ANNUAL TOWN MEETING WARRANT
FEBRUARY 4, 1935.
Barnstable, ss.
To either of the Constables of the Town of Harwich in said County Greetings :-
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabi- tants of said Town qualified to vote in Elections and Town affairs to meet in Exchange Hall in said Town on Monday, Feb. 4th, 1935, at Nine O'clock A. M., then and there to act on the following Articles :-
Article 1. To choose a Moderator to Act at said Meeting.
Article 2. To choose on one ballot the following Town Officers and Committees: Town Clerk, Town Treas- urer for one year; one Selectman, Overseer of Public Wel- fare and Board of Health for three years; one Assessor for three years; three Herring Committee for one year ; one School Committee for three years; three Constables for one year; one Trustee of Brooks Library for three years; one Park Commissioner for three years.
Article 3. To choose all other necessary Town Offi- cers and Committees.
Article 4. To see if the town will vote to authorize the town treasurer with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 5. To hear the report of all Town Officers and Committees for the year 1934.
Article 6. To see if the town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.
Article 7. To see if the town will vote to Instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs and Scallops, within the Town limits as provided in Chapter 91, Section 85 and acts and amendments thereto to the revised Laws of Massachusetts and to make any regulations in regard to such fisheries as may be expedient, and act fully thereon.
Article 8. To see if the town will vote to appropri- ate the sum of Four Hundred ($400.) Dollars to establish and maintain an Information Bureau, and to authorize the Moderator to appoint three persons to select the location and suitable person to operate the same from May first to October first. The location and person selected shall be submitted to the Selectmen for approval.
Article 9. To see if the town will authorize the Trea- surer to assign tax titles owned by the town.
Article 10. To see if the town will vote to instruct the Selectmen to sell at public auction or otherwise, the land and buildings now owned by the town and formerly known as the Olivia Hall homestead, in the village of North Harwich, and authorize the Selectmen to give a deed of the property.
Article 11. To see if the town will vote to instruct the Selectmen to bid in all property sold by the town for taxes and the same to remain the property of the town unless the same is redeemed by the owners. All property not redeemed shall not be sold unless so voted by the voters of the town and then at Public Auction well advertised.

Article 12. To see if the town will vote to have all State and Town Elections where Australian Ballot system is used, on the Street floor of this Hall.
Article 13. To see if the town will instruct the Mod- erator to select a committee of two to get the cost of in- stalling a microphone and amplifier to be used during Town Meetings, and report at next Town Meeting.
Article 14. To see if the town will vote to allow the school children to use the northerly side of Brooks Park Ball Field for Foot Ball Games, also the Ball Field and bases for Base Ball, when not in use by the Harwich Ath- letic Association.
Article 15. To see if the town will instruct the Mod- erator to select a committee of three to secure an estimated cost per square foot for a plank walk six feet wide, to set on cement posts between Allen and Wychmere Harbors. To be built in sections three feet above high water mark. Committee to report at next Town Meeting.
Article 16. To see if the town will vote a sum not to exceed Fifteen Hundred ($1500.) Dollars to pay for the cost of removal of garbage, ashes and other refuse from the homes of summer residents in the more thickly settled sections of the town during the summer months. Such work to be carried out under the supervision and regulations of the Board of Health.
Article 17. To see if the town will vote to authorize the Selectmen to quitclaim the Town's interest, if any, in the so-called Julien Wharf Property on Snow Inn Road.
Article 18. To see if the town will vote to purchase a piece of Meadow Land adjoining the Town Dump and now being used by the town for dumping; and to raise and appropriate the sum of Sixty ($60.) Dollars for payment of the said Meadow Land, and to act fully thereon.

Article 19. To see if the town will vote to reimburse Helen Duncklee, the sum of $12.68 paid the Cape & Vine- yard, for street light erected on Sea Street, Harwichport.
Article 20. To see if the town will vote to appro- priate the sum of Three Hundred ($300.) Dollars for the benefit of the Harwichport Library Association.
Article 22. To see if the town will vote to appropri- ate the sum of Three Hundred ($300.) Dollars for the bene- fit of the Chase Library, West Harwich.
Article 22. To see if the town will vote to raise and appropriate a sum of money not to exceed Fifteen Hun- dred ($1500.) Dollars, under the provisions of sub-section 21 of Section 1 of Chapter 371 of the Acts of 1921, and any and all amendments thereof and additions thereto for the employing of a nurse through the Harwich Visiting Nurse Association, Inc.
Article 23. To see if the town will vote to raise and appropriate the sum of Twenty-five Hundred ($2500.) Dol- lars to be used under the direction of the Selectmen for the promotion of public recreation and amusement in the form of Baseball, in accordance with Legislative Acts of 1930, Chapter 12, Section 1.
Article 24. To see if the town will raise and appro- priate the sum of One Thousand ($1000.) Dollars for the dredging of the entrance to Allen's Harbor, under the su- pervision of the State of Massachusetts; providing the State will subscribe an equal amount, One Thousand ($1000.) Dollars, and apply the sum of Five Hundred Sixty-one Dol- lars and Sixty-seven cents ($561.67) now held by the State as a cash remainder left after the rebuilding of the jetty in 1933.
Article 25. To see if the town will vote to raise and appropriate the sum of One Thousand ($1000.) Dollars, provided the County contributes One Thousand ($1000.00)

