ANNUAL REPORT


Report of SUPERINTENDENT OF SCHOOLS


To the School Committee and Citizens of Oakham:


This report is the fifty-first in the series:


The school year 1950 has been a year of many changes in the teaching staff. Miss Gloria George was elected to teach Grades V - VIII, but was forced to resign in January, due to transportation difficulties. Mrs. Mary M. Chesnis was engaged to take her place, but resigned in April as her family moved to the South. Mrs. Elsie J. Havens finished the school year. Mrs. Esther G. Hawkes, a teacher of several years experience, was elected in September.


In addition to the changes in teachers, the Board of Health condemned the schoolbuilding. Through the kind- ness and cooperation of the Paxton School Committee, it was possible to conduct classes for Oakham pupils in two rooms in the Paxton School. The administration wishes to thank the Paxton Committee for the privilege of using its building. The children are being transported to Paxton daily, but it is hoped that the Oakham building will soon be in order and the children may return to their school.


Standardized Mental Ability Tests were given in October to Grades V through VIII. The average general intelligence of the pupils was 15% above the norm for the


country. Their achievement in academic subjects has dropped about 5% the nast vear. This is. no doubt, due to the teacher changes. I feel certain that under the excel- lent leadership of our present teachers, the pupils will be above the grade norms in June.


It has been reported that Mr. George W. Dean. Chair- man of the School Committee, will not be a candidate for re-election. May I express the appreciation of the School

Committee and the citizens for his eighteen years of faith- ful and conscientious service. It is hoped that he will continue to be interested in the educational welfare of the young people of Oakham.

3 Report of THE SCHOOL PHYSICIAN


To the Superintendent of Schools:


The School Physician submits the following report for 1950.


In the Spring of 1950, immunization for diptheria was completed.


In May, the pre-school children were examined at a special Clinic and those who required vaccination received it.


Pupils of the second, fourth, sixth and eighth grades, in all grammar schools, have been examined.

Report of THE SCHOOL NURSE


To the Superintendent of Schools:


The yearly physical examinations of the school children have been completed by Dr. Mayo. Defects have been recorded on the physical record card of each pupil. The predominant defects were diseased tonsils and carious teeth. The parents are urged to have corrections made.


Three diptheria immunization clinics were held and 43 pupils were innoculated.


Pre-school children were examined and vaccinated at the clinic held in May.


The annual vision test has been given and most of the defects have been corrected.


Throughout the year routine work went on, such as home visits, personal interviews, weighing and measuring, inspections, first aid, excluding sick children who either came to school ill or who became ill at school, planning and assisting the school physician in clinics.

Report of THE MUSIC SUPERVISOR


To the Superintendent of Schools:


The following is a report of my program of Music.


A graded program of music reading readiness and actual music reading is carried on in Grades I - VIII.


The children's enjoyment of music through participa- tion and listening is of prime importance and the aquisition of recordings of the world's best music has made pos- sible a program of music appreciation.


The fine spirit of teachers and students has been of great assistance throughout the year.

Report of THE ART SUPERVISOR


To the Superintendent of Schools:


Grades I through IV have been concentrating on creative expression. Recently, they have been working on projects dealing with color and composition.


Grades V through VIII, having finished the work in creative composition, have had several lessons on figure drawing. They are now working on compositions which contain studies of figures in action.


Teachers and pupils alike are interested, helpful, and should be encouraged to keep up their fine work.

WARRANT


THE COMMONWEALTH OF MASSACHUSETTS

To either of the constables of the town of Oakham in the county of Worcester:


GREETINGS :-


In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of the town of Oakham qualified to vote in elections, and in town affairs to meet at the town hall, known as "Memorial Hall" on Monday, the fifth day of February next, at 12 M. at which time the polls will be opened and will be closed at 8 P. M.


Business meeting will open at 8 P. M., then and there to act on the following articles:


Article 1-To hear the annual report of the several town officers, and act thereon.


Article 2-To choose one Selectman, one Assessor, one member of the Welfare Board, one member of the School Committee, one Library Trustee, one member of the Cemetery Committee, all for three-year terms; a Col- lector of Taxes, Treasurer, Auditor, Tree Warden, six Con- stables, three Fence Viewers, and Moderator for one year, all on one ballot.


Article 3-To choose all necessary town officers and committees for the ensuing year, not required to be elected by ballot.


