FORTY-NINTH ANNUAL REPORT


OF THE


TRUSTEES OF THE TAFT PUBLIC LIBRARY.


It is indeed gratifying to note that while the radio is found to-day in a large percentage of our homes, the taste for good books remains undiminished and the general public still realizes, and appreciates the educational value of the good books and magazines that can be found in our library.


During the past summer, the floors were thoroughly cleaned and varnished, thus adding to the general appearance of the rooms as well as to the preservation of the floors. As a matter of economy, this work should be done every few years.


Mr. Raymond Daley has shown a very fine public spirit by making and presenting to the Library, two book cases for the reading room, thus relieving very materially the congested con- dition. The gratitude of the Trustees, and of the town is due Mr. Daley for his kind consideration and thoughtfulness.


The Trustees would ask for a continuance of the same hearty co-operation of the Town's people that has been so pleasingly shown in the past.

TO THE TRUSTEES OF THE TAFT PUBLIC LIBRARY :-


The circulation for the year (100 days) was 9,097 volumes. The largest given out in one day was 193, the smallest, 30, the average, 91. The circulation by classes was as follows: Fiction, 6,681 ; Magazines, 1,495; Bound Magazines, 36; Biography, 220; Travel, 35; History, 66; Literature, 213; Useful and Fine Arts, 130; Science, 95; All others, 126.


There are 6,859 volumes in the library. 216 volumes have been added the past year and 15 were taken out as they were worn out. 87 were bought by the town, 129 were given as fol- lows :

AUDITOR'S REPORT.

This is to certify that I have examined the accounts of the Town Officers, who have received or disbursed funds belonging to the Town of Mendon for the year ending Dec. 31, 1929 and find they correspond.


I find that the Collector's Deed to the amount of one hundred and fifty-three dollars and sixty-five cents ($153.65) is not valid, due to a technical error, and should be reported as un- collected taxes.


I find that the School Department paid five hundred and forty dollars and twenty-four cents ($540.24) which was the amount of unpaid bills Dec. 31, 1928, from regular appropria- tion for year 1929.

I submit herewith my report of an audit of the accounts of the town of Mendon for the period from January 1, 1928 to August 31, 1929, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Account- ant of this Division.

Sir :


In accordance with your instructions, I have made an audit of the books and accounts of the town of Mendon for the period from January 1, 1928 to August 31, 1929, and report thereon as follows :


The financial transactions of the town as recorded on the books of the several departments were examined and checked for the period covered by the audit, and a balance sheet, which is appended to this report, was prepared showing the financial con- dition of the town as of August 31, 1929.


The appropriations voted by the town, as recorded by the town clerk, were checked with the selectmen's books, and the payments were checked by a comparison of approved bills and pay-rolls with the orders authorizing disbursements and with the treasurer's books.


In checking the disbursements it was found that no appro- priation had been provided for payments for state aid, the as- sumption apparently being that the reimbursement from the State is available therefor. Appropriations should be voted for all items of expenditure, and all receipts of the town must be paid to the town treasurer and cannot be used later without specific appropriation thereof by the town, as provided by Section 53, Chapter 44, General Laws, which reads as follows:


All moneys received by any town officer or de- partment, except as otherwise provided by special acts and except fees provided for by statute, shall be paid by such officer or department upon their receipt into the town treasury. Any sums so paid into the town treasury shall not later be used by such officer or department without a specific appropriation thereof, except that

sums allotted to towns for highway purposes by the commonwealth or a county, which shall be used only for the purposes specified by the officials making the allot- ment or to meet temporary loans issued in anticipation of such allotment as provided in section six or six A, shall be available therefor without any appropriation.


The books and accounts of the treasurer were examined and checked in detail. The recorded receipts were checked with the records in the several departments collecting money for the town and with other sources from which money was paid into the town treasury; and the payments were checked with the select- men's orders authorizing the treasurer to disburse town funds.


The cancelled checks were checked to the selectmen's orders, the cash book was footed and analyzed, the cash on hand August 31, 1929, was verified by an actual count, and the bank balance was reconciled with a statement furnished by the bank.


The savings bank books representing the investments of the trust funds in the custody of the town treasurer were exam- ined, the income and withdrawals being proved and found to be correct.


The books and accounts of the tax collector were checked. The commitments were examined and verified, and the receipts were checked with the payments to the treasurer. The abate- ments were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and proved. A further verification of the outstanding accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


The town clerk's records of dog and of hunting and fishing licenses issued were examined, and the payments to the county and to the State, respectively, were verified.


In checking the accounts of the public weigher, it was noted that one half of the fees collected by him are retained in lieu of salary. It is recommended that in the future all receipts for fees

be paid to the town treasurer in accordance with the provisions of Section 53, Chapter 44, General Laws, previously quoted, and that the weigher be paid for services rendered on authority of selectmen's orders on the town treasurer.


The fees collected by the sealer of weights and measures are paid by him to the town treasurer only once a year. In the future, such receipts should be paid to the town treasurer month- ly, as required by Section 34, Chapter 98, General Laws.


The surety bonds furnished by the town treasurer and tax collector for the faithful performance of their duties were ex- amined and found to be in proper form.


The records of the receipts from Town Hall rentals, from the school, health, and public welfare departments, and from the public library were examined and checked, the payments to the treasurer being compared with the treasurer's books.


In addition to the balance sheet there are appended to this report tables showing a reconciliation of the treasurer's cash, summaries of the tax accounts, together with tables relative to the trust fund transactions.


For the courtesy and assistance rendered by the several officials during the process of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
