The Selectmen's Message
The Board of Selectmen and Board of Public Welfare organized with Albert E. Stanton as Chairman and Charles W. Knowlton as Clerk. Walter Silveira served as a mem- ber of both Boards. Mr. Stanton was appointed as Veter- ans' Agent.
The balance sheet at the close of business on December 31, 1953 shows Surplus Revenue of $166,970.85, an increase over the previous year of $31,467.58.
The State made the usual audit of the books for a per- iod of 20 months and found everything in good order. Their report in detail is elsewhere in this report.
Town Hall
Two new heating boilers and equipment were installed to revamp the present heating system.
The town hall was repaired and water-proofed on the south side and including parts of the tower. One very poor area inside the tower was also water-proofed. The wall on the west side was re-laid and an additional light installed outside the police station. A fire alarm tape recorder or tapper was added to the police station equipment. It is the Selectmen's idea to finish water-proofing the town hall in two years if the necessary funds are provided.
All areas back of the main hall on both sides of the stage and including the stage from the roof to the main floor have been washed, painted, varnished, plastered, and sashes drawn. This has brightened and renewed this part of the building which has had no repairs for a great many years.
The contract with Mr. George DeFelice was success- fully concluded.
Departments
It became necessary to reorganize the Highway De- partment due to the resignation of Thomas L. Thomas and

this was accomplished without any inconvenience to the public and resulted in a very successful fusion of ideas without any rancour. Great credit is due both Mr. Howard and Mr. Burgess, and this Board is truly grateful to them.
Under the supervision of the Highway Department Benoit Square was reconstructed, eliminating, thereby, the necessity for limited parking and improving the traffic situation at this point.
The drain in Elizabeth Street, which was constructed this year, has corrected the drainage trouble in this area.
Town Accountant
The separation of accounting from the Selectmen's Office and the appointment of a Town Accountant has dem- onstrated that this was a step in the right direction.
Traffic Regulations
Minor changes have been made in the traffic regula- tions, all of which have had the approval of the Depart- ment of Public Works.
West Island
The town has acquired a beach at West Island, for- merly owned by the U. S. Government, and we hope this can be developed to the benefit of all. In 1954 the Town Meet- ing will vote on the construction of a small bath-house and parking area.
The Board is extremely grateful to all who have assist- ed them, in any way, this year.
