The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the records in the departments collecting money for the town and with the other sources from which money was paid into the town treasury, while the payments were checked with the selectmen's warrants authorizing the disbursement of town funds. The cash balance on March 10, 1945, was proved by reconciliation of the bank balance with a statement furnished by the bank of deposit and by actual count of the cash in the office.

The taxes and assessments outstanding at the time of the previous recommitment of taxes and assessments and all subsequent commitments were audited and reconciled with the assessors' warrants. The payments to the treasurer were checked to the treasurer's cash book, the recorded abatements were compared with the assessors , records and abatements granted, and the outstanding ac- counts were listed and proved.
The departmental accounts receivable outstanding ac- cording to the previous examination, as well as all subse- quent commitments, were audited and proved. The pay- ments to the treasurer were checked with the treasurer's recorded receipts, and the outstanding accounts were listed and proved.
The commitments of water rates and services were examined and checked. The recorded payments to the treasurer were compared with the treasurer's cash book, the abatements were verified and the outstanding accounts were listed and proved.
Verification of the outstanding tax, assessment, depart- mental, and water accounts was made by sending notices to many persons whose names appeared on the books as owing money to the town, and from the replies received thereto it appears that the accounts, as listed, are correct.
The records of licenses and permits issued by the select- men, the town clerk, and the health department were exam- ined and checked, and the payments to the State and to the town treasurer were verified.
The surety bonds of the town officials required by law to furnish them for the faithful performance of their duties were examined and found to be in proper form.
The records of receipts from rental of town buildings,

of the sealer of weights and measures, and of the police, school, and library departments were examined, checked, and reconciled with the treasurer's books.
In addition to the balance sheet referred to, there are appended to this report tables showing a reconciliation of the treasurer's cash, summaries of the tax, assessment, tax title, departmental, and water accounts, together with tables showing the condition and transactions of the trust and investment funds.
For the cooperation received from the officials of the town, while engaged in making the audit, I wish, on behalf of my assistants and myself, to express appreciation.

To either of the Constables of the Town of Harwich, in said County, Greetings :-
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town qualified to vote in Elections and Town Af- fairs, to meet in Exchange Hall in said Town on Monday, February 4, 1946 at 9 A.M., then and there to act on the following articles :-
Polls will be open at 9 A.M. and may close at 2 P.M.
Article 1. To choose on one ballot the following Town Officers and Committees: Town Clerk, Town Treasurer, Collector of Taxes, for one year; one Selectman, Overseer of Public Welfare and Board of Health, for three years ; one Assessor for three years; three Herring Committee for one year; one School Committee for three years; three Con- stables for one year; one Trustee of Brooks Library for three years; one Park Commissioner for three years; Mod- erator for one year; one Water Commissioner for three years; Surveyor of Highways for one year; one Cemetery Commissioner for three years.
Article 2. To choose all other Town Officers and Com- mittees.
Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1946, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 4. To hear the report of all Town Officers and Committees for the year 1945.

Article 5. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray Town expenses for the ensuing year, and act fully thereon.
Article 6. To see if the Town will vote to fix the sal- aries of the elected Town Officers for the year 1946.
Article 7. To see if the Town will vote to instruct its Selectmen to control, regulate and prohibit the taking of eels, clams, quahaugs and scallops, within the Town limits as provided in Chapter 130, Section 57, as amended by Chap- ter 329 of the Acts of 1933 and to make any regulations in regard to such fisheries as may be expedient, and act fully thereon.
Article 8. To see if the Town will vote to transfer from surplus revenue or available funds a sum not in excess of. twenty thousand dollars, ($20,000) for the purpose of re- ducing the 1946 tax rate and act fully thereon.
Article 9. To see if the Town will vote to raise and appropriate a sufficient sum of money for the use of Har- wich Post No. 292 American Legion in the proper observancy of Memorial Day and Armistice Day and other proper patriotic purposes.
Article 10. To see if the Town will vote to raise and appropriate a sum not to exceed one thousand ($1,000) dol- lars to be paid the Cape Cod Hospital for the establishment and maintenance of a free bed in the hospital for care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74 of Chapter III of the General Laws, or take any action in relation thereto and act fully thereon.
Article 11. To see if the Town will vote to raise and appropriate the sum of ($700.00) to continue work on Asses- sors maps and act fully thereon.
Article 12. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation there- on.
Article 13. To see if the Town will vote to raise and

