REPORT OF SUPERINTENDENT OF SCHOOLS


To the School Committee of the Town of Dighton:


I have the honor of presenting my first report as your Superintendent of Schools.


Although I have been with you but a short time there are a few matters upon which I can speak with a certainty and to these I shall confine this report. There are in general, two outstanding phases to the school situation in Dighton. The first one is the growth of school enrollment beyond the limits of present accommodations and the damage to the proper classification of the pupils that has arisen therefrom. The second phase centers around a lack of ability to read in the intermediate grades. I will speak of the second of these two phases first, because it is the one that first came to my attention upon becoming your Superintendent of Schools.


Upon assuming my duties I used one of the latest types of classification tests. These tests which are thoroughly standardized, will reveal to school officials more regarding the actual condition of the pupils than could be learned from even a long period of observation. The results of this particular test were quite astonishing. In grades seven and eight and to some extent in grade six, the results were about the ones to be expected. The test showed very clear- ly the varying amounts of individual ability and achieve- ment to be credited to each pupil. The striking feature here was the wide range presented by the pupils of any given grade. One seventh grade for instance showed grades of

ability ranging from very poor third up to high school standards. The reason for this I will take up later. In grades below six a different situation was disclosed. These tests measure both ability, or intelligence, and school achievement. The results of the test were obviously im- possible. On the intelligence side of the test the scores showed an intelligence running many years below the actual ages of the pupils, in fact, if the scores were to be accepted, there was hardly a child of anywhere approaching normal intelligence in these grades. On the achievement side the results ran below the standard of age and grade, but greatly above the intelligence side of the test. As a specific instance of what I mean, a child ten years old in the fifth grade, appeared to possess the intelligence of a normal four year old child and to do the school work of a normal eight year old child. Clearly the results of this sort, when they are gen- eral for a large number of pupils, do not mean exactly what they appear to on the surface.


The most probable explanation of this situation was that the pupils were making low scores because they could not read the tests. The school work questions having the more familiar vocabulary were easier to read, hence a relatively higher score here; the intelligence questions having a less familiar vocabulary, were harder to read, hence a relatively lower score in this respect. To check the correctness of this assumption some further tests were given. One of these was a straight silent reading test. It was found that the reading ability of the pupils in terms of age corresponded very exactly with the mental ages disclosed by the original test. In some instances a different type of intelligence test was given, consisting entirely of pictures, therefore requiring no ability to read. In these cases children that in the first test gave evidence of only inferior mental capa- city, showed themselves to be well up to the average in actual brightness. The combined results of all this shows clearly the actual condition. The situation in a word was that the pupils of the fourth and fifth and to some extent
