At the Annual Town Meeting held March 8, 1910, Nathan O. Walker, Silas H. Whelden, William E. Walker, George T. Horton and D. Thurber Wood, Jr., were appointed tellers.


Charles S. Chase was chosen Moderator.

Voted-That J. C. Davis, J. W. Andrews and Joseph K. Milliken be a committee of three to prepare and present an appeal to the Mass. Highway Commission for changes in the rates and service given the patrons of the Southern Mass. Telephone Co. in the Town of Dighton, unless a proposition satisfactory to this committee is received from the Telephone Co. If no satisfactory proposition is received within ten days from the date of this Town Meeting, this committee and the Selectmen are directed to appear at the hearing or hearings before the Commission in an effort to secure more satisfactory rates and service.

Voted-That the Town of Dighton accept the offer of Mr. Andrew Carnegie to give six thousand dollars for the erection of a public library building and that the Town agrees to appropriate ten per cent of this amount each year for support of said library. John C. Davis Joseph E. Sears, Joseph K. Milliken, Edward Almy and Ira P. Briggs were chosen to act with the Trustees of Public Library as a committee on location of proposed Carnegie Public Library.


Voted-To accept the offer of a drinking fountain to be placed at the end of Hart Street on Pleasant Street as of- fered by A. H. Hood, Esq., of Somerset, Mass. William P. Eddy, Ferdinand Waldron and Joseph E. Sears were appointed a committee on setting fountains and supplying same with water. The Town agreeing to supply said foun- tain with water as far as convenient and possible, to take charge of the fountain at the Dighton railroad station, put in a suitable foundation, and set up the fountain.


Voted-To raise and appropriate $1,200 for fire protection and that a committee of three be appointed by the Modera- tor who are authorized and instructed to spend a sum of money not to exceed $600 in part payment for the mainte- nance of a permanent man and horse at No. 7 Hose house, Taunton, the same to be used to fight fires in the Town of Dighton when needed, provided satisfactory arrangements can be made with the City of Taunton. They are also au- thorized and instructed to expend a sum not to exceed $600 for the purchase of a chemical fire engine and other appa- ratus the same to be turned over to the Dighton Volunteer Fire Company.


This committee was Robert W. Whitmarsh, A. Ellery Briggs and Clarence C. Andrews.


Voted-That Joseph K. Milliken, George M. Chase and George E. Hathaway be a committee of three to employ

Luther Dean or some other competent engineer to ex- amine Berkley and Dighton Bridge and report as to the strength of said bridge and the advisability of concreting the same wholly or in part.


Voted-The compensation for labor on the highway be as follows : for a man, $1.75 for nine hours' work; for a horse, 121/2 cents per hour ; for horse and cart, 15 cents per hour or $1.50 for ten hours; for yoke of oxen and cart, 20 cents per hour or $2.00 for ten hours; for double team of horses, $2.75 per day or $1.25 for each horse; for shoveling snow, 20 cents per hour.


Voted-That the Road Commissioners be instructed to repair Main Street when the State Highway is being built on Pleasant. Street in order that they may get the proper material from the stone crusher, the pay for same to be taken from regular street appropriation.


Voted-The Treasurer's salary be $140, he to pay for his official bond.


Voted-The collector's salary be one per cent. of the whole commitment for collection, plus $40, lie to pay for his official bond.


Voted-That for the purpose of procuring a temporary loan to and for the use of the Town of Dighton in anticipa- tion of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time with the approval of a majority of the Select- men, a sum or sums not exceeding in the aggregate eleven thousand dollars, and to execute and deliver the note or notes of the Town therefor payable within one year from the time the loan is made, and any debt or debts incurred by said loan or loans to the Town under this note shall be paid from the said taxes of the present municipal year.

Voted-The Selectmen be authorized to act for the Town as its agent in defending any suit, employ legal counsel and settle claims against the Town that in their opinion is reasonable and just.


Voted-The Selectmen be authorized to waive the right of the Town under the provisions of Section 10, Chapter 47, of the Revised Laws relative to the construction of State Highway the present municipal year.


Voted-That the Selectmen be authorized to give a bond indemnifying the State for damage caused by the layout, change of grade, and taking of land for the construction of State Highways the present municipal year.


