(7) That the Board of Welfare appoint a Welfare Agent, who would be responsible to the Board, and whose duties would be (a) to investigate every ap- plication coming before the Welfare Board, ren- dering an opinion as to its worthiness for the guid- ance of the Board; (b) to keep all records and perform all other clerical work for the Board; and (c) to make periodic visits to the homes of those on temporary aid, with the purpose of investigat-

ing conditions within the homes and of giving helpful advice relative to matters of general wel- fare, such agent to have qualified for the Civil Service requirements necessary for those handling Federal relief funds.
(8) That all reports, recommendations and actions taken regarding each case shall be in writing, re- corded on or attached to the recipient's card ; and that this record shall include all aid granted of every name and nature.
The committee feels, if these recommendations are conscientiously carried out, that in the long run some finan- cial saving to the town may be expected, and that the im- mediate result will be an improvement in the kind and quality of relief rendered the recipients.
In regard to Old Age Assistance the committee is of the opinion that a more thorough investigation of the finan- cial assets of the applicant should be made, prior to grant- ing aid; and that on the death of recipients the Board of Welfare, where advisable, should avail itself of every op- portunity which the law affords in an attempt to recover, from the estate of the deceased, funds previously paid out.
In closing we are pleased to report that in our investi- gation of this subject we have seen no evidence whatsoever of any improper use of funds or authority which would lead us to question the honesty of any official connected with welfare work. We wish to take this opportunity to thank the Welfare Officials for their co-operation with us in this study.

Article 20. To see if the Town will vote to raise and appropriate a sufficient sum of money to paint the water tank on Kildee Hill, Harwichport, and act fully thereon.

To see if the Town will vote to ap- propriate the sum of One Thousand Seven Hundred Dollars ($1,700.) to be used for extensions to the Town Water System when requested, applicants for extensions must guarantee the town six (6) per cent income on the invest- ment. To see what action the Town will take and act fully thereon.

Article 23. To see if the Town will vote to accept the provisions of a certain agreement with the New Eng- land Telephone & Telegraph Co., whereby the Town re- leases to said Co. any rights of way by adverse use or otherwise which the Town has over said Company's land, and accepts a granted right of way in a certain place as shown on said agreement and a plan therewith, and author- ize the Board of Trustees of the Brooks Free Library to execute said agreement in behalf of the Town. Said rights of way are appurtenant to the Brooks Block land and lie in the rear of said Company's central office in Harwich.

Rowley, and act fully thereon.

Article 27. To see if the Town will vote to rescind the action taken under Article 49 of the Town Warrant

for the Annual Town Meeting of 1938 and adopt in place of that action the following By-Laws :- No business shall be transacted at any Town Meeting unless there is a quo- rum present, which quorum shall be five per cent of the registered voters of the Town, except Special Meetings which are called to transfer appropriations from one town department to another. At such special meetings fifteen such registered voters shall constitute a quorum provided that a number less than a quorum may from time to time adjourn the same but at such meetings no other business shall be transacted unless the required five per cent of registered voters are present. This By-Law shall not apply to such parts of meetings as are devoted exclusively to the election of town officers.

Article 38. To see if the voters of the Town of Harwich will vote to incorporate in the By-Laws of said town the following articles :-
Rules, Regulations, and Requirements for Tourist Camps, Tents and Trailers in the Town of Harwich.
Section 1. For the purpose of this by-law certain words and phrases are defined, certain provisions shall be construed as herein set forth unless it shall be appar- ent from the context that a different meaning is intended. (A) TOURIST CAMP OR PARK SITE: is any place where two or more overnight cabins, tents or trailers are located; or any premises designed or intended for the purpose of supplying the public a location for overnight cabins, so called tents or trailers.
(b) OVERNIGHT CABINS, TENTS AND TRAIL- ERS. An overnight cabin, tent or trailer under this by-law is constructed primarily for overnight or weekly occupancy and provided with living quarters for such use, when determined by the Selectmen or licensing authorities to be of such structure and use, it shall be termed an overnight cabin, tent or trailer. Any dwelling occupied by the owner, lessee or rented for dwelling purposes may be used for the taking of

roomers or lodgers and shall not be termed an over- night cabin, tent or trailer.
(c) UNIT. A unit is a section of ground in any tour- ist camp used or designed for use as a location for a single overnight cabin, house car, tent or trailer and shall contain not less than 600 square feet in area, and no unit shall be permitted to accommodate more than one overnight cabin, tent or trailer.
Section 2. It shall be unlawful for any person to estab- lish or maintain or permit to be established or maintained upon any property or park site owned or controlled by him a tourist camp in the Town of Harwich unless there exists a valid permit therefor granted by the Board of Selectmen; or the local licensing authorities shall have granted a license therefor after a public hearing, notice of the time and place of which hearing shall have been given by the local licensing authorities or the Selectmen at the expense of the applicant by publication not less than seven days prior thereto in a newspaper published in the representative district if there is any published in the English language therein, otherwise in the city or town wherein the land on which said license is to be exercised is situated and also notice by the applicant by registered mail not less than seven days prior to such hearing to all owners of real estate abutting on said land, and in compliance with the provisions of this by-law. The application for such a permit shall be accompanied by plans of the proposed or existing tourist camp showing the location of all building, driveways, toilet facilities, baths, laundry facilities, slop sinks and other improve- ments, and such permit may be granted to any one meet- ing with the requirements as outlined and when it is determined by the Board of Selectmen or the local licens- ing authorities that it is a public necessity and conve- nience and determined by them not detrimental to the locality in which the tourist camp is to be established. A minimum annual permit fee of Ten Dollars ($10.00)

