Report of SUPERINTENDENT OF SCHOOLS
To the School Committee and Citizens of Oakham:
This report is the fifty-second in the series:
The school year 1951 has been a memorable one. An additional room has been added, the heating plant changed for the entire building, the rest rooms for the pupils modern- ized, adult rest rooms provided, and the two lower class rooms have been refinished.
The exterior of the building has been painted and with the grading improved the coming year, Oakham's school building and grounds will be greatly improved.
At the beginning of the fall term a third teacher was added, thereby increasing the efficiency of instruction.
Beginning in January 1952, the first and second grades will be moved from the town hall to the first floor.
The committee has provided modern teaching material such as suitable workbooks, testing material, and the eighth grade have been given the Boston University aptitude Tests. These tests aid pupils and teachers to determine the pupils' strong and weak traits.
Future Needs:
No 1 Increased salaries to teachers to meet the addi- tional cost of living, also an increase in salary from time to time for teachers who take professional courses in edu- cational fields.
No. 2 Permanent outside recreational equipment.
In conclusion, I wish to express my appreciation for the interest the newly organized P-TA is taking in the schools, to the fine cooperation and help the school commit- tee is giving, the aid and advise of town officials, reli- gious organizations, teachers and citizens in general are rendering the school.
I feel certain that 1952 will be a banner year for the school of Oakham.

The annual physical examinations have been completed.
Immunization clinics were not conducted last spring. Clinics are being planned for this spring, however, and diphtheria, tetanus toxoid immunization will be given.

Report of THE SCHOOL NURSE
To the Superintendent of Schools:
The yearly physical examinations of the school chil- dren have been completed by Dr. Mayo. Defects have been recorded on the individual physical record card of each pupil. Notices were sent home and the parents are urged to have corrections made.
The annual vision test has been given and most of the defects have been corrected.
Throughout the year routine work went on, such as home visits, personal interviews, weighing and measuring, inspection, first aid, excluding sick children who either came to school ill or who became ill at school, also planning and assisting the school physician in clinics.

Report of THE MUSIC SUPERVISOR
To the Superintendent of Schools:
The aim of the teaching of music in the schools is to develop in all children an intelligent appreciation and un- derstanding of music in its broadest sense and a lasting in- terest in music as a life resource. To accomplish this a five-fold program is presented in the grades - singing, rhythmic activities, dancing, playing instruments, and creating. Perceptions, understandings and skills are com- mulatively developed as each child participates in these diversified activities throughout the entire course.
In the first three grades the children learn that music consists of ideas expressed through tones called "reading readiness." At the fourth grade level we see the emergence of technical controls and insights. Two-part music begins in the fifth grade and three-part in the sixth.
As part of the listening program, the children have learned to recognize some of the dance forms as well as identifying the instruments of a symphony orchestra by sight and sound.
Some square dancing and social dancing has been start- ed.

Report of THE ART SUPERVISOR
To the Superintendent of Schools:
The pupils in all grades are working with a variety of materials and experimenting with many different approach- es to art problems.
In the primary grades the work is done mostly with crayons, with occasional problems using colored construc- tion paper. These grades have also worked on a coope- rative mural project, and projects for the various holidays.
In the intermediate grades the pupils work with cray- ons, water-colors and colored construction paper. Fire pre- vention posters, cooperative murals and holiday projects have been interspersed with lessons in drawing and paint- ing.
The teachers in all grades have been most helpful and willing in assisting with the art program.

WARRANT
THE COMMONWEALTH OF MASSACHUSETTS
Worcester ,ss.
To either of the constables of the town of Oakham in the County of Worcester:
GREETINGS :-
In the name of the Commonwealth of Massachusetts you are required to notify and warn the inhabitants of the Town of Oakham qualified to vote in elections, and in town affairs to meet at the town hall, known as "Memorial Hall" on Monday, the fourth day of February next, at 12 M at which time the polls will be opened and will be closed at 8 P.M.
Business meeting will open at 8 P.M. then and there to act on the following articles:
Article 1. To hear the annual report of the several town officers and act thereon.
Article 2. To choose one Town Clerk, one Selectman, one Assessor, one member of the Welfare Board, one mem- ber of the School Committee, one Library Trustee, one mem- ber of the Cemetery Committee, all for three year terms; a Collector of Taxes, Treasurer, Auditor, Tree Warden, six Constables, three Fence Viewers, and Moderator, for one year, all on one ballot.
Article 3. To choose all necessary town officers and committees for the ensuing year not required to be elected by ballot.
Article 4. To see if the town will vote to fix the salary and compensation of all elective officers of the town as provided by Section 108 of Chapter 41, General Laws, as amended; 1 Town Clerk, 3 Selectmen, 3 Assessors, 3 Board of Public Welfare, 3 School Committee, 1 Moderator, 1 Tax Collector, 1 Treasurer, 1 Auditor, and raise and appropriate a sum of money therefor.

