The unpaid bills against the several Departments by estimation amount to $2,600.00.
In the hands of the Treasurer, I find four notes for $150 each , made by George F. Green and endorsed by W. I. Wilbur payable to Town in 1913-14-15 and 16 in equal payments.
I have examined the securities of the Town Farm In- vestment Fund and Perpetual Care Fund and find them intact, all income being accounted for and all payments

properly vouched. There is due from the Commonwealth the sum of $910.00 on the State Aid Account.
I would recommend that the Town instruct the several Departments not to exceed their appropriations except that the public health or safety require it.

The children of the South School presented to the Library a Bust of Shakespeare and a collection of twenty juvenile books which they purchased from the proceeds of a cantata given by them in April 1911.
By a vote of the Trustees a borrower may take two books on one card, a fiction and a non-fiction book for the same period of time.
The borrowers that do not use the reading room may not know that after the magazines have been on the tables one month, that they may be loaned with the fiction books and on the same conditions.
During the year four hundred and ninety-eight bor- rowers from the following districts have taken books from the Library.

At the Annual Town Meeting held March 5, 1912, Charles S. Chase was chosen Moderator.
Nathan O. Walker, Silas H. Whelden, George T. Hor- ton and W. E. Walker were appointed Tellers.
Voted that the Moderator appoint a committee of seven on finance, and William H. Walker, Josiah K. Milli- ken, Josiah S. Place, George M. Chase, A. Ellery Briggs, George E. Hathaway and John A. Lewis were named as that committee.

Voted to accept and adopt the design prepared by a committee consisting of. H. C. Briggs, A. E. Briggs and Dwight F. Lane to be used as the seal of the Town of Dighton.
Voted that the compensation of Treasurer be one hun- dred dollars plus the expense of his official bond.
Voted that the compensation of Tax Collector be one per cent. of the whole committment of taxes plus the expense of his official bond.
Voted that compensation for labor on highway be same as last year.
Voted to instruct the Road Commissioners to make the drain larger that runs under the east end of Main Street.
Voted that the Treasurer with the approval of the Selectmen be and hereby is, authorized to borrow money from time to time in anticipation of the taxes of the muni- cipal year beginning Jan. 1, 1912, to an amount not ex- ceeding in the aggregate twelve thousand dollars and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.
Voted to waive the Town's right under the provision of Sec. 10, Chap. 47 of the Revised Laws to contract with the State for the construction of State highway the pres- ent municipal year.
Voted to authorize and instruct the Selectmen to give a bond indemnifying the State for damages caused by the layout, change of grade and construction of State highway.
Voted to require officers that are bonded to furnish bonds from some bond company.
Voted to empower and authorize the Selectmen to act as its agent in defending any suit, employ legal counsel, and settle claims against the Town.

At the adjourned Annual Town Meeting, April 6, Josiah S. Place and C. C. Andrews were added to com- mittee on electricity, who made a verbal report which was accepted as a report of progress.
Voted to raise and appropriate $2,500 to pay for build- ing additions to the South Grammar School Building.
Voted that the School Committee act as a building committee and are hereby empowered to execute the contract and carry into effect the expenditure of this $2,500.
Voted to add George W. Chaplin to committee on building South School addition.
Finance Committee appointed by Moderator William H. Walker, J. K. Milliken, J. M. Chase, J. S. Place, C. C. Andrews, A. E. Briggs and G. E. Hathaway.
At the adjourned Annual Town Meeting, May 4, Voted that the Selectmen be instructed to request the committee on rules of the State Legislature to admit the bill for action at this session relative to establishing a fire district in the north part of the Town.

The committee on electricity made a verbal report which was accepted as a report of progress.
At the adjourned Annual Town meeting, June 1, the committee on electricity made a verbal report that it was not practical to get any electric light or power at the present time.
Voted to accept report of that committee.
Voted to instruct the Selectmen to call a hearing at some future day in proper form for the granting of loca- tion of poles of the Fall River Electric Light Co.
Voted the School Committee be instructed to procure estimates on a three room addition to the South Gram- mar School and report at an adjourned meeting to be held June 4, at 7.30 P. M.
At the adjourned meeting June 4, the School Com- mittee reported as follows:
Voted in School Committee to hire George Darling at five per cent. contract price to draw specifications and such plans as are necessary to build the three room in- crease at South Dighton and superintend the construc- tion of same as follows: To raise the present roof, finish one room only in the second story, build the two stair- ways and reinforce the piers including painting, heating, and furniture for the new room at a cost not to exceed $3,700.
Voted to accept this report and to instruct the School Committee to proceed with the proposed three-room addition at the South School building, and to provide funds for the payment of increased expenses, in making this addition it was voted to raise the sum of $1,200 and to authorize the Treasurer under the direction of the ' Selectmen to borrow the sum of twelve hundred dollars and to issue one note of the Town therefor, payable November 1, 1913, this note to be paid from the taxes of the year 1913.

Shall the proposed amendment to the Constitution disqualifying from voting persons convicted of certain offences be approved and ratified, yes 91; no 39.
Shall the proposed amendment to the Constitution relative to the taxation of wild or forest land be approved and ratified, yes 90; no 24.
Shall an act passed by the General Court in the year, 1912, entitled, An act relative to pensioning laborers in the employ of cities and towns be accepted, yes 57; no 71.

At the Special Town meeting held Nov. 5, Charles S. Chase was chosen Moderator.
Voted to sell the fishing privileges at public auction in the usual way.
One was sold to Albert N. Goff and one to Dwight F. Lane at $15 each.
Voted that the Selectmen of Dighton be instructed to attend the hearing before the joint Board of Railroad and Highway Commissioners to be held Nov. 7, 1912, to consider whether any change should be made in the present apportionment of the cost of abolishing grade crossings, and they are further instructed to urge a change in the present law so that no part of the cost of abolish- ment shall be paid by any city or town unless said city or town are the petitioners.

FRANCHISE GRANTED DURING YEAR.
To Mount Hope Finishing Co. to furnish electricity for lighting purposes in North Dighton Fire District.
To Fall River Electric Light Co. to furnish electricity for lighting and power which was refused by said com- pany, a copy of letter refusing same is on record at Town. Clerk's office.
Later another franchise was granted the Fall River Electric Light Co. to furnish electricity for power and light in Town of Dighton.
The Mount Hope Finishing Co. was pranted a right to dig up streets at North Dighton, to lay pipes for furn- ishing water to citizens on Lincoln Ave. and Summer Streets.
