Record of Annual Town Meeting, February 3, 1913.


Article 1. On motion Alton P. Goss, one ballot was cast by .J. H. Allen for Ralph W. Doane for Moderator, and he was declared elected and duly sworn.


Article 2. Voted to pay Tax Collector 2%.


Article 3. The following tellers were duly sworn: Jairus H. Allen, Henry M. Small, Frank S. Adams, George Banspach, Cleon Crowell, George Small, and Alton A. Bearse. The ballot box was duly examined and found empty and put in charge of Frank S. Adams, and voting commenced at 8:45 A. M.


Motion W. Sears Nickerson, voted that when meeting adjourned it do so until 9 o'clock Tuesday morning.


The polls were closed at 2.30 o'clock P. M .; the check lists and ballot box were compared with the number of ballots cast and were found to agree. The total vote was 411. The following is the result as announced by the Town Clerk at 5:40 P. M .:

Voted, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning January 1, 1913, to an amount not exceeding in the aggregate $15,000, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year. Article 8. Motion John H. Drum, voted to accept and adopt.


Article 9. Motion Walter F. Paine to indefinitely post- pone. Lost. After some discussion, a rising vote was taken on motion to appropriate $1800 in three annual payments of $600 each. Vote : 70 in favor; 54 against. Less than two- thirds, and motion lost.


Article 10. Report Committee made by Arthur N. Ken- ney. Report received. Motion Everett L. Eldredge, sub- stitute oil for shells. Rising vote, 42 to 18, but article was lost.


Article 11. "Voted, on motion J. N. Atkins, to adopt recommendation of Committee to appropriate $300 for clay.


Article 12. Voted, motion Loring G. Williams, accept and adopt and appropriate $50.

All were accepted without debate except the appropria- tion of $1,000 for the Agricultural School. On motion of Loring G. Williams, this was lost, by voice vote. Vote doubt- ed. and after speeches by L. G. Williams, C. H. Cahoon, T. H. Nickerson, J. H. Drum, F. D. Underwood, W. Sears Nicker- son, H. J. McMillan and J. K. Robbins, with amendment by J. H. Drum that Mr. Elder give lectures, this item was passed. Supt. Williams stated that seven-twelfths of the expense is paid by Town and State, and that five-twelfths, it was expected, would be paid by the National Government. Cost to Town not to exceed $500 per year.

To either of the Constables of the Town of Harwich, in said County, GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the Town of Harwich, qualified to vote in elections and town affairs, to meet at Exchange Hall, in said town, on Monday, February 2, 1914, at 8.30 o'clock in the forenoon, then and there to act on the following articles :-


Article 1. To choose a Moderator to act in said meet- ing.


Article 2. To determine the rate of per cent. to be paid the Tax Collector for the collection of the warrant of 1914.


Article 3. To choose on one ballot the following Town Officers and Committees :- Town Clerk and Treasurer for one year; one Selectman and Overseer of Poor for three years ; three Herring Committee for one year; two Auditors for one year; three Constables for one year; one Tax Col- lector, one Assessor for three years; one School Committee for three years; one Road Commissioner for three years; one Trustee of Brooks Library for three years; one Park Com- missioner for three years. Shall Licenses be granted for the sale of intoxicating liquors? Vote Yes or No.

Article 4. To choose all other necessary Town Officers and Committees.


Article 5. To hear the report of all Town Officers and Committees for the year 1913, and act fully thereon.


Article 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial' year.


Article 7. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray town expenses for the ensuing year, and act fully thereon.


Article 8. To see if the Town will vote to instruct its Selectmen to control, regulate and prohibit the taking of eels, clams, quahaugs and scallops within the town limits. as provided in Chapter 91, Section 85, and Acts in amend- ment thereto, of the Revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as they may deem expedient, and act fully thereon.


Article 9. To see what action the Town will take in relation to the leasing or disposal of the Herring Fishery in said Town, for a term of years or otherwise, and act fully- thereon.


Article 10. To see if the Town will vote to harden with stone, oil, or some other suitable material, the road begin- ning near Snow Inn, Harwich Port, and terminating at Bank Street, near the residence of Clarkson P Bearse. and act fully thereon.