Article 5. To see what compensation the town will allow for men and trucks in repairing highways and open- ing roads for the ensuing year.
Article 6. To see if the town will raise and appropri- ate a sum of money to bond their Treasurer, Collector and Town Clerk.

Article 8. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to borrow during the current fiscal year, in anticipation of the revenue of said year, such sums of money as may be necessary for the current expenses of the town giving the note or notes of the town therefor, these notes to be paid from the revenues of said financial year.
Article 9. To see if the town will appoint some per- son as agent, to prosecute and defend all suits that may be brought for or against the town in the ensuing year.
Article 10. To see if the town will raise and appropri- ate one quarter of the insurance on Old Town Hall.
Article 11. To see if the town will vote to transfer a certain sum of money from the Machinery Fund to the Machinery Account.

Article 12. To see if the town will vote to accept any trust funds that may be left for the care of cemeteries or other purposes.
Article 13. To see if the town will raise and appropri- ate a certain sum of money for Chapter 90 Maintenance.
Article 14. To see if the town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 High- ways in anticipation of revenue from the State ,or take any action in relation thereto.
Article 15. To see if the town will vote to appropriate from their surplus revenue a sum of money to be used by the Board of Assessors in figuring the 1952 tax rate, same to help reduce the amount of the tax rate in 1952.
Article 16 - To see if the town will vote to raise and appropriate a certain sum of money for the improvement of Spencer road, Chapter 90 Construction, and to construct a bridge on the Robinson Road, said money to be used in conjunction with any money which may be allotted by the State or County or both for this purpose or take any action relative thereto.
Article 17. To see if the town will vote to raise and appropriate a certain sum of money for the Oakham Civilian Defense Organization or take any action relative thereto.
Article 18. To see if the town will vote to raise and appropriate a certain sum of money, same to be used in paying the notes of the town coming due in this fiscal year, or take any action relative thereto.
Article 19. To see if the town will vote to raise and appropriate a sum of money to be used to pay the accrued interest due in this fiscal year on its outstanding Funded and Fixed debt, or take any action relative thereto.
Article 20. To see if the town will vote to adopt as the general by-laws of the Town of Oakham, the by-laws as proposed by the by-law committee and published in the town report of 1951 or take any action relative thereto.

Article 21. To see if the town will vote to repeal and rescind any and all votes of the town heretofore passed which in any way conflict with the by-laws adopted under Article 20, or take any action relative thereto.
Article 22. To see if the town will vote to raise and appropriate a certain sum of money for the spraying of poi- son ivy in and around the school grounds, or take any vote relative thereto.
Article 23. To see if the town will vote to raise and appropriate a certain sum of money to repair the entrance hall and stairway leading to Memorial Hall, or take any vote relative thereto.
Article 24. To see if the town will vote to raise and appropriate the sum of $600 to prepare and oil Rutherford Road starting where the present oiled road ends and con- tinuing westerly, eighteen hundred feet.
Article 25. To see if the town will vote to raise and appropriate $800 to oil a section of the Scott Road or take any action relative thereto.
Article 26. To see if the town will vote to raise and appropriate $700 to oil a section of the Crawford Road from the intersection at the top of the hill toward the Rutland line, or take any action relative thereo.
Article 27. To see if the town will vote to authorize the Selectmen to sell or trade in one or both of the town trucks and purchase a new one, or take any action relative thereto.
Article 28. To see if the town will vote to raise and appropriate a certain sum of money toward the purchase of a new truck or take any action relative thereto.
Article 29. To see if the town will vote to have the Moderator appoint a committee of three to study Chapter 662 of the Acts of 1949, the act relative to the organization of union health departments, to study the existing public health services and facilities in a town, and to determine advantages to be derived from Oakham's joining with neighboring towns for a town union health department, this committee to report its findings and recommendations at a future town meeting, or take any action relative there- to.