per ten (10) units or fraction thereof, tourist camps, shall be paid before said permit shall be issued.
Section 3. PLUMBING AND SANITARY REQUIRE- MENTS. All tourist camps, tents and trailers shall meet with the rules, regulations and requirements of the Board of Health of the Town of Harwich.
Section 4. LICENSE OR PERMIT. Any holder of a license or permit who fails to maintain compliance with the requirements of the Board of Health or compliance with the regulations and by-laws of the Town of Harwich governing the conduct of the business of such licensee or permittee, the Selectmen or licensing authorities may, after hearing or opportunity therefor, modify, suspend, revoke or cancel such license or permit.
· The Attorney General refused to approve such By- laws. The General Laws take care of such regulations.
Article 39. To see if the Town will vote to raise and appropriate the sum of Two Hundred Seventy Five ($275.) Dollars for the purpose of purchasing a new snow- plow for the road department and to authorize the Sur- veyor of Highways to sell or trade the old snowplow now owned by the town and the sum received from the same to be used towards the purchase of a new snowplow, and to act fully thereon.
Accepted and adopted. $275.00 raised and appro- priated.
Article 40. To see if the Town will vote to resur- face where needed and rebuild where needed, the sidewalks in the business section of Harwichport; raise and appro- priate Eight Hundred ($800.) Dollars for the same, and act fully thereon.

Article 41. To see if the town will vote to raise and appropriate the sun of Five Thousand ($5,000.) Dol- lars for the purpose of widening and dredging the outer channel of Wychmere Harbor in Harwichport, providing

the State or Federal Governments will contribute a like amount; and act fully thereon.

Article 42. To see if the Town will vote to trans- fer from Surplus Reserve or available funds the sum of Fifteen Thousand ($15,000.) Dollars for the purpose of reducing the tax rate for 1941.
Accepted and adopted.
Article 43. To see if the Town will vote to raise and appropriate the sum of Four Hundred ($400.) Dollars for the purpose of resurfacing the road in West Harwich, called Riverside Drive, providing the State will contribute Four Hundred ($400.) Dollars and the County Four Hun- dred ($400.) Dollars, the work to be done under Chapter 90 Maintenance.
Accepted with vote: "That the necessary amount of money for this work be taken from the gas refund money of 1938."
Under this article it was voted "That this sum be used under Chapter 90 maintenance, with whatever sums may be available from the State and County."
Article 44. To see if the Town will vote to raise and appropriate the sum of Four Thousand ($4,000.) Dol- lars for the improvement of the Harwich-Orleans Road; said sum, or any portion thereof, to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose.
Accepted and $4,000.00 raised and appropriated.
Article 45. To see if the Town will vote to raise and appropriate the sum of One Thousand ($1,000.) Dol- lars for the purpose of improving the Harwich-Chatham Road with oil and grading, providing the State and County will contribute a like amount; this work to be done under Chapter 90 Maintenance.
Accepted. Under motion of Howard C. Cahoon it was voted "That the sum of $1,000.00 be taken from the

unexpended gas refund of 1938, to be used under this article-said sum to be used under Chap. 90 maintenance with whatever funds may be available from the State and County."
Article 46. To see if the Town will vote to raise and appropriate the sum of Two Hundred ($200.) Dollars for the purpose of planting shell fish in the waters of the Town of Harwich.
Accepted and adopted. $200.00 raised and appro- priated.
Article 47. To see if the Town will vote to raise and appropriate the sum of Twenty-five Hundred ($2,500.) Dollars to be used under the direction of the Selectmen for the promotion of public recreation and amusement, in accordance with Legislative Acts of. 1930, Chapter 12, Section 1, and any acts and amendments thereto.

Article 48. To see if the Town will vote to accept the lay-out of a town way in Harwichport, from the Har- wich Port schoolhouse yard northerly to Pleasant Street, so called, with the boundaries and measurements as reported by the Selectmen under date of January 10, 1941 and in- struct the Selectmen to take by purchase or by eminent domain the lands or interests in the lands within the lines of said lay-out for a Town way, and for this purpose raise and appropriate a sufficient sum of money.

Article 49. To see if the Town will vote to finish widening and surface with oil, the road called Forest Street beginning at the junction of Sisson Road and said Forest Street, in Harwich Center and ending at the junction of South Street and said Forest Street, in Harwich Port, and raise and appropriate the sum of $1,500 for the same. By request.
Accepted with the provision that $800.00 be raised and appropriated and. that $700.00 be taken from the 1938 gas tax refund.

Article 50. To see if the Town will vote to raise and appropriate the sum of Six Hundred ($600.) Dollars to be used in conjunction with any money the State and County or both may contribute for the protection of the shore property, from Chatham to Dennis for the years of 1941 and 1942.