Article 11. To see if the Town will vote to raise and appropriate the sum of five hundred dollars to repair the roads upon Ocean Grove Camp Ground, Harwich Port, with cinders and clay.


Article 12. To see if the Town will vote to repair the Deep Hole Road, starting where it joins the State Road, near the residence of George C. Doane, passing the residence of the late Thomas Sullivan and the cottages of Mr. Sawyer, A. A. Julien and C. H. Weekes, to the shore, and make such appropriation as the committee appointed by the Selectmen deem sufficient to put the same in a condition for automo- biles and other carriages to pass with safety.


Article 13. To see if the Town will petition the Director of the Bureau of Statistics for an audit of its accounts in ac- cordance with the provisions of Chapter 598. Acts of 1910, and amendments thereof.


Article 14. To see if the Town will vote to raise and appropriate a sufficient sum of money to top-coat with oil the macadam part of the Brewster Road, so-called, begin- ning at the Exchange Building and thence continuing north one mile to the residence of Nathan B. Walker; also begin- ning at the residence of Patrick H. Cahoon and thence con- tinuing north to the oil road nearly abreast the residence of Joseph B. Atkins, and to determine in what manner the money shall be raised and the payment thereof met, and act fully thereon.


Article 15. To see if the Town will vote to harden and improve with oil the road in Harwich Centre beginning at the macadam road abreast of the Bank Building, thence ex-

tending easterly by the Park to the Shell Road, so-called, and to determine in what manner the money shall be raised and payment thereof met, and act fully thereon.


Article 16. To see if the Town will vote to establish and maintain a Town Landing, as laid out by the Selectmen, at Wychmere Harbor, Harwich Port, and act fully thereon.


Article 17. To see if the Town will vote to raise and appropriate a sufficient sum of money to harden and im- prove with some suitable material, the road beginning at the junction of the macadam construction in Harwich Centre, near the Congregational Church Parsonage, and the road leading by the Harwich Almshouse to West Harwich, to connect with the State macadam at so-called Sisson's Corner.


Article 18. To see if the Town will vote to appropriate such money as may be necessary to harden and improve with oil or other suitable material, the road in West Harwich, beginning at the Belmont Road and extending easterly to the corner known as Baxter Kelley's house.


Article 19. To see if the Town will vote to raise and appropriate the sum of fifteen hundred dollars for the pur- pose of completing with oil the oil road in East Harwich, beginning at a point opposite Nathan Nickerson's corner and running southerly to a point opposite the M. E. church; said sum to be paid in three annual consecutive installments of five hundred dollars each, beginning with the present year.


Article 20. To see what action the Town will take in regard to building a fence around the old burying ground located on north side of Queen Anne's Road, so-called, lead-

ing from East Harwich to North Harwich, and a short dis- tance easterly from the Washington Eldredge homestead lot. and act fully thereon.


Article 21. To see if the Town will vote to charge in- terest at the rate of six per cent. per annum on all taxes unpaid after November 15, 1914, and act fully thereon.


Article 22. To see if the Town will re-appropriate the four hundred dollars, which was appropriated at the last Annual Town Meeting, and is now in the hands of the Treas- urer, to go with a like sum appropriated by the public, to be expended at the mouth of Allen's Harbor under the direc- tions of the Board of Health and a committee of three ap- pointed by them, and ask the State to appropriate a sum for the same.


Article 23. To see if the Town will vote to change Article 1 of its By-Laws, so that said Article shall read, "The Annual Town Meeting shall be held on the first Monday in March," and act fully thereon.


Article 24. To see if the Town will vote to strike out of Article 14 of its By-Laws the words, "and shall contain the warrant for the Annual Town Meeting," and act fully thereon.


Article 25. To see if the Town will vote to purchase a new piano for use in Exchange Hall, and act fully thereon.


And you are directed to serve this warrant by posting attested copies thereof, one in each post office in said town, seven days at least before the time of holding said meeting.


The polls will be opened at 9 o'clock A. M., on Monday, February 2, 1914, and may be closed at 2 o'clock P. M.
