following compensations of For- est Fire Warden Assistants was determined. Number of men at any ordinary fire, not to exceed ten (10).


To person giving first alarm, $0.25


For prompt response to an alarm, or during the first fif- teen minutes after an alarm, with a two gallon can or bucket of water, or with a Johnson Pump and bucket or can of water and work one hour, or less or none, as occasion may re- quire, . $0.50

CORNELIUS SWEETSER LECTURE FUND.


- The sum of $10,000 was bequeathed to the town [and ac- cepted by the town see Town Clerk's Records-Book 7, folios 310-311] by the late Cornelius Sweetser of Saco, Maine, for the purpose of "providing such lectures as will tend to improve and elevate the public mind, and to impose a reasonable fee for admission to such lectures, and pay over the net proceeds of the same to such charitable or- ganization in said Wakefield as the municipal officers of said town may designate, to be distributed among the worthy poor of said town." Acting upon the advice of S. K. Ham- ilton, Esq., the town's counsel, and in response to the public demand, the Selectmen have (with the assistance of Messrs. T. J. Skinner, S. K. Hamilton, and J. C. Hartshorne, whom the Board appointed to act with the Selectmen in the matter) a course of instructive lectures now in progress, which were arranged with the view of meeting the conditions of the trust accepted by the town.


OFFICIAL BULLETINS.


In accordance with the vote of the town, passed at the last annual meeting, the Selectmen have caused to be printed, framed and posted in convenient places in the town, "Official Bulletins," giving the names of the various town officers, as well as the time and place of meeting.


TELEPHONE.


Acting under town instructions, the Selectmen have caused the telephone in the Town House to be removed. The

Board would recommend that the telephone be replaced, as it is undoubtedly a great convenience to the various servants of the town.


OBSTRUCTIONS.


The Selectmen have attended to the matter of removing the obstructions placed by the Wakefield Water Company under the bridge across Main street, Lakeside.
