Warrant for Election on February 2, 1931 TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS
Worcester, ss.
To either of the Constables of the Town of Athol in the County of Worcester, Greeting:
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Athol, qualified to vote in elections and in town affairs, to meet in their respective precincts in said Athol, at the following places designated and appointed as polling places, to wit:
Precinct One, at the Town Hall; Precinct Two, at Memorial Building.
Monday, the second day of February, next, it being the first Monday in said month, at six o'clock in the forenoon, to bring in their votes to the Election Officers for Moderator, Treasurer, Highway Surveyor, Collector of Taxes, Tree Warden, three Constables, all for one year; Selectman, Assessor, Member Board of Public Welfare, Sewer Commissioner, Sinking Fund Commissioner, Water Commissioner, Park Commissioner, Member Board of Health, two Members of School Committee, two Library Trustees, all for three years; one Cemetery Commissioner

for five years; one Cemetery Commissioner for four years; one Cemetery Commissioner for three years, all on one ballot.
The meeting for transaction of town business will be held on Monday, the sixteenth day of February, next, at six-fifteen o'clock in the evening in Memorial Building.
The polls will be opened at six o'clock in the forenoon, and may be closed at four o'clock in the afternoon.
And you are hereby directed to serve this warrant by posting up attested copies thereof, in each of the Post Offices in said town, seven days at least before the time for holding said meeting and by publishing a like copy in one or more of the newspapers published in said town two days at least before the time for holding said meeting.
Hereof fail not, and make due return of this warrant with your doings thereon, unto the Town Clerk, at the time and place of meeting as aforesaid.

Annual Meeting for the Transaction of Business February 16, 1931 TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS
Worcester, ss.
To either of the Constables of the Town of Athol, in the County of Worcester, Greeting:
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Athol, qualified to vote in elections and Town Affairs, to meet at the Memorial Building in said Athol, on Monday, the sixteenth day of February, 1931, at six-fifteen o'clock in the evening, then and there to act on the following articles:
Article 1. To receive and act upon the annual reports of the officers of the Town.
Article 2. To choose all necessary Town Officers not already elected.
Article 3. To hear reports of Committees and act thereon.
Article 4. To see if the Town will choose one or more agents to prosecute and defend lawsuits, compromise and adjust the same.
Article 5. To raise such sums of money as may be necessary to defray Town charges the ensuing year and make appropriations for the same.

Article 6. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of revenue of the financial year beginning January 1, 1931, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Article 7. To determine the manner of collecting taxes for the ensuing year.
Article 8. To see if the Town will vote to oil the streets or a portion thereof the present year, raise and appropri- ate money therefor.
Article 9. To see if the Town will raise and appropriate any sum of money for the observance of Memorial Day.
Article 10. To see if the Town will raise and appropri- ate any sum of money for the repair and care of the clock on the Congregational Church in Athol.
Article 11. To see if the Town will vote to raise and appropriate a sum not exceeding Five Thousand Dollars ($5,000) for permanent roads for the ensuing year.
Article 12. To see if the Town will raise and appropri- ate the sum of Fifty Dollars ($50) for care of Soldiers' graves or act in relation thereto.
Article 13. To see if the Town will vote to raise and appropriate a sum of money for the collection of garbage, or act in relation thereto.
Article 14. To see if the Town will vote to raise and appropriate a sum of money for expenses of dental clinic for the ensuing year, or act in relation thereto.
Article 15. To see if the Town will vote to raise and appropriate any sum for new sidewalks for the ensuing year.
Article 16. To see if the Town will raise and appropri- ate the sum of Two Hundred Dollars ($200) to be paid

