FIRE DEPARTMENT.


TO THE HONORABLE BOARD OF SELECTMEN :---


Gentlemen :- The Board of Fire Engineers herewith present their report from May 1, 1909, to Feb. 1, 1910.


On June 3, a reel and 400 feet of hose was stationed at the north end of the town, and a company was organized to be known as Hose Company No. 3. Through the energetic efforts of the superintendent of fire alarm, Clifton A. Hacker, a large amount of work has been accomplished on the fire alarm system at a comparatively small expense to the town. We have had six bell alarms and 27 still alarms. The total value of property wherein fire has occurred is estimated to be about $56,920 ; total loss, $4,386.00 Many repairs upon the appara- tus and some new equipments are absolutely necessary, and we recommend the following amounts : Hose No. 1, $70.00; Hose No. 2, $60.00; Hook and Ladder No. 1, $20.00; Pro- tecting Society, $80.00; new wire for fire alarm, $50.00. The department is badly in need of 500 feet of 22 inch fire hose. At Hose No. 2 house there are about 500 feet of hose that are either porous or worn, so that it is liable to burst at any time when used.


We also recommend that a fire alarm signal bell or whistle be installed near the north end of the town, and that a suitable house be built to keep Hose No. 3 in.

SELECTMEN'S REPORT.


TO THE CITIZENS OF FAIRHAVEN :-


The Selectmen offer the following report, and refer the citizens to the special reports for details of the various depart- ments.


The net proceeds of the sale of the remainder of the Ricketts lot amounted to $954.06, which was added to the deposit in the New Bedford Institution for Savings, making a total of $1,430.66 now in the name of "Town of Fairhaven, Trustee, under the will of James Ricketts, for the care of his burial lot in Riverside cemetery," etc.


The income was applied in accordance with the terms of the trust-$3.00 to Riverside cemetery, and $6.52 to the poor account.


The principal of the "Pease School Fund," amounting to $7,558.12, is deposited as follows :


N. B. Institution for Savings, $5,000.00


N. B. Five Cents Savings Bank, 2,558.12


The income for the past year, amounting to $305.34, has been collected and placed to the credit of school expenses, as provided by law.


The following described notes and bonds fall due in the present year :-

The citizens will see by the above figures that in order to meet all the bonds, notes and interest for the year 1910 the sum of $17,187.96 will be required.


In view of the above figures and the requests for appropria- tions for the various departments, amounting to $17,187.96, we would advise that a portion of the indebtedness falling due this year be extended, as provided for by Article 9 in the war- rant for the annual town meeting.


In regard to the maintenance of the New Bedford and Fair- haven bridge, there is now due to the city of New Bedford a balance on account of expenses during 1908 amounting to $1,379.00, and on account of expenses during 1909 the sum of $1,602.00, making a total of $2,981.00. The Selectmen now recommend that they be authorized to transfer that amount from the incidental account to the credit of the New Bedford & Fairhaven bridge account.


The Selectmen respectfully submit the following estimates for appropriations for the ensuing year, as called for by the various departments :

REPORT OF SEWER COMMISSIONERS.


HONORABLE BOARD SELECTMEN, TOWN OF FAIRHAVEN :-


Gentlemen :- The Board of Sewer Commissioners present their annual report with such recommendations as they deem best for the work of carrying on this deparpment.


We regret to say that owing to the increased work called for at the station we have not been able to keep within the appropriation for 1909 and 1910, also owing to repairs which we were compelled to make and which we had not foreseen, such as retubeing a boiler and the purchase of hose for flushing sewers.


As considerable criticism has been made in regard to the purchase of the hose I wish to state that it was bought upon my orders as I did not think it was possible to get through another year without it, moreover it was secured at the same price as the hose purchased by the fire department for the north part of the town on a competitive bid at the lowest price submitted.


In the year 1908 the appropriation made for sewer main- tenance was Three Thousand Dollars; this amount was over run by several hundred dollars.


At our last annual report we requested the Selectmen to allow us an increase of Five Hundred Dollars, making the appropriation Three Thousand Five Hundred Dollars, with the understanding that the bills contracted for 1908 should be taken care of; through some oversight this was not done, probably owing to the excitement of the town election.


At our first meeting in the year 1909 we found we had a coal bill amounting to Four Hundred Fifteen Dollars, several other bills left over, one from the Atlas Tack Co. which had been running for two years not rendered. We found our increase

for maintenance was completely wiped out, leaving us with less than for 1908.


We would suggest that the voters give the board for main- tenance for 1910 and 1911 Three Thousand Five Hundred Dollars ; by strict economizing it may be possible for them to do the work for this amount provided no unusual work is call for.


In addition we would ask that all unexpended balances from the several sewers built recently, with a bill to be collected from Union Street Railway Co. for damage to hose be carried over to the credit of Sewer Maintenance with such sum as may be required to make up enough to clean up all back bills in this department. This will give the new board less worry and work.


In regard to the system of sewerage asked for at the north part of the town, your commissioners, with the assistance of Frank M. Metcalf, have made a partial survey and are having a rough draft made of the streets. It would be out of the question at this time for the town to entertain any idea of a complete sewerage system, the cost would be so great. Partial relief could be given to the street running south from Cogges- hall street next to the bridge, by putting in a main from the river up Coggeshall street to the corner of the street mentioned above large enough to be of service to drain this whole district connecting with it an 8 inch sewer to take care of the sewerage from the three or four large tenement houses and several cottages which are already built and occupied. The board notices that the overflow from the cesspools on this street must be very offensive during the hot season. At the time of our visit it was frozen like a glacier.

TO THE CITIZENS OF FAIRHAVEN :-


The Board of Health respectfully submits its annual report for the year 1909.


The Board organized March 2, 1909, and Charles P. Maxfield was elected chairman and A. N. Bruckshaw as secretary.


During the year the Board has been notified of 54 nuisances and unsanitary conditions ; upon notice to the owners of such property the nuisances were abated.


Mr. Wm. H. Staples was appointed inspector of slaughtered animals and during the year 157 have been inspected by him,


139 hogs. 14 cows. 4 calves.


No serious epidemic of disease has been prevalent in the town. During the last twelve months 86 cases of contagious and infectious diseases have been reported.


9 Scarlet fever.


62 Measles.


2 Diphtheria.


6 Typhoid fever.


2 Varricella.


1 Ophthalmia neonatorum.


3 Acute anterior poliomylitis.


Physicians have been very prompt in reporting cases of contagious diseases, and the board respectfully request a con- tinuance of such service, as it is imperative in order to stamp out epidemics, especially among the school children.
