Voted: That the town raise and appropriate the sum of $500.00 to be added to the appropriation to the Park and Cemetery Department for the purposes described in Article 40, and that said Department be instructed to deliver wood salvaged from the Reservation by the use of this appropriation to the Poor Department.


Article 41. To hear and act upon the report of the Committee on change in form of Town Government, appointed under Article 8 of-the warrant for the meeting of December 13, 1920.


Majority and minority reports were presented by committee and read by Theodore Eaton.

SPECIAL TOWN MEETING-APRIL 10, 1922


Meeting called to order at 7.40 P. M. by Moderator Eaton, who read the Warrant and constables' return thereon.


Article 1


On Motion of A. H. Boardman.


Voted: That there be appropriated the sum of forty-five thousand dollars ($45,000.00) for the purpose of extending or enlarging the gas and electric light plant, said extensions to be within the limits of the territory within which said plant is authorized to distribute its product and said appropriation to be in ad- dition to the amount provided by the depreciation fund; and the treasurer, with the approval of the selectmen be and hereby is authorized to borrow the sum of forty-five thousand dollars ($45,000.00) and to issue bonds or notes therefor, said bonds or notes to be payable in accordance with section 19, chap- ter 44, General Laws, so that the whole loan shall be paid in not more than twenty years from the date of the first bond or note.

Voted: That the town accept and adopt the following amendment to its by-laws.


Chapter 14. The Selectmen shall appoint annually an inspector of wires.

Voted: That the selectmen be authorized to let, lease or sell at public auction the dwelling house on the land recently acquired from Emma A. Branch in Green- wood adjoining the school house lot.


Voted: That this meeting be dissolved.

Voted: That Article 4 be taken up.


Voted: That that portion of Article 4 relating to appropriation for compen- sation account be reconsidered.


Voted: That the vote whereby the town voted to raise aud appropriate $4,000.00 for the compensation account be rescinded.


Voted: That the town transfer the sum of $2,500.00 from the New High School Account, and $1,500.00 from the Appraisal of the Light Plant account to the Compensation account.


Voted: That that portion of Article 4 relating to appropriation for Light Plant be reconsidered.


Voted: That the vote whereby the town voted to raise and appropriate $8,500.00 for the Light Plant account be rescinded.


Voted: That the town hereby fixes the salaries of the Municipal Light Commissioners at $100.00 each and authorizes said Commissioners to pay said salaries out of the operation account.


Voted: That the Municipal Light Commissioners be authorized to transfer the sum of $2,100.00 from the operation account to the construction account.


Voted: That that portion of article 4 relating to appropriation for High- way be reconsidered.


Amendment: That the maintenance account of the Highway Department be increased to $56,600.00 and the additional sum of $6,000.00 be raised and appropriated therefor.


Amendment carried and original motion as amended was then voted.


Voted: That this meeting be dissolved.

TOWN OF WAKEFIELD


Voted: That the town authorize the Water and Sewerage Board to purchase and lay water mains, as described in article one.


Article 2


On Motion of M. E. S. Clemons.


Voted: That the treasurer, for the purposes set forth in Articles one and two of the warrant dated May 18, 1922 calling a special town meeting, May 29, 1922, be and hereby is authorized, with the approval of the Selectmen, to issue bonds or notes of the town in the aggregate sum of $12,500.00 said bonds or notes to be payable as follows: $1,500.00 in the year 1923, and $1,000.00 in each of the years 1924 to 1934 both inclusive, and to bear interest payable semi- annually. All particulars as to form, date of issue and sale of said bonds or notes, to be determined by the Treasurer with the approval of the Selectmen. Said bonds shall bear on their face the words "Wakefield Water Loan, Act of 1922." Affirmative 30. Negative 0.


Article 3


On Motion of M. E. S. Clemons.


Voted: That the Beebe Library Building Committee is hereby authorized to have incorporated in the new library building such inscription as they may deem appropriate.


Article 4


A motion by Finance Committee to indefinitely postpone was lost.


On Motion of Wilder.


Voted: That the Board of Selectmen be and hereby is authorized to ap- point an additional police officer, and the sum of $1,210.00 be raised and ap- propriated therefor.


Article 1


Voted: That Article 1 be taken up.


Voted: That action under article one be reconsidered. (Unanimous vote.)

Voted: That the town accept and allow the re-location and alteration of that part of Greenwood Street which lies between Main Street and the location of the Boston & Maine Railroad, made by the Board of Selectmen in a report on file in the Town Clerk's office.

Voted: That the town accept section 37 of Chapter 82 of the General Laws (authorizing the establishment of a building line not more than forty (40) feet distance from a street line.)

On Motion by Finance Committee.


Voted: That the town raise and appropriate the sum of $625.00 for the purposes called for in Article 3.

A motion by Finance Committee to indefinitely postpone, was lost. "Yes" 30. "No" 41.

Voted: That any further consideration of the subject matter of this article be postponed to the next annual town meeting, and that the Selectmen are hereby directed to insert a similar article in warrant for said meeting, and the Superintendent of Streets is hereby instructed to report a system of surface drainage for the Greenwood district.

Article 1. Voted : That the sum of $50,000.00 is hereby appropriated for the construc- tion and installation of transmission lines and conduits, with necessary apparatus therefor and for extending the electric lighting plant within the town, and that the treasurer with the approval of the Selectmen is hereby authorized to borrow said sum of $50,000.00 and issue notes or bonds of the town to an amount not exceeding $50,000.00 all of said notes or bonds to be payable as follows: $2,500.00 (in each of the years 1924 to 1943 inclusive), with interest payable semi-annually, all particulars as to date, interest, form, issuance and sale of said notes or bonds to be determined by the treasurer with the approval of the Selectmen.
