SELECTMEN'S REPORT


The first meeting of the Board of Selectmen and Overseers of the Poor was held February 8, 1926 and organized with a choice of John I. Bryant, chairman, and Isaac N. Babbitt, clerk. Miss Louise Babcock was chosen secretary of the Board of Overseers of the Poor and in that capacity has given universal satisfaction to the Selectmen, the Overseers of the Poor and all the people who have visited this office during the past year.


Since the last annual town meeting, the lot, which was taken under the eminent domain act just north of the New York, New Haven and Hartford Railroad and the Atlas Tack Comp- any, has been consideraby improved. A new retaining wall has been built part way on the north side and a new building to be used as a storehouse for the street machinery was built. For this work, an appropriation was made at the annual town meet- ing. This building has been completed and is now in use. It is a valuable addition to the town lot.


Another matter in which the Selectmen have been interested is that of the Back Road or Alden Road, so called. That road has been completed during the past year and has cost the county, state and town $78,000. This is now one of the best roads in the town, coming down from Acushnet and leading onto Wash- ington Street or the Mattapoisett Road, so called, as the state road. The state and county have been a great help to the Town of Fairhaven with this road for the state has paid in as its share during the past four years $26,000 .; the county has paid a similar amount as has the town, so that with a total of $78,000. having been laid out on this road, the state and county have paid two-thirds of it.

The Selectmen have investigated and had started to consider the question of coming down Bridge Street from the Alden Road to Adams Street when our board found that any plans must meet with the approval of the Planning Board so, for that reason, the matter has been held up for further considera- tion and we expect this will be taken up at an early date. This would take most of the travel coming over the bridge at Bridge Street to the Alden Road and the travel returning would take the same route. Thus a large number of automobiles would be taken away from the vicinity of the St. Joseph's School and church and while it would be a better route for automobile travel, it would make the neighborhood safer for the children who attend that school.


The New Boston School was finished last year with the ex- ception of one room, and the school committee are asking for an appropriation of $3,500. to finish this room, which is much needed at the present time. The article in the warrant calls for an appropriation for this amount which is only an estimate for we hope to finish the room for much less than has been recommended and asked for. When that room is finished, we will have one of the best school houses in town with the added advantage of being away from the main thoroughfare so that the children will be better protected than they have previously been.


There is also an appropriation asked for in the warrant of $1,000. to build sidewalks from the Mill Road to the New Bos- ton Road. We recommend that this ought to pass for that sidewalk would have been finished last year if the state had not taken the land along that side of the street to widen the road. With the completion of the sidewalk at the end of the present season, we will have a good walk for the children passing on that road.

taking over the Fort Phoenix property, consisting of 21/2 acres, for park purposes forever, as a memorial to the late Henry H. Rogers, Fairhaven's benefactor. The walls around this old historic fortification have been rebuilt by the town. The walls around the old reservation have been rebuilt and many improve- ments have been made there by cleaning up the old spot. Now, no matter who comes hereafter, that spot can not be used for other than park purposes forever and the only persons who have any right to take it over would be the National Govern- ment.


The Union Wharf property as taken over by the town last year for a public wharf for the use of the town by an act of the Legislature is one of the best propositions as we see it that has been presented to the town for many a long day. That wharf property has a frontage on our harbor and consists of 41/2 acres and is the largest wharf that we have in the town. All ready, we are renting a good part of that property and by another year, the rental of the wharf will, in our opinion, amount to more than the taxes paid on the property.


The Selectmen have many petitions filed for the laying out of streets, for macadamizing and repairing many old streets, but we cannot do all this work in one year or two years. We have a large town and we have to go very carefully in order not to have an increased tax rate because of spending more money in one year than we should. We are trying to do the best we can by giving to all parts of the town some aid and we expect, by the end of the present year, to have helped all parts of the town in some way regarding fixing the streets and the high- ways on the outskirts of the town.


We could do a great deal more in the way of repairs in the outlying districts if we could get more cinders but as so many of the mills are shut down it is almost impossible to get any cinders to repair the roads and cinders are worth a great deal more than any gravel that we could get. You will find in the

warrant, articles asking for many streets to be macadamized or put in passible condition. The Selectmen have recommend- ed that as much as can be done on those streets should be done if it is possible to get the materials and the town votes the necessary appropriations.


