I therefore recommend that the age limit for entrance to the first grade be made six years, that is, for children who are six years old, on or before Sept. 30.


For the cordial and unbiased support in performing the va- rious duties of this office; for the satisfaction of serving a board which has but one aim-the common weal of the public schools and the children for whom the schools exist,-I am duly grateful. For the patient and skillful efforts of teachers, unappreciated and insufficiently rewarded as they often are, this department wishes to express its appreciation.