for the Trustees for County Aid to Agriculture in Accord- ance with the provisions of and for the purpose of Chapter 128, General Laws, or for the support of Demon- stration Work under the direction of the Agent or Instructors of the Trustees on land owned by the Town, or any resident thereof.
Article 17. To see if the Town will choose a Director in accordance with the Provisions of Chapter 128, General Laws.
Article 18. To see if the Town will appropriate any sum of money for the expenses of the Water Department for the ensuing year, or act in relation thereto.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the collection of rubbish during the ensuing year, or act in relation thereto.
Article 20. To see if the Town will vote to raise and appropriate a sum of money for the employment of a District Nurse and the maintenance of an automobile for said nurse, or act in relation thereto.
Article 21. To see if the Town will elect at this meet- ing a Recreation Commission of five members to serve without pay. One member to represent the School Depart- ment; one member to represent the Park Commission and three others.
Article 22. To see if the Town will raise and appropri- ate the sum of Three Thousand Dollars ($3,000) to be used by the Recreation Commission to carry on the Five Playgrounds and Two Skating Rinks.
Article 23. To see if the Town will vote to raise and appropriate the sum of One Thousand Two Hundred Fifty Dollars ($1,250.00) for the laying of a new drain beginning at the present drain running across Old Main Street just north of the Starrett Power House and running westerly on the southerly side of Old Main Street to a point approx- imately parallel to the front of the L. S. Starrett Company

Power House, thence northerly in front of said Power House, emptying into Millers River below the present Starrett Dam; also for the closing of the present drain crossing Old Main Street where this new drain starts.
Article 24. To see if the Town will raise and appropri- ate the sum of $700.00 to rebuild the Royalston Road in conformity with plans and recommendations of the Worcester County Commissioners, or act in relation thereto.
Article 25. To see if the Town will raise and appropri- ate the sum of five hundred dollars ($500.00) to pay Starrett's Band for Band Concerts for the season of 1931.
Article 26. To see if the Town will raise and appropri- ate the sum of $2500.00 to renew the heating apparatus of Lake Park School building.
Article 27. To see if the Town will vote to appoint a Committee to review the names of all streets, avenues or public ways of the Town, and recommend at a later meet- ing such changes as may be necessary to avoid present duplication.
Article 28. To see if the Town will vote to discontinue or otherwise care for that part of the Pleasant Street drain now running through the property of Miss Jennie Lawton or act in relation thereto.
Article 29. To see if the Town will continue the survey of real estate made in Athol, commencing at the section completed in 1930, eventually to extend all over the town, prepare plans, maps and titles of the same for the assess- ing department, raise and appropriate One Thousand Dollars ($1,000) for work in 1931, or act in relation thereto.
Article 30. To see if the Town will vote to authorize the Town Treasurer to cancel $10,000.00 Town of Athol Sewer bonds. Also a note of $3,200.00 issued by the Town, now held by the Sinking Fund Commissioners.

Article 31. To see if the Town will vote to adopt the "National Electrical Code" as a standard for all electrical work, or act in relation thereto.
Article 32. To see if the Town will vote to instruct the Selectmen to appoint an electrical inspector to have entire supervision over all outside and inside electrical work, or act in relation thereto.
Article 33. To see if the Town will instruct the Fire Engineers to appoint one (1) additional permanent man to Station Number Two of the Fire Department; raise and appropriate the sum of Fourteen Hundred and Fifty Dollars ($1,450.00) for the same, said sum to be added to the general appropriation for fire department, or act in relation thereto.
Article 34. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.00) for new Hydrants, replacements, re-locations and repairs, said sum to be expended under the supervision of the Fire Engineers, or act in relation thereto.
Article 35. To see if the Town will vote to purchase and install a Fire Alarm Box at the corner of Sanders and Smith Streets, raise and appropriate the sum of two hun- dred dollars ($200.00) for the same, or act in relation thereto.
Article 36. To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars ($1,500.00) to extend its sewer system, or act in relation thereto.
Article 37. To see if the Town will raise and appropri- ate any sum of money to purchase a truck for Tree Warden.
Article 38. To see if the Town will vote to raise and appropriate any sum of money for the purchase of street signs, with a view to eventually suitably marking all the streets in town.

