The number of arrests for the year 1937 was less than for the previous year.
There being only one fatal automobile accident, the general routine work of the department has increased.
The Sheriff of our County has proposed a program for the several towns of the County to unite all of the police departments through short wave radio.
I fully realize that at this time the tax payers have a very heavy tax burden, I feel that radio equipment for the police department is of vital importance. The Sheriff pro- poses to have a central police radio station at the County jail and desires the several towns to provide through local appropriation sufficient funds to equip their respective po- lice departments with necessary radio equipment to work in conjunction with the sheriff's department.
Criminals have resorted to modern methods in the commission of crime, and police departments must keep abreast with the ever changing times.
Our present methods of crime prevention and appre- hension of criminals is out of date.
I trust that the people of Harwich, will give this mat- ter serious thought and in the near future devise ways and means to modernize our police department.

Article 6. To see if the town will vote to instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs and Scallops, within the Town limits as provided in Chapter 91, Section 85, and acts and amendments thereto, to the revised Laws of Massachusetts, and to make any regulations in regard to such fisheries as may be expedient and act fully thereon.

Article 7. To see if the Town will vote to erect and maintain one electric street light in front of the Pumping Station on Chatham Road.

Article 8. To see if the Town will vote to erect and maintain one street light on a pole near the residence of Jennie Ashley, Depot Street, West Harwich, and act fully thereon.
Accepted and adopted. The light to be established on pole in front of said house and $17.00 issued and appro- priated.
Article 9. To see if the Town will vote to install and maintain two electric lights on Wah-Wah-Taysee Road, Harwichport, and two on Hiawatha Road.
Voted to establish lights on 2nd and 5th poles on Hia- watha Road counting from the Lower County Road. To be

maintained in the summer season only. $36.00 raised and appropriated.
Article 10. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain two street lights on Harbor Road, West Harwich, one to be placed at the intersection of Riverside Drive and Harbor Road, and the other at the other end of Harbor Road.
Voted, that one light be installed on the corner of Harbor Road, and Riverside Drive. $17.00 to be raised and appropriated.
Article 11. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain two street lights to be placed on Forest Street, Harwich Port, between the Golf Club and the residence of Harold Eldredge.

Article 12. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain two street lights on Zylpha Road, Harwichport.
Voted to install one light each on the 2nd and 5th poles, going south on Zylpha Road, to be maintained in sum- mer season. $18.00 raised and appropriated.
Article 13. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain five street lights to be placed on the Lower County Road in West Harwich; one at the intersection of Grey Neck Road and Lower County Road; one half-way between Grey Neck Road and Pleasant Road; one at the intersection of Pleasant Road and Lower County Road; one half-way between Pleas- ant Road and Chase Street; and one at the intersection of Chase Street and Lower County Road.
Voted to install four lights on Lower County Road, beginning at the intersection of Chase Street and extending east. Lights to be placed on the 1st, 5th, 10th and 13th poles. $68.00 were raised and appropriated.

Article 14. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain a street light on the third pole on Chase Street in West Har- wich, near the intersection of Pleasant Road. By request.

Article 15. To see if the Town will vote to continue the construction of the bituminous sidewalk on the south side of Lower County Road, Harwichport, from the shop of Walter Emery to Hiawatha Road.

Article 16. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) to build a sidewalk on the East side of Pleasant Lake Avenue, to be hardened with bituminous concrete or hot-mix; to start at the North side of "Exchange Building" and extend northerly as far as money will go.
Accepted and adopted, and $500.00 raised and appro- priated.
Article 17. To see if the Town will raise and appro- priate the sum of Twenty-seven Dollars Fifty Cents ($27.50) to cover the cost of installing four electric lights under each of the balconies in Exchange Hall, providing illumination for Cape musical organizations when playing from the floor.
Accepted and adopted. $27.50 raised and appropri- ated.
Article 18. To see if the Town will raise and appro- priate the sum of Two Hundred Fifty Dollars ($250.) to de- fray the expenses of the Junior Community Band and other Cape musical organizations, in giving free band or orches- tral concerts at Brooks Park, and act fully thereon.

Article 19. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100.) to reset and repair eleven headstones in the old cemetery at the Cen- tre, which were broken by miscreants during the past year.

To see if the Town will vote to discon- tinue as a Town Way that portion of Belmont Avenue, be- ing in that part of said Town of Harwich called West Har- wich, lying south of the southerly line of intersection of Chase Avenue, the said portion being located between the Hotel Belmont property on the east, and property belonging to James R. Strong on the west.

Article 21. To see if the Town will vote to extend construction of its Town Water System, from the present dead-end at junction of Oak and Park Streets, westward through Park Street to the Harwich-Brewster Road, so call- ed, thence southerly through said Harwich-Brewster Road, connecting with the existing Water System at Main Street in Harwich Centre, near the Exchange Building; and raise and appropriate a sufficient sum of money therefor.
It was voted : That the town extend the water system or water mains from the present dead-end at junction of Oak and Park Streets, westward along Park Street a dis- tance of five hundred and twenty feet to a point abreast the residence of Norman E. Holmes and that the sum of One Thousand Dollars to be raised and appropriated.
Accepted and adopted and $1,000.00 raised and ap- propriated.
Article 22. To see if the Town will vote to extend construction of its Town Water System from Parallel Street near the present High School location, along Sisson Road

Article 23. To see if the Town will vote to raise and appropriate the sum of Twenty-six Hundred Dollars ($2,600.00) to extend the Water Main from near the George Fottler homestead to a point called Uncle Venie's Road at Kozy Korner.

To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred Dollars ($500.00) to be paid to the Cape Cod Hospital for the estab- lishment and maintenance of a free bed in the Hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74 of Chapter 111 of the General Laws, or take any action in relation thereto, and act fully thereon.

The Finance Committee recommend that the article be accepted and adopted; the original committee to be ap- pointed by the Moderator and thereafter one member each year to be elected by ballot at the annual meeting. Voted to accept the report of the Finance Committee.

Article 40. To see whether the Town will vote to accept the provisions of General Laws, Chapter 41, Section 81F to 81J, inclusive, as added by Chapter 211 of 1936.

It was voted to accept and adopt the Finance Com- mittee Report "That the Selectmen be authorized to sell the privilege for one year at public auction or private sale. No sale to be made unless satisfactory terms can be obtained.

Article 1. To see if the Town will vote to raise and appropriate the sum of $5,000. to purchase the beach prop- erty belonging to the estate of the late Edward S. Clark, situated on the water front and bordering on Bank Street, comprising about 1 1-7 acres. The same to be held for bath- ing purposes.
