Article 88. To see if the Town will establish a Plan- ning Board under the provisions of Chapter 41, Section 81A of the General Laws and take any action relative thereto. (By petition)


The Committee recommends the acceptance of Chap- ter 41, Section 81A of the General Laws, the Planning Board so established to consist of five members, the mem- bers of the present Planning Board to serve as members under this section until the next annual town election.


Article 89. To see if the Town will take any action towards establishing a zoning by-law for the Town and make an appropriation therefor.


The Committee recommends that a committee of three be appointed by the Moderator to study the advisability of establishing zoning by-laws and reports at the next annual town meeting.


Article 90. To see if the Town will authorize the appointment of a committee to make a detailed study of the advantages or disadvantages of regrouping and con- solidating the various departments and activities of the Town and to report to the Town at its next annual meet- ing together with detailed recommendations and drafts of proposed legislation which may be needed to carry out its recommendations, and make an appropriation for the use of said committee.


The Committee recommends that a committee of five be appointed by the Moderator to study the problem, ob- tain the necessary legislation, if desired, and report at the next annual town meeting.

Article 91. To see if the Town will authorize the appointment of a committee to make a detailed study of the harbor including the shorefront, channels and piers, and make recommendations for the promotion and de- velopment of the commercial and recreational interests of the Town and make an appropriation for the use of said committee.


The Committee recommends that a committee of nine be appointed by the Moderator to make a study and report to the town, including a report on the feasibility of establishing a Port Authority, with an expense appro- priation of $200.00.


Article 92. To see if the Town will vote to authorize and direct the Moderator to appoint a committee to con- sist of seven members for the purpose of studying the feasibility of constructing an adequate fish pier in Plym- outh Harbor and that the committee report its recom- mendations at the next annual town meeting and that the Town appropriate the sum of one hundred and fifty dollars ($150) to defray the expenses of said committee, (By petition)

Article 93. Will the Town of Plymouth direct that starting April 1, 1949 the Board of Assessors instead of the Board of Selectmen shall annually appoint a full-time Building Inspector for the Town of Plymouth at a yearly salary of twenty-six hundred dollars ($2,600). (By pe- tition)

Article 94. Will the Town of Plymouth instruct its Board of Selectmen to have the parking meters removed from the Town House side of Town Square and allow thirty (30) minute restricted parking. (By petition)

Article 95. Will the Town direct that, in the future, the Board of Selectmen shall assess a fee of not more than ten dollars ($10) to any veteran of the Town of Plymouth for the privilege of connecting his or her home into the town sewer. This vote, by-law or rule, shall not include veterans whose home is not on a town-owned street. (By petition)

Article 96. Will the Town of Plymouth approve of instructing Representative John A. Armstrong to peti- tion the Legislature to have a law enacted giving all vet- erans of the Town of Plymouth with a service connected disability rating of seventy-five (75) to one hundred (100) percent free taxes on their home and the land their homes are situated on. Disability claims for such exemptions must be approved in writing and sworn to by a United States Veterans' Administration office only. (By petition)

Article 97. To see if the Town of Plymuoth will de- termine, find and declare, in accordance with Section 26K of Chapter 121 of the General Laws that there is need for a Housing Authority in the said Town in order to have advantage of the provisions of Chapter 200, Acts of 1948, which latter act is an act to provide financial

assistance by the Commonwealth to housing authorities in order to alleviate the housing shortage for veterans. (By petition)

To see if the Town will vote to amend the present plumbing rules and regulations now in effect in the Town of Plymouth and substitute in place thereof such rules and regulations pertaining to the installation of plumbing as have been issued by the United States Department of Commerce, National Bureau of Standards, identified as, Plumbing Code, B. M. S. 66 and include therein the option on the part of any and all persons the right to substitute copper tubing and sweat fittings for any and all plumbing installations wherever other metals are specifically mentioned in such form of plumbing reg- ulations now in effect pertaining to requirements for li- no way change or conflict with any or all plumbing regu- lations now in effect pertaining to requiremets for li- censes, permits, fees and/or inspection rules and regula- tions. Article 104. To see if the Town will vote to amend the Plumbing By-laws adopted by the Town in 1935 by striking out the first paragraph of Article 5 of said by- laws and substituting therefor the following: The soil pipe of every building shall be carried above the roof,

open and of a size prescribed or approved by the inspector to a height of not less than one foot above the roof.