PROPOSED BY-LAWS of the Town of OAKHAM, MASSACHUSETTS
CHAPTER I General Provisions
Section 1. The following provisions shall constitute the General By-Laws of the Town of Oakham, Massachusetts.
Section 2. Words and phrases specifying or naming any officer, board, or committee of the town, shall be construed as including the lawful successor, or the person or persons having the powers and performing the duties of such officer, board or committee.
Section 3. Whoever violates any of the provisions of these by-laws whereby any act or thing is enjoined or prohibited, shall, unless other provision is expressly made, forfeit and pay a penalty not exceeding twenty dollars for each of- fense.
Section 4. Any or all of these by-laws may be repealed or amended or other by-laws may be adopted at any town meeting, an article or articles for that purpose having been inserted in the warrant for such meeting by the Selectmen.
CHAPTER II Town Meetings
Section 1. The annual town meeting shall be held on the first Monday of March of each year.
Section 2. The polls shall be opened at 12 o'clock noon, and shall remain open until 8 o'clock in the evening for the purpose of election of town officers and for voting upon such other matters as may be voted for on the official bal- lot. The annual meeting for the consideration of all other business shall be held immediately following the closing of the polls.

Section 3. Notice of every town meeting shall be given by posting attested copies of the warrant, therefor in at least three public places in the town, not less than seven days before the day fixed for such meeting.
Section 4. At least four days before the day fixed in the warrant for the annual town meeting, the Selectmen shall make available to voters copies of the annual town report.
Section 5. The number of voters necessary to constitute a quorum at any town meeting shall be 10; provided that a number less than a quorum may from time to time adjourn the same. This section shall not apply to such parts of meetings as are devoted exclusively to the election of town officers.
Section 6. Articles of the warrant shall be acted upon in the order in which they appear unless otherwise determined by vote of the meeting.
Section 7. Any motion, if required by the moderator or town clerk, shall be presented in writing.
Section 8. If a motion is susceptible of division, it shall be divided and the question shall be put separately upon each part thereof, if seven voters so request.
Section 9. There shall be no more than two amendments. to a motion.
Section 10. When a question is put, the sense of the meet- ing shall be determined by the voices of the voters and the Moderator shall declare the vote as it appears to him. If the Moderator is unable to decide the vote by the sound of the voices, or if his decision is immediately questioned by seven or more voters rising in their places for that purpose, he shall determine the vote by ordering a show of hands and he may appoint tellers to make and return the count.
Section 11. The meeting may order that the vote on any motion shall be taken by a "Yes" and "No" ballot.

Section 12. There shall be no reconsideration of a vote once reconsidered, and when reconsideration shall have once been refused by the meeting, the Moderator shall refuse to entertain any motion for further reconsideration.
Section 13. No motion, the effect of which would be to dis- solve the meeting shall be in order until every article in the warrant therefor has been duly considered and acted upon, but this shall not preclude the postponement of consideration of any article to an adjournment of the meeting at a stated time and place.
Section 14. All committees shall report as directed by the town. If no report is made within one year after its appoint- ment, a committee shall be discharged unless, in the mean- time, the town shall have granted an extension of time.
CHAPTER III Town Officers
Section 1. The Selectmen shall be agents of the town to institute, prosecute, and defend claims, actions and proceed- ings to which the town is a party or in which the interests of the town are or may be involved, and may appoint Coun- sel to advise and represent the town, officers, boards and departments of the town in any legal matters.
Section 2. The Selectmen shall cause each town officer and department head having custody of town property to keep a true inventory thereof on file, and each officer and department head shall deliver a copy of said inventory to the Selectmen at least annually.
Section 3. The Board of Assessors shall cause the town's "Valuation and Taxes" to be printed at least once in three years.
Section 4. Any town officer and board having charge of town property or material not required for town purposes may sell the same, with the approval of the Selectmen, to an amount not exceeding $200 in any one year.