Dollars and the State Two Thousand $2000.) Dollars, for jetty work between the Chatham and Dennis lines, to be expended under the direction of the Water Ways Depart- ment, and act fully thereon.
Article 26. To see if the town will vote to raise and appropriate the sum of Two Thousand ($2000.) Dollars, providing the State will contribute the same amount or more, for the purpose of dredging the channel at the en- trance and inside of the jetty at Herring River, West Har- wich, and to act fully thereon.
Article 27. To see if the town will raise and appro- priate the sum of Two Hundred Fifty ($250.) Dollars de- fraying expenses of the Junior Community Band and other Cape musical organizations, in the giving of five free band or orchestral concerts at Brooks Park, and act fully thereon.
Article 28. To see if the town will vote to raise and appropriate the sum of Eight Hundred ($800.) Dollars to purchase 800 feet of two and one-half inch fire hose, the same to replace hose which has become unfit for service through five years of use, and act fully thereon. By re- quest.
Article 29. To see if the town will vote to raise and appropriate the sum of Twenty-One Hundred and Six- ty-six Dollars ($2166.) to purchase and equip a new Ford V8 Truck Chassis with an 650 G. P. M. Centrifugal Pump, 500 Gal. Water Tank, Hose and other equipment neces- sary to insure an efficient fire fighting unit, and act fully thereon.
Article 30. To see if the town will vote to maintain two street lights on Hoyt Road and to raise and appro- priate a sufficient sum of money for this purpose.
Article 31. To see if the town will vote to raise and appropriate a sufficient sum of money to erect and main- tain one street light in East Harwich, in front of Parsonage on Harwich-Brewster Road.

Article 32. To see if the town will vote to raise and appropriate a sum not to exceed Five Hundred ($500.) Dol- lars to be paid to the Cape Cod Hospital for the establish- ment and maintenance of a free bed in the Hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74, of Chap- ter III of the General Laws, or take any action in relation thereto, and act fully thereon.
Article 33. To see if the town will vote to raise and appropriate the sum of Five Hundred ($500.) Dollars for the use of Harwich Post, No. 292, American Legion, in the proper observance of Memorial Day and Armistice Day. By request.
Article 34. To see if the town will vote to pay a bounty of twenty-five cents on Crows killed in the Town of Harwich, and raise and appropriate Two Hundred ($200.) Dollars for the same. By request.
Article 35. To see if the town will vote to raise and appropriate the sum of Five Hundred ($500.) Dollars for material for hardening the road from the residence of Dr. Coffin to the beach. By request. .
Article 36. To see if the town will vote to appro- priate the sum of Three Hundred ($300.) Dollars to widen Stomach Road in Harwichport, and to put in more pipes to carry. off the water coming from above.
Article 37. To see if the town will vote to appro- priate the sum of One Thousand $1000.) Dollars to build the sidewalk from where it left off near the property be- longing to Valentine Doane, over the hill to connect with the sidewalk built from West Harwich, on the State High- way.
Article 38. To see if the town will vote to appro- priate the sum of Two Hundred ($200.) Dollars to resur-

face the asphalt sidewalks in Harwichport, where surface is worn.
Article 39. To see if the town will vote to raise and appropriate the sum of Five Hundred ($500.) Dollars to seal-coat sidewalks with oil. By request.
Article 40. To see if the town will vote to harden with bituminous concrete or "hot mix" the sidewalk on the West side of Oak Street in Harwich Center from the corner at Main Street to the Chatham Railroad Crossing and to raise and appropriate a sum of money therefor.
Article 41. To see if the town will vote to raise and appropriate the sum of Five Hundred ($500.) Dollars to con- struct a sidewalk in East Harwich, from or near the corner of "Kendrick Road", thence southerly on the East side of the street, as far as the money will go.
Article 42. To see if the town will vote to instruct the Board of Selectmen to see that the Town spraying ap- paratus shall not be used to do any other work than town work except that after all highways and town-owned prop- erty shall have been sprayed the Selectmen shall be au- thorized to accept at their descretion such private work within the Town of Harwich, as they may consider to be in the public interest.
Article 43. To see if the town will vote to raise and appropriate the sum of One Hundred and Fifty ($150.) Dollars, same to be used for repairs and general overhaul- ing of the two small Town Spraying Machines.
Article 44. To see if the town will instruct the Su- perintendent of Streets to expend some money each year for the purchase and planting of shade trees on the high- ways, said money to be taken from regular highway ap- propriation and not to exceed one per cent of said appro- priation. By request.