Article 105. To see if the Town will vote that no so-called alewives or herrings shall be taken from so- called Town Brook in the Town of Plymouth until after the year 1950, and then for the next three years shall be taken only one day in a week, said day to be selected by the Honorable Board of Selectmen for the Town, in con- juction with the Board of Marine Fisheries of Massachu- setts, and that upon future day or days when the taking of said alewives or herrings from so-called Town Brook is allowed, any legal resident of the Town of Plymouth going to the place where the alewives or herrings are being taken, shall upon the payment of ten cents to the person in charge, be entitled to receive from him one dozen so-called herrings or alewives. (By petition)

Article 106. To see if the Town would authorize and accept a scientific survey to be made by a qualified firm, for the purpose of determining a fair and equitable valuation on all taxable property within the Town and make an appropriation therefor. Such appropriation to be expended under the direction of the Board of Assessors. (By petition)


The Committee recommends favorable action with an appropriation of $29,000.00.


Article 107. To see if the Town will accept and allow as a town way, the alteration at the north corner of Nelson and Court Streets as laid out by the Selectmen and reported to the Town and make an appropriation for

The Committee recommends acceptance of this altera- tion with an appropriation of $350.00 for land and prop- erty damages and expenses for acquiring titles.

SPECIAL TOWN MEETING September 29, 1949


The meeting was called to order by the Town Clerk at 8 o'clock P.M. and the warrant was read.


Article one :


Voted: Mr. Hugh R. Maraghy Moderator.


The question of a quorum was raised and a count was taken. Lacking the necessary four hundred voters pres- ent a motion was made to adjourn the meeting until Monday, October 3, 1949 at 8 o'clock P.M.

Voted: That the Town raise and appropriate or trans- fer from available funds the sum of twenty-one thousand five hundred dollars ($21,500.00), to be expended by the Board of Public Welfare, of which $12,000.00 shall be for Aid to Dependent Children, Other Expenses, $5,500.00 for Old Age Assistance, for Assistance, and $4,000.00 for Public Welfare, Other Expenses.

After Article 7 was voted the question of a quorum present was raised. A count was made by the tellers. The count being only 289 a motion was made to adjourn the meeting. The motion was carried.

ANNUAL REPORT OF THE BOARD OF SELECTMEN


For the year ending December 31, 1949


A resume of the accomplishments for the year 1949 is the result of the cooperative spirit and keen interest that exists between the members of the Board in the discharge of its duties in an economical and efficient manner to carry out its program of progress and future development of the Town.


The street lighting system has been surveyed in order to provide more adequate lighting facilities where most needed. Many changes are already in effect with more to follow. It was possible in some instances to relocate and accomplish these changes without additional cost.


The study of traffic conditions has been carefully con- sidered, and it is hoped that the by-pass will relieve the congestion, especially during the summer season.


The parking meter system has corrected a condition in the business district providing more opportunity for shoppers.


The commercial fishing industry has shown a substan- tial increase in activity at our water front which created more employment and necessitated some improvements and repairs. Those engaged in the fishing industry have indicated a keen and cooperative interest with the town officials in an effort to further increase the industry and provide more employment.

A long term plan to resurface the main highway from Jabez Corner to the Kingston line has been completed with the aid of State and County funds and should not require any major repairs for some years. It is planned to improve and surface some of our primary highways in other sections of the town in the same manner, Rocky Hill Road and Standish Avenue being the next objectives. It was necessary for the County Engineering Department, together with the Town Engineer, to correct the town lay- out of Sparrows Hill Road and Rocky Hill Road before repairs could be made.


The Plymouth Airport continues to be popular, attract- ing many of our summer residents who are owners of planes. The County Commissioners have established a base at the airport for the purpose of forest fire preven- tion. The Plymouth Airport is operated under a lease which incurs no expense to the town.


The Police, Fire and Highway Departments have op- erated efficiently and harmoniously in the interest of public safety.


The State Division of Marine Fisheries assisted the town in experimental planting of shellfish in an endeavor to re-establish our shellfish industry. The experiment failed to produce favorable results, therefore, it has been decided not to expend any more funds until a more favor- able solution is discovered to relieve our problem.


The home building program continues to increase and many areas, formerly idle, are now being utilized. It is recommended that wherever possible, in such areas, that zoning regulations be adopted to protect the homeowners.


In comparison with other towns in the Commonwealth, the Town of Plymouth is in good, sound financial con- dition.

In summary, all departments have been operated effi- ciently for the year 1949 and as economically as possible considering the unusual advance in the price of materials necessary for town operations.
