Meeting called to order at 7.40 P. M. by Moderator Thomas G. O'Connell. Article 6 being in order, the Moderator called for action under that article.


ARTICLE 6


To see if the Town will vote to raise and appropriate a sum of money for the improvement of Lowell Street; said money to be used in conjunction with any money which may be allotted by the state or county, or both, for this purpose or take any other action in relation thereto .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town raise and appropriate $5,000.00 to carry out the pur- poses of Article 6, only such portion thereof to be expended as may be equal to one half the sum provided by the State and County together for the same pur- pose.

ARTICLE 8


To see if the Town will vote to raise and appropriate a sum of money for the maintenance of various streets; built under Chapter 90, General Laws, Ter. Ed., said money to be used in conjunction with any money which may be allotted by the state or county, or both, for this purpose or take any other action in re- lation thereto .- Board of Selectmen.


On motion of Finance Committee:


Voted: That the Town raise and appropriate $1,000.00 to carry out the pur- poses of Article 8, only such portion thereof to be expended as may be equal to one half the sum provided by the State and County together for the same pur- pose.


ARTICLE 9


To see if the Town will authorize the Board of Selectmen to accept on be- half of the Town, conveyances or easements from time to time, giving the Town the right to slope land back from the street lines and to construct retaining walls .- Board of Selectmen.


Voted: That the Board of Selectmen be authorized to accept on behalf of the town conveyances or easements from time to time, giving the town the right to slope land back from the street lines and to construct retaining walls, such authorization to extend until the next annual town meeting.


Motion by Charles F. Young:


That the meeting take up Article 5.


Town Clerk Young explained that his reason for requesting the meeting to reconsider Article 5 was to offer a motion that $530.00 be added to the sum ap- propriated for clerk hire in the Town Clerk's Department, stating that that would make it possible to hire a full-time assistant in the clerk's office.


After discussion by Mr. Young, Harry Marshall, Frank P. Wakefield, and P. Joseph Dailey, the Moderator called for a count of the vote on the question, it being necessary to secure a two-thirds vote to reconsider.


Result of the vote: Yes, 61; No, 116.


Lacking the necessary two-third's vote, the Moderator declared the motion not carried.


ARTICLE 10


To see if the Town will raise and appropriate money for W.P.A. and other Federal Projects .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town raise and appropriate the sum of $15,000.00 to carry out the purposes of Article 10, except that expenditures thereunder shall be made only for administration and for purposes within the scope of approved W.P.A. or other Federal projects.

To see if the Town will raise and appropriate a sufficient sum of money to be expended on the Lafayette Building for purchase of fifty chairs for the auditorium, and for weather stripping thirty-seven windows and replacing window cords with chains for said windows .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town raise and appropriate the sum of $316.67 to carry out the purposes of Article 11.


ARTICLE 12


To see if the Town will raise and appropriate a sufficient sum of money to be expended by the Highway Department for construction or rebuilding of side- walks as follows:


Lowell Street, north side between Vernon Street and Salem Street. Farm Street, west side, between Water Street and Nahant Street. New Salem Street, north side, between Vernon and Grand Passway. Water Street, south side, between Farm Street and Wiley Street. -Board of Selectmen.


On motion by Finance Committee:


Voted: That the subject matter of this article be indefinitely postponed.


ARTICLE 13


To see if the Town will raise and appropriate a sufficient sum of money to be expended by the Highway Department for construction of a cement sidewalk on the westerly side of Main Street, being a continuation of the present sidewalk along Lake Quannapowitt to Lowell Street .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town raise and appropriate the sum of $2,000.00 to carry out the purposes of Article 13.


The hand vote being doubted by seven voters, the moderator ordered a count of the vote, which resulted as follows:

Voted: That the Board of Selectmen be authorized to reclaim and replant all or part of the area on the southwest water-shed of Crystal Lake, formerly used as a gravel pit by the town, the cost of same to be taken from the appropria- tion of the Highway Department for other expenses.


