Electric Road Franchise.
In regard to the petition of the Sandwich, Hyannis and Chatham Street Railway Co., dated Jan. 6, 1903, and ask- ing for location of railway tracks of said company upon and over certain highways in the Town of Harwich as prayed for in said petition, notice of the time and place at which the Board of Selectmen would consider said petition, having been given by publication in the " Harwich Independent" in its issue of Jan. 14 and 21, A. D., 1903 :
A public hearing was held in Social Hall, Harwichport, on Jan. 28, of said month, where the officials of said Street Railway Company appeared, and presented their arguments why said petition should be granted, giving all interested citizens present, an opportunity to determine the possibili- ties, probabilities or advantages of such railway construc- tion should said location be granted by the Board of Select- men.
The line of location as petitioned for is as follows :
" Beginning at the boundary line between the towns of Harwich and Dennis, on the south County road, thence over said road easterly, through the village of West Harwich to Harwichport. From Main street, Harwichport, over Bank street to Harwich Centre, thence easterly over Main street and down through the village of South Harwich to the Chatham line.
Later on the Directors of said Street Railway Company presented to the Board of Selectmen a surveyor's plan in detail of the proposed location, and the same was made

public at a hearing in the Satucket Club building, at Har- wichport where the route, as laid down in plan and some needed changes in said proposed location was carefully con- sidered in detail by officials of the Railway Co. and the Board of Selectmen, also many citizens who were present. In considering this question of location over the south County road, the fact that said road was laid out 40 feet in width and for a considerable part of the way, sidewalks were constructed on both sides, that could not be well interfered with. Also that the Massachusetts State Highway Com- mission had already constructed a macadam road 15 feet wide along through the centre of said road for a considerable part of its length and had the balance of said road under consideration for further macadam construction. Also that many citizens living along said route were much interested in the matter, made it quite necessary to give careful attention to the many conflicting interests before the pro- posed location could be granted to said company on the part of the Town of Harwich.
After giving the matter careful attention, and ascertaining so far as possible, the purpose of the Massachusetts State Highway Commission under existing conditions, it was decided to grant said petition for location of tracks over the proposed route with such changes and modifications as were seemingly best suited to all parties concerned.
On the 3d day of September, 1903, the Board of Select- men signed a franchise of location to the Sandwich, Hyannis and Chatham Street Railway Co., the terms of which are much too lengthy to enter here in detail, but the conditions under which said franchise was given are of such nature that the interests of the town have been carefully looked after, should said company in the near future, construct and carry into operation the proposed enterprise.

To all interested citizens we would give notice that a copy of said franchise is on file at the Selectmen's office. Also a detailed plan of the proposed route, and can be inspected at any reasonable time by application to the town officials.

EXCHANGE BUILDING.
The report of the Town of Harwich for the year 1903 would be most incomplete without some special reference was made to one of the most important events that has happened to our town within its history for many years. The observance of said occasion marked a time which no doubt will be long remembered by our people with just appreciation, for on Dec. 25, 1903, was presented to the inhabitants of Harwich a deed bearing the date of Nov. 12, 1903, the conditions of which placed in their possession the entire Exchange property, free from all conditions or in- cumbrances, as a Christmas gift to his native town, from Col. Caleb Chase, of Brookline. By this most generous act of Col. Chase, supplemented by the additional gift of $500 for further improvements, our town's people are now in possession of one of the finest country town halls in Southeastern Massachusetts, and they are assured for future

years the best of accommodations for large public or social gatherings, and so long as this noble structure shall stand a conspicuous landmark in our town it should remind our people of the public spirit of its founder, Mr. Chester Snow, and the broad generosity of Col. Chase, who has placed said building within our keeping as an additional kindly remembrance of his love and good will to his place of birth.
Incident to the transfer of this property to the town, a committee was appointed to receive the deed of the same, and to draft a set of resolutions to be presented to Col. Chase, as a token of the appreciation the citizens felt for his timely gift. Also to have said resolutions spread upon our town records. This committee have attended to their duty, and we also have incorporated said resolutions in this report, which are as follows :

RESOLUTIONS ON GIFT OF THE EXCHANGE PROPERTY BY CALEB CHASE, EsQ.
Whereas-It has pleased Col. Caleb Chase to give to the Town of Harwich, the edifice and premises known as the "Exchange property, including the furniture and fixtures of the Exchange theatre," together with the sum of five hundred dollars to be used in repair thereof, and,
Whereas-In times past, Col. Chase has very frequently and generously given his time and money for the improve- ment of roads, harbors and for promoting other public enterprises, thereby aiding greatly to the well being and prosperity of his native town; therefore, be it
Resolved-By the Inhabitants of the Town of Harwich, in meeting assembled, on this 25th day of Dec., A. D., 1903, that they are truly grateful for the many beneficent

acts of Col. Chase; and that they have great pride in regarding him as the town's most prominent son and its greatest publie benefactor.
Resolved-That the generosity shown by Col. Chase in his gifts, and the wisdom displayed in applying them should be held up to our youth as an example to encourage and stimu- late them to take an active interest in all matters pertaining to public welfare.
Resolved-Also, that a copy of these Resolutions be fur- nished Col. Chase ; that they be published at least, in one issue of the Harwich Independent; and, that the Resolu- tions, together with an account of the doings of this meeting be made by the Town Clerk, a part of the town records.

The School Committee organized Feb. 27, 1903, by the choice of D. M. Nickerson, Jr., chairman, and Thomas H. Nickerson, secretary and treasurer.
The schools of the town have been in session as follows : Primaries, thirty-seven ; grammar and mixed, thirty-five ; High school, forty-one weeks respectively.