Article 4-To see if the town will vote to fix the salary and compensation of all elective officers of the town as provided by section 108 of chapter 41, General Laws, as amended: 1 Town Clerk, 3 Selectmen, 3 Assessors, 3 Board of Public Welfare, 3 School Committee, 1 Moderator, 1 Tax Collector, 1 Treasurer, 1 Auditor, and raise and appropriate a sum of money therefor.

Article 5-To see what compensation the town will allow for men and trucks in repairing highways and open- ing roads for the ensuing year.


Article 6-To see if the town will raise and appropri- ate a sum of money to bond their Treasurer, Collector and Town Clerk.


Article 7-To raise and appropriate such sums of money as may be necessary to defray the following town charges: SCHOOLS, PUBLIC WELFARE, OLD AGE AS- SISTANCE, AID TO DEPENDENT CHILDREN, TOWN OFFICERS' SUPPLIES, STREET LIGHTS, BOARD OF HEALTH, ELECTION AND REGISTRATION, IN- SPECTION OF ANIMALS, INSPECTION OF SLAUGHT- ERING, POLICE, PRINTING, MEMORIAL DAY, DOG OFFICER, SEALER OF WEIGHTS AND MEASURES, MISCELLANEOUS, LIBRARY, CEMETERIES, FIRE DE- PARTMENT, MILITARY AID AND ADMINISTRATION, MOTH SUPPRESSION, DUTCH ELM DISEASE, EM- PLOYEES' INSURANCE, RESERVE FUND, FIRE IN- SURANCE, OPENING ROADS, ROADS CHAPTER 81, CARE OF MEMORIAL HALL, TREE WARDEN, IN- SPECTION OF WIRES, EXPENSE OF WORCESTER COUNTY RETIREMENT SYSTEM.


Article 8-To see if the town will authorize the Treasurer with the approval of the Selectmen to borrow during the current fiscal year, in anticipation of the revenue of said year, such sums of money as may be necessary for the current expenses of the town giving the note or notes of the town therefor, these notes to be paid from the revenues of said financial year.


Article 9-To see if the town will appoint some person as agent. to prosecute and defend all suits that may be brought for or against the town in the ensuing year.


Article 10-To see if the town will employ some per- son or persons to care for Memorial Hall and Library Build- ing for the ensuing year.


Article 11-To see if the town will raise and appropri- ate one quarter of the insurance on Old Town Hall.

Article 12-To see if the town will vote to raise and appropriate a certain sum of money to help defray the cost of repairs to Old Town Hall.


Article 13-To see if the town will vote to transfer a certain sum of money from the Machinery Fund to the Machinery Account.


Article 14-To see if the town will raise and ap- propriate a certain sum of money for Chapter 90 Mainten- ance.


Article 15-To see if the town will vote to accept any trust funds that may be left to the town for the care of cemeteries or other purposes.


Article 16-To see if the town will vote to raise and appropriate or transfer from £ unappropriated available funds in the treasury, a sum of money for Chapter 81 High- ways in anticipation of revenue from the State, or take any action in relation thereto.


Article 17-To see if the town will vote to appropri- ate from their surplus revenue a sum of money to be used by the Board of Assessors in figuring the 1951 tax rate, same . to help reduce the amount of the tax rate in 1951.


Article 18-To see if the town will vote to raise and appropriate a certain sum of money to care for the Town Common or take any vote relative thereto.


Article 19-To see if the town will vote to raise and appropriate a certain sum of money for the 4-H Club or take any vote relative thereto.


Article 20-To see if the town will vote to raise and appropriate a certain sum of money to improve the Turn- pike Road, Chapter 90 Construction, said money to be used in conjunction with any money alloted by the State or County or both for this purpose or take any vote relative thereto.

Article 21-To see if the town will vote to raise and appropriate a certain sum of money for the improvement of Spencer Road Chapter 90 Construction said money to be used in conjunction with any money which may be alloted by the State or County or both for this purpose or take any vote relative thereto.


Article 22-To see if the town will vote to raise and appropriate a certain sum of money for the Oakham Civilian Defense Organization, or take any vote relative thereto.


Article 23-To see if the town will vote to raise and appropriate a certain sum of money to pay 2 School House Repair bonds with accrued interest due December 1, 1951, or take any vote relative thereto.


Article 24-To transact any other business that may properly come before said meeting.


And you are directed to serve this warrant by posting attested copies in public places in said town seven days at least before time of holding said meeting.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