ARTICLE 21


To see if the Town will authorize the Water and Sewerage Board to con- struct a sewer in White Circle, so-called, running westerly from Vernon Street, approximately 670 feet and raise and appropriate a sum of $2,000.00 and provide the balance necessary therefor by transferring a sum of money from the unex- pended balances in the Town Treasury remaining in the funds appropriated and transferred under Article 6 of the special town meeting held on September 23, 1940, and transferred thereto from the sum raised by bond issue under Article 26 in the warrant for the annual town meeting of 1940 and authorize the Water and Sewerage Board to take by eminent domain under authority of Chapter 371 of the Acts of the year 1900 or purchase an easement for water and sewer pur- poses in and over the entire length of White Circle so-called and extended from said White Circle through and across private land to Pleasant Street for water purposes all as shown on a plan of land belonging to John De Vries, approved by the Board of Survey for the Town of Wakefield and duly filed with the Town Clerk .- Board of Health.

Voted: That the Town authorize the Water and Sewerage Board to construct a sewer as described in Article 21 and raise and appropriate the sum of $2,000.00 and appropriate the sum of $1,000.00 through transfer from available balances in the Town Treasury remaining in funds appropriated under Article 6 of the special town meeting of September 23, 1940 which was transferred thereto from the sum raised by Bond Issue under Article 26 of the warrant for the annual town meeting of 1940; and also to authorize the Water and Sewerage Board to

take by eminent domain, under authority of Chapter 371 of the Acts of 1900, or purchase, an easement as described in Article 21.


ARTICLE 22


To see if the Town will authorize the Water and Sewerage Board to con- struct a sewer in Pine Hill Circle westerly from Elm Street, a distance of approxi- mately 910 feet and appropriate a sufficient sum of money to carry out the pur- poses of this Article and provide the necessary money by authorizing the trans- fer of certain unexpended balances in the Town Treasury remaining in the funds appropriated and transferred under Article 1 of the warrant of the special town meeting held October 7, 1940, and under Article 6 of the warrant of the special town meeting held September 23, 1940, and appropriated and transferred thereto from the sum raised by bond issue under Article 26 of the warrant of the annual town meeting of 1940 .- Board of Health.

Voted: That the Town authorize the Water and Sewerage Board to construct a sewer as described in Article 22 and appropriate the sum of $5,000.00 through transfer from available balances in the Town Treasury remaining in funds ap- propriated under Article 1 of the special town meeting of October 7, 1940, and under Article 6 of the special town meeting of September 23, 1940, which were transferred thereto from the sum raised by Bond Issue under Article 26 of the warrant for the annual Town Meeting of 1940.


ARTICLE 23


To see if the Town will authorize the Water and Sewerage Board to purchase on behalf of the Town, at a price not exceeding $600.00, the same to be taken and paid from the appropriation of the Water Department, a certain parcel of land containing about 3.61 acres, situated on Nahant Street and adjoining other land belonging to the Town of Wakefield, said land being now owned by Benjamin and Jeanette Tropeano .- Water and Sewerage Board.


On motion by Finance Committee:


Voted: That the Town authorize the Water and Sewerage Board to purchase on behalf of the town, at a price not exceeding $600.00, the parcel of land de- scribed in Article 23, the cost of same to be taken from the appropriation of the Water Department Maintenance Account for other expenses.


ARTICLE 24


To see if the Town will authorize the Water and Sewerage Board to purchase on behalf of the Town, the cost of same to be paid for from the appropriation of the Water Department, a certain parcel of land containing approximately nine acres, located on Whipple Avenue, so-called, in the Town of Stoneham, bounded and described as follows: Beginning at the northwesterly corner at a point in the southerly side of Whipple Avenue, the line runs 370.82 feet easterly by Whipple Avenue, thence southerly 277.82 feet to Lot 115, thence westerly by Lot 115, 104.08 feet, thence southerly by two courses 358.40 feet, thence

To see if the Town will authorize the School Committee to install a new heat- ing system, new plumbing, and erect a coal bunker, and make certain structural alterations and additions at the Warren School and raise and appropriate a sum of money sufficient to carry out the purposes of this Article .- The School Com- mittee.
