ANNUAL REPORT.


Report of Special Committee on Building Macadam Road.


Your committee met at the home of C. S. Chace on July 26, 1910, and organized by the choice of C. S. Chace as chair- man, and C. C. Andrews as Secretary. It was voted to ask the Massachusetts Highway Commission to advertise for the building of macadam road on School and Pearl streets, in connection with their advertising for the state highway in the South Village. At a meeting held August 15, 1910, it was voted that C. S. Chace, J. K. Milliken and C. C. An- drews be chosen as a sub-committee to represent this com- mittee at the office of the Massachusetts Highway Commission August 16, 1910, to receive the bids for building the macadam on School and Pearl streets, said sub-committee to have all the powers of the special committee in accepting or rejecting any or all bids and the signing of the contracts.


This sub-committee attended this meeting and only one bid was offered for the work, and this price being above the Highway Commission's estimate, it was not deemed ad- visable to let the contract.


An appointment was made for the following day with Mr. J. McCormick of East Providence and after looking over the ground a satisfactory arrangement was made with him, and the contract given him at the following prices :---


Excavations of all description except ledge, 60 cents per cubic yard.


Broken stone in place, rolled, $1.70 per ton.

Portland cement concrete masonry including all material, $10.00 per cubic yard.


12-inch vitrified clay pipe including excavation, 80 cents per linear foot.


8-inch vitrified clay pipe, 60 cents per linear foot.


8-inch iron water pipe, $1.25 per linear foot.


Catch basins including frames and grates, $35.00 each.


These prices were within the Highway Commission's es- timates and we accordingly agreed with him to do the work. The work was begun promptly and carried on with despatch and we feel that the town received full value for every dol- lar expended.


In the Highway Commission's original plans, the change of grade at the foot of School street was taken care of by a concrete wall. Through the cou tesy of the abutting owners your committee was allowed to terrace the banks on either side, which we think added to the general improvement of the street at this place.

The number of linear feet of 15x4 macadam built was 3700 making the cost per ft. $1.18.


Your committee wish to thank Mr. G. E. Hathaway, Road Commissioner, for the north part of the town for his hearty co-operation in this work, and assistance in building the sidewalks on School and Pearl streets. Also to the Mount Hope Finishing Co., for grading the banks at the foot of School street, also the School House lot.


In conversation with members of the Highway Commis- sion mention was made by them of the "Oil Bound Gravel Roads" they were building in different parts of the state. Your committee think that this type of road construction is well suited to many of the less traveled roads in our town. Your committee believes that the Town of Dighton's ex- penditure on roads in years to come will be along the line of permanent construction rather than temporary repairs. As the appropriation would not admit of constructing macadam road through the continuation of School street, to Spring it was decided to construct his section of oil bound gravel and an arrangement was made with the Commission to have sufficient oil for this purpose from two carloads they were receiving at the Mount Hope siding. This section was ' surveyed and graded in the same manner as for macadam construction, a 15'x6" gravel road was built and bound with

oil, under the direction of the Highway Commission's Engi- neer, and we await with considerable interest the result of this experiment. The opportunity to get the oil at a low figure, and to secure the services of expert men to apply the same at a minimum cost, together with the fact that a steam roller was available made this seem a most opportune time to make a trial of this type of road. We find the cost to be as follows :

Volunteer Fire Department Report.


I herewith submit a report of the expenditure of the inoney appropriated at the last Annual Town Meeting for fire protection in the south part, namely $600.00 for the past year, also the doings of the D. V. F. Co.


The committee to purchase fire apparatus has been as- sisted in every way to obtain the lowest wholesale price on every article bought and I wish to thank D. D. Andrews, R. G. Romero and all others who have helped in this man- ner. The property of the Town in the custody of the D. V. F. Co. at the present time consists of I double cylinder chemical engine, 150 ft. best chemical hose, I iron bar, 3 fine axes, 12 galvanized iron pails, 26 badges, 1 35 ft. exten- sion ladder, I 30-ft. extension ladder, 2 20-ft. roof ladders, I 16-ft. roof ladder, 3 ladder hooks, 12 extra acid holders, I barrel bicarbonate of soda, I carboy acid, 2 hand chemical fire extinguishers, 5 lanterns.


The first of April, 1910, the D. V. F. Co. was formed and at the present time has a membership of 24 active and 30 honorary members. The company hired the building for- merly occupied by D. D. Andrews, as a store at a very low rate. Have had it piped and supplied with gas. Besides renting, lighting and heating, the company has expended about $150.00 in making the necessary alterations and re- pairs, and at the present time the Town property is well housed and cared for.


In May the company was called to the north part of the Town to fight a forest fire that had burned over 40 hours

and was at that time one and one-half miles in length. Five members of the company with hand chemicals extinguished the same in two hours. On Oct. 15th, during a severe thun- der storm the barn of A. W. Turner was struck by light- ning, owing to the telephone being out of commission. The company did not know of the fire until it was seen from the village. An alarm was immediately sounded and in twelve minutes the company had all the apparatus at the fire, over a mile of road nearly impassable with mud, by this time the barn was past saving, so the energies of the company was directed to saving the other buildings. Two men with hand chemicals were left to watch the fire the balance of the night. On Oct. 29 an overheated boiler caused a chimney fire at the green house of C. S. Chace. The company re- sponded to the alarm and after taking proper steps to cool the boiler so that no further damage would be done, two men were left to watch until the return of Mr. Chace. Sev- eral chimney fires and brush fires have been extinguished before they reached dangerous proportions.


The people of this vicinity have shown their appreciation of the company by giving us their support and help in every possible way, for which I wish to thank them in behalf of the company.

Report of Forest Warden.


Since the present Forest Laws have been in force there have been very few fires in town, and we feel that if they had been enacted several years sooner, thousands of dollars worth of woodland property could have been saved. With the exception of the very unfortunate fire on the Mary Green property last May, comparatively little damage has been done for the past three years. All the fires in that time have been in the north part of the town.


The fire just referred to burned over about 300 acres causing a loss of at least $700. The cost of extinguishing was about $18. A fire May 20 on the George Townsend farm burned over about 75 acres with an estimated loss of $150, entailing an expense for stopping of $12.50.


Another fire was reported in the northwest part of the town with a cost of stopping of $7.60.


The department has had cards printed and distributed giving the citizens information that should reduce fire dam- age to the minimum. The state has co-operated with the town in advising, and paying one-half the expense of eight chemical extinguishers with extra charges and water cans, which have been located at such points as shall be of easy access in case of fire either in woods or buildings. If every one who sees or knows of a fire will do their duty promptly, there need be very little damage from fire.


For the sake of preserving our water supply as well as convenient firewood and lumber, we need to protect our wooded tracts.
