Mr. Mattoon then presented his written report covering the past six months, showing school aims and progress,

and the report was discussed in detail by the committee members. Joint meetings for all teachers in the Union have continued to be held throughout the year, for the discussion of mutal problems and for demonstrations of teaching. Selections of new systems have been continued. Handwriting is the latest one and Arithmetic is now under consideration.


It is gratifying to note that during the past six months all three towns in the Union have done much to improve school buildings and grounds. Both Carver and Lakeville have installed modern toilet facilities in schools, with many other improvements, and Rochester has installed a Health room and increased lighting in two rooms.


School Dental work has been put on a Union basis with one dentist in charge.


At the close of the regular business, Mr. Mattoon pre- sented a request for release from his present contract, to take effect on or before January 1, 1941, in order that he might accept a position of greater responsibility. It was unanimously voted that this request be granted. Deeply as we regret losing Mr. Mattoon, we consider ourselves fortunate in having had his services so long. All Committee members and teachers who have had the privilege of working with him, have been helped by his unfailing cheerfulness, generous cooperation and inspir- ing energy.


At a special meeting on November 26 at the Assawomp- sett School in Lakeville, the Union Committee elected Mr. George R. Austin as Superintendent beginning January 1, 1941. Mr. Austin has been Principal of the Junior- Senior High School in Dighton, Massachusetts for the past seven years and all members of the Union Committee feel that they are fortunate in being able to secure his services.

At the recent meeting of School Union 47, it was voted that a letter be sent you expressing the appreciation of the Committee for the fine work and cooperation which you have given them during the time you were Superintendent of this Union.


Every Committee member who has had the privilege of serving with you has been deeply conscious of the unfail- ing and efficient help which you have given them at all times, and all agree that each school in the Union has been definitely improved during the brief term of your super- intendency.

TOWN WARRANT AND REPORT OF FINANCE COMMITTEE


Plymouth, ss. To either of the Constables of the Town of Carver, Plymouth County, Greeting :


In the name of the Commonwealth of Massachusetts, you are directed to notify the Inhabitants of the Town of Carver qualified to vote in elections and in town affairs to meet at the Town Hall in said Carver on Monday, the third day of March 1941, at two o'clock in the afternoon, then and there to act on the following article, namely :


Article 1. To choose all necessary town officers, the following officers to be voted for all on one ballot, viz ;- Moderator, Treasurer, Town Clerk, Collector of Taxes, Three Auditors, Three Constables, Three Herring Com- mitteemen, one Tree Warden, and one Highway Surveyor, each for one year. One Assessor, One Selectman, One School Committeeman, One Cemetery Commissioner, One Park Commissioner, One Member of Public Welfare and Two Library Trustees, each for Three Years,, and One Park Commissioner for Two Years.


The polls will be open for at least five hours.


And you are directed to further notify said Inhabitants of said town that as soon as the ballots have been counted the meeting will adjourn to Tuesday, March 4, 1941, at nine o'clock A. M. and at that time will reconvene at said Town Hall in said Carver, then and there to act on the following articles, namely :


Article 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the

revenue of the financial year beginning January 1, 1941, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec- tion 17, Chapter 44, General Laws.


Article 2. Recommended by Finance Committee.


Article 3. To raise and appropriate such sums of money as may be necessary to defray town charges for the ensuing year.

Article 4. To see if the Town will vote to appropri- ate a sum of money not to exceed eight hundred dollars ($800.00) from the free cash in the town treasury for the sole purpose of meeting charges against the cemetery funds in the town treasury, all monies expended under this vote to be refunded before the end of the current year.


Article 4. Recommended by Finance Committee.


Article 5. To see if the Town will vote to accept the cemetery fund or funds paid into the town treasury under the perpetual care statutes, or act anything theron.


Article 5. Recommended by Finance Committee.


Article 6. To see if the Town will authorize the Select- men to prosecute, compromise or defend suits for or against the Town.


Article 6. Recommended by Finance Committee.


Article 7. To see what disposition the town will make of the dog fund.


Article 7. Recommended by Finance Committee to be added to Library Account.

Article 8. To see what amount the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and to choose a town director as pro- vided in Sections 41 and 42 Revised Chapter 128 of the General Laws and act thereon.


Article 8. Recommended by Finance Committee that $100.00 be raised and appropriated.


