To the Trustees of the Millicent Library :
For forty-two years, the Millicent Library has been contri- buting to the intellectual happiness of the citizens of Fairhaven, and it is indeed true, especially in these last few years of financial stress and material want, that mental richness cultivated through association with books has been a source of comfort, greater con- tent and strength to many. People have sought aid and the library has not failed to give to the limit of its resources. A phenomenal increase in reading due to more leisure the past few years has caused the circulation figures to mount higher and higher until apparently the peak at the Millicent Library was reached in 1933, the largest record year in the history of the library. The statistics for 1934 show a decrease of 11,001 in the circulation of books. If the library were to be judged by these figures alone, it might appear to the casual observer that less work was accomplished during the past year. This decrease in books read is not peculiar to Fairhaven however, for similar reports are coming in from various communities throughout the country. Probably no one reason can be assigned to this decline in reading. That more people are working and have less reading time is the one most likely and the one we prefer to believe is true.
As the value of an article cannot always be determined by its cost, so the value of the library cannot be ascertained entirely by its circulation. Judging, however from the countless ways, many of which cannot even be recorded, in which the Millicent Library has served the public and enlarged its usefulness, the past year has been one of steady accomplishment.
The library actually saves money for its patrons
Challenge the above statement if you will, but before doing so, note the following facts:
123,825 books were circulated during the year from the Millicent Library. At a modest average of $2.00 a volume, and many books cost double and treble that sum, the books circulated represented $247,650. worth of reading matter. The library's value financially to each citizen of town was therefore $22.65 and to each registered borrower of the library $54.58, meaning,

that if each person had purchased for himself the books borrowed, the cost would have been as indicated. Perhaps but few in the community could have afforded either one of these amounts for a year's reading, and yet during 1934 and 1933 and for the pre- ceding 40 years of the library's existence, books have been sup- plied without cost to its borrowers, and will continue to save its patrons many dollars each year. (Doesn't it seem strange that occasional complaints are heard about small fines imposed be- cause of a borrower's carelessness is not returning books on time -when such fines have been required only to prevent others from being deprived of desired reading matter ? )
There are other considerations, too. Reading for pleasure is inexpensive. There is no outlay while the amusement is being enjoyed. Reading for instruction helps one in ways too numerous to mention. It may even help one to acquire a position or to keep one. Thus the library, merely as an agent in supplying books, without considering other aids given, is rendering a service which could hardly be dispensed with in any thinking community -- which certainly would not desire to be bookless in these days of new deals, changing patterns of democracy and looking for- ward. The public library functions steadily, continuing to serve as it has served, but increasing its usefulness in new ways year bv year. The Millicent Library, too, is keeping pace with the times.
The following statistics indicate to what extent the borrowers of the library sought books for recreation, study or profit.

The contributions from various departments are as follows:
83.1% from the Main Library

Of the above, 25% was juvenile circulation.
The circulation represents a reading of 11 books per capita (one less than in 1933) or 27 per registered borrower (two less than a year ago) .
Each department mentioned above shared the loss in circulation and it is satisfying to feel assured that whatever the cause of the decrease in reading it is not due to any particular factor in any one department.
240 books were borrowed from the Portuguese collection, 159 from the French and 4 from the Italian.
429 books were borrowed on the usual summer reading privilege.
61 % of the books borrowed from the High School were books of non-fiction. Teachers and others borrowed 1,105 books for serious study or classroom use, this being 308 more than were borrowed for this purpose a year ago. 13 books were loaned to out-of-town libraries.
4,009 duplicate pay books were circulated, being 240 less than in 1933. The collection paid for itself, however, since the books earned $6.68 more than was spent for books added to it during the year. 157 titles were added, and 129 withdrawn, thus keeping the collection up-to-date. This service helps borrowers to get the new books earlier, and later releases them for the regular circulation.
1,040 pictures and stereoscopes, this being an increase of 225, were loaned during the year. With these the grand total of cir- culation reached 124,865.
It is encouraging to record that 3% more non-fiction books were read by adults, and 1% more by juvenile readers than in the year 1933, indicating perhaps that people are turning to read- ing of a more serious nature. This increase may be partly due to the special displays mentioned later.

585 of the borrowers registered during the year 1934 were new borrowers. Oxford registration numbered 176 and East Fair- haven 43.

At the end of 1934, the book collection numbered 37,938, of which 31,329 were adult and 6,609 juvenile books.
1,648 books were cataloged during the year.
During the year 578 books were rebound and 21 magazines bound.
Approximately 41% of the money spent for books was for adult fiction, 33% for adult non-fiction, 17% for juvenile fiction and 9% for juvenile non-fiction. In purchasing for the latter two classes, the effort was made to increase our book stock of books for the little ones, while not neglecting books for older boys and girls. Such books are especially called for by teachers in the first, second, and third grades, and being in constant use, wear out rapidly.

A marked improvement is noticeable in the appearance of our bookshelves. This is due to the work done by the E. R. A. workers. The offer of several E. R. A. workers was accepted with alacrity, since it afforded an opportunity to get caught up, or partially so, on work necessarily long neglected. Early in May, the library was allotted two E. R. A. workers. By September 1st a force of six were on duty. These have continued to date and the following statistics show the major accomplishments:

Over a long period of time, the mending had been gradually accumulating, until when we began to select books for mending, we found many more books were in need of attention than we had realized. The mending of books is a very slow process, and books accumulate much faster than they can be repaired by our assistants, who, because of already full schedules can devote only a few hours a week to this work. Always there are books waiting to be mended.
The mending done during 1934 by the E. R. A. workers would have taken the full time of one of our regular staff members for several months, probably nearly a year, or even more.
In selecting books for mending, our collection is undergoing a thorough housecleaning. Many books have been found that have outlived their usefulness, and have been discarded. Among such may be listed old books on bridge, prison reform, electricity, etc., in which the information is no longer of practical value because of changed methods. Some books have been found too poor to be mended, still others have been sent to the bindery to prolong their usefulness. When it is completed, this weeding out of undesirable books will relieve some sections of our stacks that are much too crowded. Many books that can be passed on will be sent to the C. C. C. camps.
Other work being done by E. R. A. workers is the recuttering of books. This task was being done as time permitted by our cataloger, in an effort to have our books numbered in accordance with the revised table (the Cutter-Sanborn three figure table), because its expansive possibilities is a great improvement over the
