That a substantial balance was turned back into surplus at the close of the year is due to the large amount of work these cases entailed. On account of the inadequate facil- ities of the Welfare office, it was only possible to start a very few at a time, which were added to as time permitted. Filling applications, investigating and entering them on records consumed many hours of tedious work.

Unable to Operate Efficiently
The Welfare Department has been operating year after year with a constant increase in duties and expenditures, and with practically no enlargement in administrative facilities. Before the depression and the arrival of the Old Age Assistance law, the department was being over taxed, and the need of an administrator who could de- vote his entire attention was in evidence. Duties have now become so congested, that it is impossible for the Board to do justice to the families served and properly guard expenditures. We feel the need of a permanent man, one familiar with settlement laws and fully acquainted with all the intricate elements which abound in welfare work.
The Infirmary
The infirmary has been well managed the past year by Mr. and Mrs. Justin Welch. Naturally this branch of the Welfare Department was operated to full capacity. At the present time there are 20 inmates being cared for. All available space is being used, and for lack of room, several individuals are being boarded in private families. Athol has accommodated in years past, surrounding towns with- out infirmaries, by boarding some of their charges. We have been obliged to discontinue this practice, and at pres- ent, all inmates in the infirmary have Athol settlements.

No expensive improvements have been made to the build- ings the past year, but they have been kept in good con- dition. The warden has had a busy year, overseeing the large number of men who have been sent to the infirmary daily to engage in work. One of the latest projects which will come under the supervision of the warden is the over- seeing of the cutting of heavy brush and light wood, on land of the Water Department. Unemployed will be used for this work, which will not only improve the land for the Water Department, but many cords of wood will be secured for distribution among families in want.
Conclusion
We wish to thank the heads of the various town depart- ments, all of whom have given us extremely helpful co-operation. Churches, and private welfare agencies have done much to lessen our burdens. Outstanding is the Unemployed Committee, which has been a helpful and appreciated benefit to the community. It has successfully raised funds for relief work, and to all those who have contributed time and money, we are extremely grateful. Salaried town officials and employees have been exceed- ingly generous. They contributed for the benefit of the unemployed over $900 the first five weeks after the project was instigated, and have made pledges amounting to over $2000. The Unemployed Committee relieves the Welfare Department of whatever expenditures they make, and thereby takes this amount from taxation. Contributions to this committee should be cheerfully given by all those able to do so.
While we have passed through the most trying year yet known, we believe there has been no acute suffering from

want, and with the continued co-operation of the above, we believe the "distress calls" of 1932 will be effectively handled.