Article 39. To see if the Town will vote to raise and appropriate any sum of money for working C Street to grade and erect retaining wall, or act in relation thereto.
Article 40. To see if the Town will vote to accept the layout and grade of Twitchell Street as established by the Selectmen, raise and appropriate Five Hundred Dollars, ($500.00) for damages to Mrs. Elizabeth Locke.
Article 41. To see if the Town will vote to accept the layout and grade of Lenox Street Extension as established by the Selectmen.
Article 42. To see if the Town will vote to accept the layout and grade of Lincoln Avenue as established by the Selectmen.
Article 43. To see if the Town will vote to accept the layout and grade of Paige Street as established by the Selectmen.
Article 44. To see if the Town will vote to accept the layout and grade of Franklin Street as established by the Selectmen.
Article 45. To see if the Town will vote to accept the layout and grade of Radcliff Street as established by the Selectmen.

Article 51. To see if the Town will vote to raise and appropriate any sum of money to pay the N. D. Cass Co. for loss of water caused by the reconstruction of Freedom Street, or act in relation thereto.
Article 52. To see if the Town will vote to raise and appropriate any sum of money to pay the J. W. Moulton & Son, Inc., for loss of water caused by the reconstruction of Freedom Street, or act in relation thereto.
Article 53. To see if the Town will vote to raise and appropriate the sum of One Thousand Seven Hundred Seventy-four Dollars and Thirty-five cents ($1,774.35) in compliance with the provisions of Chapter 212 of the Acts of 1925, same being the amount levied by the County Commissioners for the care of tuberculosis patients in the County of Worcester.
Article 54. To see if the Town will raise and appropri- ate the sum of Two Hundred One Dollars and Thirty Cents ($201.30) to reimburse the City of Worcester for relief extended needy citizens of Athol, or act in relation thereto.
Article 55. To see if the Town will extend the present Main street lighting system westerly on Main Street from its present terminus at Church street to the Millers River bridge or any other continuation that may seem best, raise and appropriate any sum of money for the same or act in relation thereto.
Article 56. To see if the Town will vote to amend the Article added to the Town By-Laws under Article 17 of the warrant adopted February 18, 1924. To wit: By add- ing the following paragraph: "The Memorial Hall Com-

mittee shall grant the Edward H. Phillips Post, Number 102, American Legion, the use of Memorial Hall on Armistice Day of each year without charge; and also the rentable portions of Memorial Building on one other date of each year without charge, providing said use shall not be for the purposes of revenue or gain," or act in relation thereto.
Article 57. To see if the Town will vote to raise and appropriate any sum of money to buy the following lots at South Park, for the Highway Department, for a gravel bank, etc., or act in relation thereto:

Article 58. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.00) for the purpose of erecting a suitable wire fence around the Old Pleasant Street Cemetery rear No. 69 Pleasant Street, or act in relation thereto.
Article 59. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) for the purpose of working Highland Street, or act in relation thereto.
Article 60. To see if the Town will vote to establish a planning board, and elect at this meeting five members to serve in this capacity, this action being necessary in accordance with Section 70, Chapter 41, of the General Laws, or act in relation thereto.
Article 61. To see if the Town will vote to raise by borrowing or otherwise, for all such sums of money as

may be needed for all and any of the purposes mentioned in the foregoing articles, provision for which has not been made.
The Advisory Committee will be at the Advisory Com- mittee Room, Memorial Building, Tuesday evening, Feb. 10th, at 7:30, to confer with the department heads, and Thursday evening, Feb. 12th, at 7:30 to meet the general public.
And you are hereby directed to serve this warrant by, posting up attested copies hereof, in each of the Post Offices of said town, seven days at least before the time of holding said meeting and by publishing a like copy in one or more of the newspapers published in said town two days at least before the time for holding said meeting.
