Harwich, Mass., Jan. 10, 1906
This is to certify that we, the auditors of the Town of Harwich, have this day examined the books, bills and vouchers of the foregoing accounts and have approved the same.
· JAMES M. MOODY ARTHUR F. CAHOON,
Auditors.
46
We herein conclude our annual report of the Town of Harwich, for the year ending Dec. 31, 1905.
Respectfully submitted, JOHN H. DRUM, CLENRIC H. CAHOON, AMBROSE N. DOANE, Selectmen of Harwich.
Report of Board of Health.
A number of unusual duties have devolved upon the Board of Health of Harwich the past year.
During the winter months early in the year, cerebro spinal meningitis, commonly known as "spotted fever," broke out amongst the Portuguese in their settlement north of the Harwich depot.
The inexperience of physicians in handling the disease, the dreaded fatality with which it attacks its victim, and the almost destitute circumstances of the ones afflicted, with the bad climatic conditions, made it an uncommonly difficult matter to handle. Most of those afflicted had settlements in our town, and, therefore, had to be cared for at the expense of Harwich. Under the di- rection, and with the assistance of Dr. Nickerson, your Board fought the disease and in a short time had the same under full control.
During this time and later, the Board was urging the question of cleanliness and better sanitary conditions in the homes of many of these Portuguese ; and it is gratifying to note that good results have been accomplished ; but vigilance in this direction in the future is earnestly recommended which will do much toward maintaining a passably healthy condition among these people.
Frank Pena, the leper, who had been stationed in a honse just north of the North Harwich village, since April 1904 was removed to Penekeese Island in Buzzards Bay early in November of last year, by the State Board of Charity, and the house he had occupied was burned soon after by the Board of Health of Harwich.
Thus the menacing leper problem, so far as Harwich is con- cerned, was agreeably and favorably disposed of.
Respectfully submitted, JOHN H. DRUM, CLENRIC H. CA HOON, AMBROSE N. DOANE, Board of Health of Harwich.
Report of Memorial Tablet Committee.
This committee comprising the Board of Selectmen and Joseph K. Robbins and Walter I. Paine, met soon after the annual town meeting in February, 1905, and organized by choice of Joseph K. Robbins, chairman, and Clenric H. Cahoon, clerk.
Communication was opened with several firms dealing in this class of work and many different tablets, as well as suitable inscriptions for the same, were considered. Finally, the committee decided upon a bronze tablet, dimensions 24 inches by 32 inches with the following inscription : "Exchange Property-Gift of Caleb Chase to the Town of Harwich, Christmas, 1903. Buiding erected by Chester Snow of Harwich, in 1885.
We live in deeds-not years ; In thoughts, not in breaths, In feelings, not in figures on a dial."
This tablet has been placed upon the wall of the vestibule at the head of the main staircase entering the hall, or theatre, at an expense shown by the Memorial Tablet account of this book.
Respectfully submitted, JOHN H. DRUM, CLENRIC H. CAHOON, AMBROSE N. DOANE, JOSEPH K. ROBBINS, WALTER I. PAINE,
Committee.
