SPECIAL TOWN MEETING NOVEMBER 17, 1939
Article 1. To see if the Town will vote to accept the provisions of Chapter 807 of the Acts of 1913, relating to workman's compensation and Acts in amendment there- of and in addition thereto.
It was voted by James A. Price "That the town ac- cept the provisions of Chapter 807. of the Acts of 1913, and

allamendments thereto, so far as it applies to Chapter 90 road work, and determine a laborer, workman or mechanic as used in Sect. 68 to 75 inclusive of Chapter 152, to be any person performing actual service on Chapter 90 work."
This motion was unanimously accepted and adopted by voice vote.

ANNUAL TOWN MEETING WARRANT
FEBRUARY 5, 1940
THE COMMONWEALTH OF MASSACHUSETTS Barnstable, ss.
To either of the Constables of the Town of Harwich, in said County, Greetings :-
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabi- tants of said Town qualified to vote in Elections and Town Affairs to meet in Exchange Hall in said Town on Mon- day, February 5, 1940, at Nine O'clock A. M., then and there to act on the following Articles :-
Article 1. To choose on one ballot the following Town Officers and Committees: Town Clerk, Town Treas- urer, Collector of Taxes, for one year; one Selectman, Overseer of Public Welfare and Board of Health, for three years; one Assessor for three years; three Herring Com- mittee for one year; one School Committee for one year ; one School Committee for three years; Three Constables for one year; one Trustee of Brooks Library for three years; one Park Commissioner for three years; Moderator for one year; one Water Commissioner for three years; Surveyor of Highways for one year; one Cemetery Com- missioner for three years.
Article 2. To choose all other Town Officers and Committees.
Article 3. To see if the town will vote to au- thorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning

January 1, 1940, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44, General Laws.
Article 4. To hear the report of all Town Offi- cers and Committees, for the year 1939.
Article 5. To see if the town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.
Article 6. To see if the town will vote to in- struct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs, and Scallops, within the Town Limits as provided in Chapter 130 Section 57 as amended by Chap. 329 of the Acts of 1933 and to make any regulations in regard to such Fisheries as may be expedient and act fully thereon.
Article 7. To see if the Town will vote to raise and appropriate money to pay all unpaid bills; and act fully thereon.
Article S. To see if the Town will vote to raise and appropriate the sum of Six Hundred ($600) Dollars for the use of Harwich Post No. 292 American Legion, in the prop- er observance of Memorial Day and Armistice Day, and for other purposes.
Article 9. To see if the Town will vote to raise and appropriate a sum of money not to exceed Sixteen Hundred ($1,600.) Dollars, under the provisions of Sub-Section 21 of Section 1 of Chapter 371 of Acts of 1921, and any and all amendments thereof and additions thereto for the em- ployment of a nurse through the Harwich Visiting Nurse Association, Inc.
Article 10. To see if the Town will raise and ap- propriate a sum not exceeding Five Hundred ($500.) Dol- lars for the establishment and maintenance of a free bed

in the Cape Cod Hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, un- der the provisions of General Laws Ter. Ed. Chapter 111, Section 74.
Article 11. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300.) Dol- lars for the benefit of Chase Library, West Harwich.
'Article 12. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300.) Dol- lars for the benefit of Harwichport Library Association.
Article 13. To see if the Town will vote to raise and appropriate the sum of Two Hundred Fifty ($250.) Dollars for the purpose of providing five Band Concerts, to be given by the Junior Community Band and other Cape musical organizations during July and August, at Brooks Park.
Article 14. To see if the Town will vote to raise and appropriate the sum of Twenty-five Hundred ($2,500.) Dollars to be used under the direction of the Selectmen for the promotion of public recreation and amusement, in ac- cordance with Legislative Acts of 1930, Chapter 12, Sec- tion 1, and any acts and amendments thereto.
Article 15. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.) to be expended in connection with W. P. A. work, said money to be expended under the supervision of the Selectmen.
Article 16. To see if the Town will vote to ex- pend the refunded dog tax for 1939 for the support of Brooks Library.
Article 17. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain one street light in front of residence of Mrs. Appleton, North Harwich. By request.

Article 18. To see if the Town will vote to raise and appropriate a sum sufficient to place and maintain a street light at the junction of South and Miles Streets, Harwichport; such light to be located on pole now in place at this intersection.
Article 19. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and maintain one street light on Pole No. 96/5 located on Earl Road, West Harwich, and to act fully thereon.
Article 20. To see if the Town will vote to re- surface, where needed and rebuild where needed, the sidewalks in the business section of Harwichport; raise and appropriate Seven Hundred ($700.) Dollars for the same, and act fully thereon.
Article 21. To see if the town will vote to accept Harborview Avenue, Windemere Bluff, at Harwichport, as a town highway, as per plans now on file, or take any other action relative thereto.
Article 22. To see if the Town will vote to accept the road leading from Route 28 to land of the Stone Horse Yacht Club, known as the Foster Road, as laid out by the Selectmen, and to raise and appropriate the sum of Two Hundred ($200.) Dollars for repairing the said road, and act fully thereon.
