To THE CITIZENS OF HARWICH :-
We respectfully call your attention to the school attendance or more accurately still to the non-attendance. Although some improvement is shown, we seek greater. Kindly run over the statistics in this regard given by the Superintendent. Note also what the Principal of the high school says in his report. The schools are established and maintained for the children. As a ·logical sequence where there are no children, in such place there should be no school. Given the school and the children, the child to get the benefit of the school must be IN the school

Regularity and punctuality in attendance are a first essential in securing an education. Indeed, these are among the most impor- tant features of an education. It is of infinitely more importance for a child to form the habit of being prompt and steady in his life work, than for the acquisition of any considerable amount of information he may secure from books. The founders of our government held this thing to be of great moment, for they passed a mandatory law that "the resident ministers of the gospel, the selectmen and the school committees shall exert their influence and use their best endeavors that the youth of their towns shall regularly attend the schools established for their instruction." We are glad to state that there is a great laxity in this regard only on the part of few of the parents ; but it does seem difficult to make those few understand that they have no more right to keep their children out of school without good cause, than a stranger has. Within the ages of 7 and 14 the child has an unalienable right to be IN school, and he who in any way acts to deprive the child of that right is, under our aws, a criminal.
During the past year your committee have vigilantly sought to better the attendance and, in several instances, have resorted to the courts in order to enforce the law. We ask all well wishers of the town to aid us by their influence and endeavors so that there may be a strong public sentiment back of the movement.
Outside of the expense of transportation of pupils, we are convinced that the schools are being run at as small an outlay of money as will maintain a fair degree of efficiency therein, and secure practical results therefrom. The great item of expense is in the employment of teachers. The teacher determines the char- acter of the school. To have a decidedly poor teacher at $30.00 per month is in effect throwing away the town's money besides worse than wasting the children's time in school. Worse, because under an incompetent teacher, a child forms habits of thinking and acting that are likely to cripple him for life. As a matter of prac- tical experience we have learned that we cannot ordinarily obtain a teacher outside of the town to come here and do fairly good work unless she is paid at least $40.00 per month. The simple

reason is that the services of such a teacher are worth that, and more, in the market.
We invite all just criticism in every department of the schools, and would thank one and all for all suggestions based on careful thought.