Article 9. To see what pay the Town will vote the Treasurer, Town Clerk, Collector of Taxes and other Town Officers for the ensuing year.


Article 9. Recommended by Finance Committee as follows,


Moderator :


$10.00 for the Annual Town Meeting. $5.00 for each Special Meeting.


Town Clerk : $300.00


Town Treasurer : $600.00


Collector of taxes : $600.00


Highway Surveyor : 85 cents per hour.


School Committee Members: $2.50 per day as provided by the law of the Com- monwealth, plus $2.50 additional per day of eight hours.


Constables :


50 cents per hour.

All other officers elected by the Town; 621/2 cents per hour.


Article 10. To see if the Town will vote to raise and appropriate a sum of money not to exceed one thousand dollars ($1000.00) for Chapter 90 maintenance; said sum, or any portion thereof, to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, and act thereon or thereto.


Article 10. Recommended by Finance Committee.


Article 11. To see if the Town will vote to raise and appropriate a sum of money not to exceed one thousand dollars ($1,000.00) for the improvement of Purchase St .; under Chapter 90, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or take any other action in relation thereto.


Article 11. Recommended by Finance Committee.


Article 12. To see if the Town will vote to transfer from the overlay reserve account to 1941 Reserve Account, the sum of five hundred dollars ($500.00) or such other sum of money as may be voted the 1941 Reserve Account by the Town.


Article 12. Recommended by Finance Committee.


Article 13. To see if the Town will vote to authorize the Board of Public Welfare to use the Federal Govern- ment Reimbursement for administration, and to act any- thing thereon or thereto.


Article 13. Recommended by Finance Committee.


Article 14. To choose all necessary Town officers not elected by ballot.

Article 15. To see if the Town will vote to raise and appropriate the sum of four hundred sixty one dollars and eighty-eight cents ($461.88) to pay outstanding Pub- lic Welfare bills of 1940, and act anything thereon or thereto.

Article 16. To see if the Town will vote to raise and appropriate the sum of forty two dollars and fifty seven cents ($42.57) to pay outstanding School bills of 1940, and act anything thereon or thereto.

Article 17. To see if the Town will vote to authorize the Selectmen to accept, on behalf of the Town, certain real estate deeded to it, as appears in the records of the Register of Deeds, page 588, Book 1793, and act anything thereon or thereto.

Article 18. To see if the Town will vote to raise and appropriate a sum of money not to exceed three hundred and eighty dollars ($380.00) for a new safe for the Town Clerk's office, and act anything thereon or thereto.


Article 18. Recommended by Finance Committee.


Article 19. To see if the Town will vote to amend Section 5 of Article 11 as appears in the Town of Carver By-Laws, edition of 1938 to read: "The finance committee may appoint such sub-committees as it may deem advis- able; except that, the finance committee shall appoint a sub-committee of not less than three to meet jointly with the school committee at any or/and all meetings or por- tions thereof of said school committee at which the annual school budget, or any portion thereof, to be voted on by the

town at its next annual session, is being drafted." Said sub-committee to act pursuant to Article 11, Sections 11 and 12 of aforementioned By-Laws. The secretary of the school committee must notify, in writing, the chairman of the finance committee of the time and place of said meetings, and said notification must be received at least 15 days, excluding Sundays and legal holidays, prior to first meeting of said joint committee. (By petition) .


Article 19. Recommended by Finance Committee that this article be not adopted.


Article 20. To see if the Town will vote to accept Sections 120 and 120 A of Chapter 94 of General Laws, Tercentenary Edition, relating to slaughter houses, and act anything thereon or thereto.


Article 20. Recommended by Finance Committee.


Article 21. To see if the Town will vote to take from the free cash the sum of $10,000.00 or such other sum as may be available, to be used to reduce taxes, and act any- thing thereon or thereto. (By request of the Finance Com- mittee).


Article 22. To see if the Town will vote to raise and appropriate the sum of $350.00 the same to be used for landscaping work at the E. Tillson Pratt school house, at North Carver, the work to be done under the direction of a committee appointed by the Moderator, and act any- thing thereon or thereto. (By request of the Finance Committee) .


And you are directed to serve this warrant by posting up attested copies thereof, at the several places designated by vote of the town seven days at least before the time of holding said meeting.

Hereof fail not and make due returns of this warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.
