REPORT OF STATE AUDITOR


Mr. Theodore N. Waddell Director of Accounts Department of Corporations and Taxation State House, Boston.


Sir :


As directed by you, I have made an audit of the books and accounts of the town of Harwich for the year ending December 31, 1940, and report thereon as follows:


The records of financial transaction of the several de- partments receiving or disbursing money for the town, or committing bills for collection, were examined and checked.


General ledger accounts were compiled, the appropri- ation accounts were analyzed and checked to the amounts voted by the town as listed from the town clerk's record of town meetings, the transfers from the reserve fund were compared with the records of the finance committee, and a balance sheet, which is appended to this report, was pre- pared showing the financial condition of the town on De- cember. 31, 1940. This balance sheet indicates that the financial condition of the town is very good.


The books and accounts of the town treasurer were examined and checked. The recorded receipts were an- alyzed and compared with the records in the several de- partments in which charges originated or money was · col- lected for the town, and with the other sources from which money was paid into the town treasury. The payments by the treasurer were checked with the selectmen's warrants authorizing the disbursement of town funds. The cash balance on March 15, 1941, was verified by actual count of the cash in the office and by reconciliation of the bank balance with a statement furnished by the bank of deposit.

The payments on account of maturing debt and inter- est were proved with the amounts falling due during the period covered by the audit and were checked with the cancelled securities and coupons on file.


The savings bank books and securities representing the investments of the several trust funds in the custody of the town treasurer and the trustees were examined and listed. The income and disbursements were proved and the trans- fers to the town were verified.


The records of tax titles held by the town were exam- ined and checked. The amounts added to the tax title ac- count were compared with the collector's records. The re- ported redemptions were checked with the receipts as recorded on the treasurer's cash book, and the tax titles on hand were listed, proved, and checked with the records in the Registry of Deeds.


The books and accounts of the tax collector were ex- amined and checked. The tax and assessment accounts outstanding according to the previous examination were audited, and all subsequent commitments were added and compared with the assessors' warrants for their collection. The recorded collections were checked and compared with the payments to the treasurer, and the cash balance on March 15, 1941, was verified. The abatements were check- ed with the assessors' records of abatements granted, and the outstanding accounts were listed and proved.


The departmental and water accounts committed for collection were examined and checked. The commitments were proved, the recorded receipts were checked with the payments to the treasurer, the abatements were compared with the records in the departments authorized to grant them, and the outstanding accounts were listed and proved.


The outstanding tax, assessment, departmental, and water accounts were verified by mailing notices to a num- ber of persons whoce names appeared on the books as ow- ing money to the town, the replies received thereto indicat- ing that the accounts, as listed, are correct.

The records of licenses and permits issued by the se- lectmen, town clerk, sealer of weights and measures, and health department were examined and checked, and the payments to the State and the town were verified.


The surety bonds furnished by the several town of- ficials required by law to furnish them for the faithful per- formance of their duties were examined and found to be in proper form.


In addition to the balance sheet referred to, there are appended to this report tables showing a reconciliation of the treasurer's and the collector's cash, summaries of the tax, assessment, tax title, departmental, and water accounts, as well as tables showing the condition and transactions of the trust funds.


While engaged in making the audit, cooperation was received from the several officials of the town, for which, on behalf of my assistants and for myself, I wish to express appreciation.

ANNUAL TOWN MEETING WARRANT


FEBRUARY 2, 1942


THE COMMONWEALTH OF MASSACHUSETTS Barnstable, ss.


To either of the Constables of the Town of Harwich, in said County, Greetings :-


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabitants of said Town qualified to vote in Elections and Town Af- fairs, to meet in Exchange Hall in said Town on Monday. February 2, 1942, at 9 o'clock A. M., then and there to act on the following Articles :--


Article 1. To choose on one ballot the following Town Officers and Committees: Town Clerk, Town Treas- urer, Collector of Taxes, for one year ; one Selectman, Over- seer of Public Welfare and Board of Health, for three years; one Assessor for three years; three Herring Com- mittee for one year ; one School Committee for three years ; three Constables for one year; one Trustee of Brooks Li- brary for three years; one Park Commissioner for three years; Moderator for one year; one Water Commissioner for three years; Surveyor of Highways for one year; one Cemetery Commissioner for three years.


Article 2. To choose all other Town Officers and Committees.


Article 3. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1942, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section

17, Chapter 44, General Laws.


Article 4. To hear the report of all Town Officers and Committees for the year 1941.


Article 5. To see if the town will vote to raise and appropriate such sums of money as may be necessary to defray town expenses for the ensuing year, and act fully thereon.


Article 6. To see if the town will vote to instruct its Selectmen to control, regulate and prohibit the taking of Eels, Clams, Quahaugs and Scallops, within the town limits as provided in Chapter 130, Section 57,. as amended by Chap. 329 of the Acts of 1933 and to make any regulations in regard to such Fisheries as may be expedient, and act fully thereon.


Article 7. To see if the Town will vote to raise and appropriate a sufficient sum of money to pay all unpaid bills and to act fully thereon.


Article 8. To see if the town will vote to raise and appropriate the sum of Five Hundred ($500.) Dollars for the care of the old cemeteries in town, to be used under the direction of the Cemetery Commissioners.
