TREE WARDEN'S REPORT.


The principal work of the past season has been the trimming off and removal of the dead wood from the pub- lic trees of the Town. The large elm trees that line Main Street, and are also present in other parts of the town, had not been trimmed for years, and many of them were filled with dead limbs of large size overhanging the street and sidewalks, the fall of which might cause a serious acci- dent. To remove these required the employment of expert tree climbers. These were employed and the work done as far as in the judgment of the Tree Warden the amount of the appropriation justified.


At the call of the Road Commissioners and the Select- men, together with the requests of citizens a large amount of road trimming has been done, and still more is neces- sary. During the season in all the work done on trees and roadsides, but one gypsy moth was found, but a scout- ing party of seven men of the State force after a three weeks' canvass of the town reported as finding five gypsy moth nests and one pupæ (empty), all on private property.


The elm beetle made its appearance again this year, and although not to so large an extent as in former years, yet enough to render the spraying of some of the trees on Main Street and others necessary, which was done.


In making his expenditures during the season the Tree Warden in his judgment had reserved enough of the appro- priation to go over the roads and secure the brown tail moths, and work on this was commenced as soon as the leaves were off the trees so as to get at them, but it was found that owing to the increase in the moths, with the higher rate of wages for labor, that the amount reserved was not sufficient, so the appeal to the town for more was appropriate.

I would recommend the appropriation of such a sum as will continue the work of trimming the dead wood out of the large trees as well as the trimming of the roadside of brush and wild cherry trees which afford a breeding place for all the insect pests we are troubled with.

REPORT OF JULY FOURTH COMMITTEE.


The committee appointed at the last annual Town Meet- ing for the purpose of expending the appropriation made under Article 17 in the warrant reports as follows :


The amount of the appropriation did not justify the com- mittee in attempting the usual observance as conducted in recent years. It was decided that the entire appropriation for the occasion be expended for fireworks, and a contract was made with the well-known firm of Masten & Wells Fireworks Manufacturing Company, they to assume all responsibility and furnish the display for the amount of the appropriation, namely, $ 100.00.


The committee having in charge the band concerts for the season kindly arranged with the Groton Cornet Band to furnish music during the evening, their services to be considered as one of the regular concerts of the season.

FIRES RESPONDED TO BY COMPANY NO. I.


April 3, 1906, brush fire near Hazel Grove.


April 17, grass and brush fire on land of Mr. E. Clark. April 17, 1906, grass fire, Lawrence playground. May 4, 1906, brush fire on lann of Condon heirs.


May 16, 1906, an alarm at 4.30 a. m. for building owned and occupied by Mrs. Albert Munroe. Owing to the delay in giving the alarm the buildings were entirely destroyed.


May 19, 1906, an alarm for fire on woodland owned by J. B. Raddin near town farm, responded to by Companies No. I and No. 2.


Sept. 3, 1906, a small building owned by Mrs. Augustus Woods was burned. No alarm given.


Oct. 14, 1906, an alarm at 2 P.M., for fire at the Groton Inn. Company responded very quickly; fire was soon put out.


Oct. 14, 1906, brush fire on land owned by Nutting Bros. and H. P. Tainter.


Feb. 19, 1907, an alarm at 12 o'clock, noon, fire in Bap- tist church ; had not gained much headway when discovered ; was soon put out.


There have been a number of chimney fires attended to by members of the Department without a general alarm.

BOARD OF HEALTH.


The Board of Health respectfully submits the following report for the year ending March 1, 1907 :


The number of contagious diseases reported to the Board during the year were as follows :


Diphtheria 2 cases


Scarlet fever 3 cases


Measles 98 cases


In addition to these there were many cases of measles which were not reported, as they should have been accord- ing to law. Throughout the spring there were also many cases of whooping-cough and chicken-pox.


According to a recent law all animals slaughtered for food which are to be taken into another state must be inspected and approved by the local Board of Health. Nine such inspections were made by a representative of the Board, and in each case the meat was found free from disease.

REPORT OF PARK COMMISSIONERS.


The Lawrence Playground has been used during the past season to as full an extent as possible in its present condition. A plot of ground was appropriated for the school gardens that have been so successfully conducted in past seasons. The Tennis Court was put in condition early in the season and was in constant use until early Autumn.


The great need of the playground is a suitable base ball field. Interest in the national game does not appear to lag, as is evidenced by the large attendance at the games on Shumway Field, which, since its completion, has been used by the townspeople when not in use by the students of Lawrence Academy. This arrangement, however, is but temporary and may be terminated at any time. The Commissioners believe the town should seriously consider the advisability of making an appropriation sufficient to put the Lawrence Playground in such condition that those results anticipated by the donor of the land will be realized.


Mention should be made in this report of the good work that is being accomplished by the Village Improvement Society. Their interest in the public grounds and school yards is commendable, and their activities and good works should stir our citizens to greater effort in the direction of more public improvements and greater and larger public spirit, to the end that this beautiful town of Groton may not be lacking in those essentials that appeal to a traveler passing through our streets, or to the seeker of a home who looks beyond the city limits or suburban sleeping places.

We regret to report that the Memorial Tablet opposite the residence of F. M. Boutwell was badly disfigured dur- ing the year. Complaint was made of the culprit, and he was brought before the District Court where, in view of his age and other circumstances he was placed on probation. Later the same offender was before the Court on another charge and he has been placed in' a suitable institution where delinquent and wayward children are properly cared for. Arrangements have been made for putting the tablet in proper condition at an early day.


The unexpended balance will be required for the comple- tion of the roadway from Main Street to the playground, and the repairs on the Memorial Tablet. Commissioners recommend that $ 100.00 be raised and appropriated and that the revenue from the playground be placed at their disposal.
