REPORT OF SUPERINTENDENT OF STREETS AND SEWERS
To the Honorable Board of Selectmen :
Gentlemen :
I herewith submit a report of the work done in the Street and Sewer Departments from January 1 to Dec- ember 31, 1949.
SEWERS
An extensive sewer program was carried out this year with new extensions installed on Olmsted Terrace of 500' of 8" V. T. pipe, 450' of 8" V. T. pipe on Hall St. and 300' of 8" V. T. pipe on Overlook Road and three new manholes built. A total of nineteen new sewer connec- tions were made and ten old services changed to cast iron pipe to correct tree root trouble. A large number of ser- vices were cleared of tree roots and grease. With the continuous building of new homes, this work will be car- ried out in 1950.
STREET CLEANING
The usual work of cleaning streets and the cleaning of catchbasins was done. The picking up of leaves was also carried out in the fall of the year. In my 1950 budget, I am requesting a Motor Driven Sweeper for the depart- ment. With this piece of equipment, if voted, many more streets could be kept cleaner and at less cost.
ASPHALT SIDEWALKS
The maintenance of sidewalks were given the proper attention where they were broken up by roots and frost

from last winter. Several new sidewalks were built with a cement curbing to protect the asphalt surface. Approx- imately 6,000 cu. yds. of asphalt surface was laid this year. Other sidewalks have been graded with gravel and will receive a black surface this coming year.
HIGHWAY CONST. AND RECONST.
The construction and maintenance of roads this year, is as follows: Six mixed-in-place roads were built, name- ly; John Alden Road, Watercourse Road, Boot Pond Road, Forest Ave. Ext., Clifford Road and Braley Lane with a total of 49,237 gallons of asphalt and 2,263 cu. yds. of gravel used. The following roads were sealed with as- phalt and sand and asphalt and peastone: South St., Obery Rd., Clyfton St., Sparrow's Hill, Summer St., Cliff St. and Sandwich Road. To seal these roads, 18,966 gal- lons of asphalt, 3,240 cu. yds. of sand and 450 tons of pea- stone were used. Many other roads were widened, shaped and brought to grade for a hard-surface when funds are made available.
The road into Morton Park, from Summer St., a dis- tance of 1/2 mile, was resurfaced by this department with Park Dept. funds.
DRAINS
The following storm drains were constructed in town roads where surface water was washing across private property, John Alden Road- 200' of 10" pipe and 1 catchbasin, Taylor Ave .- two sections laid across the road to marsh, 80' of 12" pipe and 2 catchbasins, and Newfield St .- 36' of 8" pipe. The cleaning of drains was taken care of when needed. Catchbasins have been cleaned out and new ones added to our system in the Manomet district.

CHAPTER 90 CONST. AND MAINT.
The last section of Court St., from So. Spooner St. to Plymouth and Kingston line, a distance of 6/10 of a mile, was completed and resurfaced with hot mix Type I. All manholes, catchbasins and water boxes were brought up to grade by the various departments. 600' of granite curb was set on the west side of Court St., south of the town line, with sidewalks recovered with a hot mix sur- face where new curb was set and old curbing raised to grade. The maintenance money of Chapter 90 was used to seal a section of Route No. 44 and Federal Furnace Rd. The setting of cement posts on Samoset St. was also used with maintenance funds.
GRANOLITHIC SIDEWALK AND CURBING
Sidewalks repaired by contract work are as follows: Puritan Clothing Co. and Gambini on Main St., Halvor Torgeson on Court St., sidewalk and ramps on Main St. Ext. from bridge to Electric Light Co. Cement curbing was built on Stafford St., south side, 521' long and on South St., south side, 470' long. The north corner of Nel- son St. was rounded off to make a safer entrance into Court St. A retaining wall was built of cement 80' x 5' x12" to hold the land on the property of Donald Davis. A cement curbing 110' x 2' x 7" was built with a black top sidewalk. Several broken cement slabs have been re- placed where tree roots had broken and made a dangerous condition. A retaining wall on Newfield St. was rebuilt with stone and pointed up with cement at the property of Frank McCarthy.
TRAFFIC AND STREET MARKING
The traffic sign and street marking program has been carried out this year with additional miles of center lines and crosswalks painted in different sections of the town.

All spaces were painted for parking meters and no park- ing zones were marked with yellow paint. Traffic signs were repaired and painted with a large number of new ones added. This program will be continued this coming year on a larger scale in making it safer for pedestrians and out of town traffic.
MISCELLANEOUS
Repairs to the Highway Dept. garage on Billington St. was done replacing the old doors, repairing roof and painting the building.
A new Buffalo-Springfield tandem roller was pur- chased to replace the old 1929 roller that was in poor con- dition and dangerous to be out on the highway.
Several requests from the Selectmen's office and other town departments were given special consideration.
The work in the outlying districts has been carried out in the cutting of brush, gravelling, widening bad corners and the scraping of the dirt roads.
Lines and grade for street and sewer work have been supplied by the Town Engineer, Edward Chase, and re- cords of same filed at his office.
A large number of accepted streets have been bounded with cement street bounds this past year with the bounds being made by the Highway Dept.

ANNUAL REPORT OF THE PLYMOUTH BOARD OF HEALTH
Your Board of Health has carried on the usual health activities during the past year.
We aim to keep all places serving foods and beverages in a sanitary condition. Periodic inspections are made by the Sanitary Inspector of all eating establishments, bak- eries, stores, fish markets and pasteurization plants.
Most places are found to be very satisfactory. At regu- lar intervals samples of milk are delivered to Steele Dairy Service Laboratory for analysis. All milk sold in Ply- muoth is of high standard.
The State Department of Public Health has been un- able to handle the large number of requests received for the analysis of the water of private wells and samples are sent to the Steele Laboratory.
Our contagious disease records show the most preval- ent in 1949 was chicken-pox, measles and mumps. There were six cases of poliomyelitis reported. We wish to re- mind you that diphtheria in Massachusetts rose to 336 cases in 1949 compared to 290 in 1948. This is a reminder that children should be immunized against this dreadful disease. We still continue to send all cases of contagion to the Haynes Memorial Hospital when hospitilization is required.

There have been many complaints, of all descriptions, made during the year. Each one is investigated and cor- rected in a reasonable manner.
Number of licenses issued in 1949 was 563, permits 741.

VETERAN'S SERVICES

Gentlemen :-
The Department of Veterans' Services submits here- with its annual report for the year 1949.
A very substanial increase in the number of applica- tions for veterans' benefits was noted this year. The num- ber of unemployed increased, and the length of their unemployment, on the average, also increased. This re- sulted in the exhausting, in many cases, of unemployment compensation, so that the unemployed were forced on to Town rolls. The ending, in midsummer, of the Federal Readjustment Allowance. popularly known as the 52-20 Club, resulted in a slightly greater burden on this De- partment, but this was not a major factor in relief spend- ing. The wide-spread unemployment was the main reason why this Department found it necessary to ask for $4,000 additional at the special Town Meeting in September, all of which was spent by the end of the year.