We are hoping to accomplish what we have recommended on these roads and have the sidewalks widened without raising the tax levy to any more than it was last year.


During the present winter when we have had heavy snow storms, people in all sections of the town have found our trac- tors and snow plows covering all parts of the town as fast as they could be reached and were it not for the good work ac- complished by our superintendent of streets who has been up many nights supervising the work of the plows and tractors, we would not have been able to satisfy the large number of people who have thanked this board for the work as it has been carried on.


All of which we most respectfully submit to the people of Fairhaven for their good judgment.

REPORT OF HIGHWAY DEPARTMENT


At the beginning of the year, the selectmen appointed Thomas WV. Whitfield superintendent of streets.


At the annual and special town meetings a year ago, many streets were laid out, graded and accepted by the town and many of them have been put in passible condition and sidewalks have been laid on quite a few of them, also.


The New Boston Road was put in very good condition dur- ing the past year by macadamizing which cost approximately $4,000. and on Linden Avenue and Larch Street there also was considerable work done. East Coggeshall Street was macadam- ized to Houle Street and Wilding Street was graded off. Hedge Street has also received some repairs and work has been done, too, on Oak Street. Under the supervision of the superintend- ent of streets, the Back Road or Alden Road, so called, has been put in first class condition.


A good sidewalk was built from the Alden Road to Mill Road during the past year and some time in the present year, we expect to complete the sidewalk from the Mill Road to the New Boston Road. The sidewalk on the Mattapoisett Road which was not finished last year owing to the widening of that road will be taken care of during the present year. In the town warrant this year, there is an article asking for a sidewalk on the west side of the Sconticut Neck Road from Washington Street as far south as the money will go and this matter will be attended to with the other work which is being considered.

In Article 36 in the warrant of the last annual town meeting, it was voted to relocate Morton Street and the selectmen were instructed to sell for a nominal sum a strip of land to the Church of the Good Shepherd. Around the church, the side- walks have been repaired and the street somewhat fixed up.


This present year, there are articles in the warrant for macadamizing part of the Howland Road and Sycamore Street north from the Howland Road and for the putting of that street in good condition. The article calls for $10,000. which has been recommended by the selectmen.


Gellette Road is to receive some macadam and attention as far as the town will permit us to go and the Weeden Road is also to be taken care of in the same way, as also is Hedge Street in the north part of the town from Cherry Street westerly. The sidewalk conditions on this street are also to be improved. The Mill Road from Washington Street to Bridge Street is to receive some consideration and South Pleasant Street which is particularly dangerous, in a way, is to be considered in an appropriation to put that street in good condition.


North Main Street, from the Riverside Cemetery to Cogge- shall Street is in bad condition. That is to be looked after and raised so as to do away with the water near Kendrick Avenue as the water settles on that part of Main Street and it must be piped underneath. The whole road from the cemetery to Coggeshall Street will be cared for this year if the town makes an appropriation for that work.


Under the supervision of the Superintendent of Streets, all the work rebuilding the parapet walls around old Fort Phoenix, the walls around the reservation and the re-mounting of the old guns was done, and a flag pole was erected so that on certain occasions Old Glory might fly over the fort as it did before the Civil War and during that period. Mr. Whitfield also took care of the rebuilding of the walls around the old Woodside Cemetery. The Academy Building, which is now the voting

place for Precinct 2 and where many of our old respected citi- zens attended school was reshingled, new windows put in and further repairs made under his direction, also.


The ashes and rubbish have been cared for wholly by the street department and the ashes have been used to fill in the town yard, making and improving the land there, fitting it up to meet the future needs of the town.


We again most respectfully ask the citizens of the town not to dump rubbish in the gutters of the streets. In the first place, it is against the law and in the second place, it makes a rather unsightly mess and does not improve the appearance of our town. We earnestly hope that the citizens will co-operate with the superintendent of streets, whoever he may be, in this par- ticular work.