Voted-That the Town Officers furnish bonds from a bond company satisfactory to the Selectmen.


Voted-That the Selectmen be authorized to appear be- fore any legislative committee that have under consideration the certification of town bonds or notes and object to their certification by any bank, banker or trust company.


Voted-To accept report of Town Officers as printed.


At the adjourned Town Meeting it was voted to locate the Carnegie Public Libarry in the Village of South Digh- ton and that Joseph K. Milliken, John C. Davis, J. Willis Andrews, Josiah S. Place and Dwight F. Lane be a com- mittee of five to locate the proposed library building in said South Village, said location to be provided free of cost to the Town.


Voted-To accept report of committee on Dighton and Berkley Bridge and postpone further action until the next Annual Town Meeting.

ANNUAL REPORT.


The committee on location of the Carnegie Public Lib- rarp reported that the Ingalls lot on Main Street in the South Village had been purchased by John C. Davvis and J. Willis Andrews, two members of the committee, and that money enough had been subscribed by citizens of the Town and others interested in the Town.


Voted-That the Selectmen be authorized and directed to accept a deed of same as soon as prepared, provided the said lot, is deeded to the Town free of expense.


Voted-That the report of committee on location be ac- cepted and adopted and that Rev. A. J. Rich, J. Willis An- drews, Dwight F. Lane, Joseph K. Milliken, Josiah S. Place and John C. Davis be a committee to have charge of build- ing the Carnegie Public Library and represent the Town in its dealing with Mr. Carnegie.


Voted-That Capt. Milton I. Brightman, Josiah S. Place and A. Ellery Briggs be a committee of three to expend $200, to be taken from the North Dighton appropriation for fire protection in placing some preparation for the laying of dust on Main Street from Talbots Corner to the river and from Cobbs Corner "so called" to Edward D. Perry's.


At a Town Meeting held June 14, 1910,


Voted-To instruct the Selectmen to settle the claim of Mrs. J. H. Davey for injuries received on Spring street if said claim could be settled for $500, otherwise to defend the same in court.


Voted-That J. S. Place, W. B. Carey and A. Ellery Briggs be a committee of three to investigate the alleged obstruction on Somerset Avenue and report at an adjourned meeting.

Voted-To purchase a fire extinguisher and pay for same from the amount appropriated for fire protection at North Dighton.


At a meeting held July 2, 1910,


Voted-To accept report of committee on obstruction. to Somerset Avenue and that J. S. Place, A. Ellery Briggs and W. B. Carey, with the Road Commissioners be a com- mittee to remove the obstruction and if they find the Town is liable in any way they shall cause another well to be dug, half on Mr. Lorenzo D. Haskins' land and half on Eugene B. Haskins, said well to be dug from 16 to 20 feet. deep.


At a Town Meeting held on July 22, 1910,


Unanimously voted to appropriate five thousand dollars ($5,000) to macadamize School Street from Lincoln Ave- nue to Summer Street and Pearl Street from Spring Street to School Street. Work to be done under the supervision and control of a committee of nine, said committee to con- sist of the Board of Selectmen and of Road Commissioners, Joseph K. Milliken, Clarence C. Andrews and Andrew W. Turner. The bills for the above work to be paid by the Town Treasurer when presented to him bearing the ap- proval of the majority of the said committee. And for the purpose of providing funds for the payment of this appro- priation, the Town Treasurer is hereby authorized and di- rected under the direction of the Selectmen to borrow the sum of $5,000 and execute and deliver therefor ten notes of the Town for five hundred dollars each. The first note pay- able Nov. Ist, 1911 and one each year until paid.

Voted-That the Town borrow the sum of fifteen hun- dred and twenty-one dollars and fifteen cents to pay for the Town's share of the expense of the Brightman Street Bridge in Fall River.


Voted-To authorize the Treasurer to borrow $500 to pay Mrs. J. H. Davey for damages as a result of injuries received on Spring Street.


Voted-To authorize and instruct the Selectmen to have the fittings in the Town Vault at the Town House made fire proof.


Voted-To accept report of committee on the obstruc- tion in Somerset Avenue.


The Road Commissioners after legal notice and hearing decreed that public necessity required the relocation of Pearl Street south from Mrs. Fred Booth's residence and the discontinuance of the old part of Pearl Street from that point.