Article 45. To see if the town will vote that here- after the Moth Superintendent and Tree Warden of the Town of Harwich, shall be elected by vote of the Town, instead of being appointed by the Selectmen, and that the names of all candidates for the said Office shall appear on the Official Ballot of the Town Election for the year 1936, and to act fully thereon.
Article 46. To see if the town will vote that here- after the Superintendent of Streets of the Town of Har- wich, shall be elected by vote of the Town instead of being appointed by the Selectmen; and that the names of all candidates for the said Office shall appear on the Official Ballot of the Town Election for the year 1936, and to act fully thereon.
Article 47. To see if the town will vote to put the Inspector of Plumbing of the Town of Harwich, on an an- nual salary ; the amount of salary to be fixed by the Select- men, with no fee to be paid for Inspection.
Article 48. To see if the town will vote to authorize the Selectmen to petition the General Court for a release of the Town of Harwich from the State Plumbing Laws as accepted by the Town, so that the town may regulate its Plumbing Laws to conform with what a Town of the size of Harwich needs.
Article 49. To see if the town will vote to make all interest charges on taxes at the same rate of interest the town can hire money, plus one-half of one per cent.
Article 50. To see if the town will vote to appro- priate the sum of Two Hundred ($200.) Dollars for In- dustrial School tuitions. By request.
Article 51. To see if the town will vote to instruct the Selectmen to purchase for the sum of Nine Thousand ($9,000.) Dollars from Edward S. Clark, the beach land on the northerly side of Bank St., containing one and seven- eighths acres more or less, and designated as Lot 6 on As-

sessor's Plan, for recreation center and public bathing beach, and said purchase price to be paid from surplus funds.
Article 52. To see if the town will vote to raise and appropriate the sum of One Thousand ($1000.) Dollars for improving the bathing beach referred to in Article 51, and that this amount be taken from the surplus fund.
Article 53. To see if the town will vote to raise and appropriate the sum of Twenty-five Hundred ($2500.) Dol- lars to buy land at the foot of streets leading to the beach from the Dennis line to the Chatham line for public bath- ing purposes, and that the Moderator shall appoint three citizens to act for the town in purchasing such beach land.
Article 54. To see if the town will vote to accept the layout of Town Ways in Allens Harbor, so-called, with the boundaries and measurements as reported and recom- mended by the Selectmen, under date of Jan. 2, 1935, and instruct the Selectmen to take by purchase in behalf of the town the land or interest in lands within lines of said layout, to wit :- Wequasset Road from the Lower County Road to Brooks Road, Mirasol Lane from Lower County Road to Wequasset Road, Dunes Road from Brooks Road to Nons Road, and Nons Road almost circular in construc- tion from and returning to Dunes Road; for said town ways, and act fully thereon.
Article 55. To see if the town will vote to rescind the vote of 1930 whereby Three Hundred ($300.) Dollars was appropriated to make the road from Earl Road to Brooks Road passable and that this amount revert back to the town treasury.
Article 56. To see if the town will vote to raise and appropriate the sum of Five Hundred ($500.) Dollars to build a concrete wharf and fill in at the Town Landing at Round Cove, Pleasant Bay, East Harwich, and act fully thereon.

Article 57. To see if the town will vote to have the Moderator appoint a committee of three to ascertain cost and feasibility of having a tennis court at Brook's Park.
Article 58. To see if the town will vote to rescind its action under Article (10) Annual Town Meeting, Feb. 6, 1922 and vote to make the Collector of Taxes a separate and distinct office from the office of Town Treasurer and act fully thereon ; and fix the salaries for each and act fully thereon.
Article 59. To see if the town will vote to rescind Article 15 of the proposed By-Laws and substitute there- for the following article : "All elective and appointive of- ficers and committees shall make a written report to the town and such report shall be embodied in the Annual Town Report, excepting such reports as are prohibited by law from being public.
Article 60. To see if the town will vote to raise and appropriate the sum of Five Hundred ($500.) Dollars to raise and repair the approaches to the Herring River Bridge on Lower County Road, this work to come under Chapter 90 of the General Laws, whereby the town pays one-quarter, the County one-quarter and the State one-half, total amount Two Thousand ($2000.) Dollars.
Article 61. To see if the town will vote to raise and appropriate the sum of Twelve Hundred ($1200.) Dollars for repairing and seal-coating Pleasant Lake Avenue, so- called, leading from Harwich Center to the Brewster line, this work to come under Chapter 90 of the General Laws, whereby the town pays one-quarter, the County one-quarter and the State one-half, total amount Forty-eight Hundred ($4800.) Dollars.
Article 62. To see if the town will vote to raise and appropriate the sum of Four Thousand ($4000.) Dollars to construct the road leading from Orleans to Harwich, com- mencing at the Brewster line and extending toward the

village of East Harwich. This work to come under pro- visions of Chapter 90 of the General Laws, whereby the State appropriates Eight Thousand ($8000.) Dollars, the County Four Thousand ($4000.) Dollars and the Town Four Thousand ($4000.) Dollars, total amount Sixteen Thousand ($16,000.) Dollars.
Article 63. To see what action the town will take in disposing of its Herring Fisheries for the year 1935 or for a term of years, and act fully thereon.
Article 64. To see if the town will vote to elect the . Moderator by ballot, for one year, in accordance with Sec- tion 14, Chapter 39 of General Laws Tercentenary Edition.
