TO THE CEMETERY COMMITTEE.
GENTLEMEN :-
The recommendations of the committee last spring of what needed to be done has been carried out. The filling of the low land south of the sandbank is com- pleted. There is a large quantity of land left, which is fortunate, as it is needed to fill other low places that are. worthless for burial purposes except they are fil- led up to a proper grade, after that is done it will make a large number of very desirable lots, and make quite an improvement in the appearance of the cemetery.
The new pond in the easterly part of yard is completed. It is built in the low swampy part of the meadow. It is supplied with water from Cohasset brook. The land round the pond has been filled and graded. We have several hundred loads of material

taken from the pond which will be used for top dres- sing on the newly graded parts of the cemetery.
. The general work of keeping the cemetery in order has been similar to previous years. The grass is improving in quality, and trees, shubbery and ever- green are growing finely. We planted last spring over three thousand tulip bulbs, which we expect will make (this spring) the finest display of flowers ever seen in this part of the state. -
Interest in the cemetery increases every year. It is visited by hundreds of people daily during the sum- mer and fall months.
The importance of putting lots under perpetual care is better understood. The past year more lots were put under perpetual care than any previous years.
I would advise for the coming year the comple- tion of the removal of the sand bank to fill up the low places, also the setting out of more evergreens, trees and shubbery, also the extension of the water supply.
Much interest is felt in erecting monuments. Many very fine ones have been erected the past years.

In submitting their annual report the Cemetery Committee are pleased to commend the work of the Superintendent Samuel Williams. The grounds each year are being made more attractive under his super- vision. We bespeak the hearty co-operation of the Citizens in uniting their efforts with those of our Superintendent in the work he so successfully carries onl.
The fund now amounts to $10,464.25 an increase of $890 over last year.

The management of the property by Mr. and Mrs. William L. McDonald as superintendent and matron has been to the satisfaction and approval of the Overseers, who have engaged their services for another year.

BOARD OF HEALTH.
The Board of Health respectfully submit their re- port for the year ending Dec. 31, 1899.
The sanitary condition of the town for the past year has been on the whole good, with the exception of an outbreak of measles in the early part of the win- ter.
We have been very free from contagious and in- fectious diseases. Owing to the dry weather lasting through the summer and autumn months, less trouble from overflowing cesspools was experienced than usual.
It is hoped that before another autumn the sewer now being built, will have been so far completed as to reach some of the localities in most urgent need of relief, particularly Crane and Pine streets.
The vital statistics of the town for the past year are as follows :-

SEALER OF WEIGHTS AND MEASURES.

The undersigned entered upon his duties as Sealer of Weights and Measures May 1, 1899, but found that the law was not understood by a large number who use weights and measures, but have tried to do the best that could be done. Under the circumstances perhaps a few extracts of the law would not be, out of place at this time.
EXTRACTS FROM CHAPTER 65 OF THE PUBLIC STATUTES.
SECT. 12. The sealers of weights and measures in the several cities and towns shall annually give public notice by advertisement, or by posting in one or more public places in their respective cities and towns notices to all inhabitants or persons having usual places of business therein, and who use weights, measures, or balances for the purpose of selling any goods, wares, merchandise or other commodities or for public weighing, to bring in their weights, meas- ures and balances to be adjusted and sealed. Such

sealers shall attend in one or more convenient places, and shall adjust, seal and record all weights, measures and balances so brought in.
SECT. 13. After giving said notice, the said sealers shall go to the houses, stores and shops of persons who neglect to comply therewith, and, having entered the same with the assent of the occupants thereof, shall adjust and seal their weights, measures and balances.
SECT. 19. When a complaint is made to a sealer of weights and measures by any person, that he has reasonable cause to believe, or when such sealer him- ' silf has reasonable cause to believe, that a weight. measure ot balance used in the sale of any commodity within his city or town is incorrect, the said sealer shall go to the place where such weight, measure or balance is, and shall test the same and mark it accord- ing to the result of the test applied thereto; and if the same is incorrect and cannot be adjusted, the said seal- er shall attach a notice thereto certifying that fact and forbidding the use thereof until it has been made to conform to the authorized standard. Any person using a weight, measure or balance after a sealer has de- manded permission to test the same and has been re- fused such permission, shall be liable to penalty of not less than ten nor more than one hundred dollars.