appropriate a sum of money not to exceed sixteen hundred ($1,600.00) dollars, under the provisions of Sub-Section 21 of Section 1 of Chapter 371 of the Acts of 1921, and any and all Amendments thereof and additions thereto for the employment of a nurse through the Harwich Visiting Nurse Association, Inc.
Article 14. To see if the Town will vote to raise and appropriate a sufficient sum of money for unpaid bills as provided for in Chapter 179 of the Acts of 1941.
Article 15. To see if the Town will vote to raise and appropriate the sum of one thousand ($1,000) dollars to purchase and equip the Police Department with a new patrol car, to replace the old patrol car now in use, and to author- ize the Selectmen to sell or trade the patrol car now owned by the Town and the sum received therefrom to be used to- wards the purchase of a new car, and to act fully thereon.
Article 16. To see if the Town will vote to raise and appropriate the sum of four hundred fifty ($450.00) dollars for the benefit of the Chase Library Association, and act fully thereon.
Article 17. To see if the Town will vote to raise and appropriate the sum of six hundred ($600.00) dollars for the benefit of the Harwichport Library Association.
Article 18. To see if the Town will vote to raise and appropriate the sum of one hundred ($100.00) dollars for the feeding and propagation of game within the Town limits and that a committee of three be appointed by the Chair to have charge of the work.
Article 19. To see if the Town will vote to raise and appropriate the sum of ($350.00) for the purpose of keep- ing the beaches clean and for the repair of the Board Walks used on the Town Beach and act fully thereon.
Article 20. To see if the Town will vote to raise and appropriate the sum of ($500.00) for the care and repair of the Town Dock at Round Cove and act fully thereon.
Article 21. To see if the Town will vote to expend the refunded Dog Tax for the support of Brooks Free Library.
Article 22. To see what action the Town will take

in regard to the Herring Fisheries for the year 1946 and act fully thereon.
Article 23. To see if the Town will vote to rescind the action taken at the regular Town Meeting on February 2, 1931 whereby it accepted Section 1, 3, 6 and 7 and Sections 11 to 16 inclusive of Chapter 142 General Laws and all Amendments and additions thereto; said act being relative to the Supervision of Plumbing, to take effect at once.
Article 24. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain 2 street lights on Woodland Road between Bank and Bayview Avenue in Harwichport and act fully thereon.
Article 25. To see if the Town will vote to raise and appropriate a sufficient sum of money to install and main- tain one street light on Chatham Road in front of the resi- dence of Gardner Loring Rowell and act fully thereon.
Article 26. To see if the Town will vote to raise and appropriate a sufficient sum of money to install and main- tain one street light opposite the home of B. J. Halligan on Forest Street.
Article 27. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain one street light on Gorham Rd. near the residence of Henry Bearse and act fully thereon.
Article 28. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain two street lights on Braddock St. near the residence of Henry Bearse and act fully thereon.
Article 29. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain one street light in front of residence of Scott A. N. Ellis, Chatham Road.
Article 30. To see if the Town will vote to raise and appropriate a sufficient amount of money to erect and main- tain two lights in the Old School House yard at Harwich- port, one at the entrance of the yard and one in back and act fully thereon.

Article 33. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain one street light on the corner of Satucket and Quason Lane, Harwichport and act fully thereon.
Article 34. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain one street light on Lower County Road near the resi- dence of Mrs. Waldron and act fully thereon.
Article 35. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain one street light on Ocean Ave. near the residence of Roland Phillips.
Article 36. To see if the Town will vote to raise and appropriate a sufficient sum of money to extend the street lights on Kelley Lane near the residence of Nellie Fortes.
Article 37. To see if the Town will vote to raise and appropriate a sufficient sum of money to erect and main- tain street lights on Dunes Road and Wequassett Rd., Allen's Harbor.
Article 38. To see if the Town will vote to raise and appropriate the sum of $5,000 for the purpose of repairing and waterproofing the New High School and act fully thereon.
Article 39. To see what action the Town will take in regards to the erecting of a new Primary-Elementary School and appropriate such sums as may be necessary and act fully thereon.
Article 40. To see if the Town will vote to raise and appropriate the sum of $8,500 for the installation of a heating system, toilets and other improvements in the Elementary School and act fully thereon.

Article 41. To see if the Town will vote to raise and appropriate the sum of $1,965.00 to insulate the exposed veiling area of the new High School and act fully thereon.
Article 42. To see if the Town will vote to raise and appropriate the sum of $816.00 to insulate the exposed ceiling area of the old High School and Elementary School and act fully thereon.
Article 43. To see if the Town will vote to raise and appropriate the sum of $4,000.00 to purchase the so-called J. O. Hulse lot north of the Schoolhouse yard in Harwich- port, as a continuation through to Pleasant Street.
Article 44. To see if the Town will vote to rescind the action taken under Article VII. of the Special Town Meet- ing of November 28, 1945 and act fully thereon.
Article 45. To see if the Town will vote to erect the Johnson-Ulm Memorial Building, as recommended in the Report of the Investigating Committee at the last Special Town Meeting on November 28, 1945, Article VII, on the so-called Schoolhouse yard lot on Main St., Harwichport, instead of on the lot which they recommended, and to landscape said lot; that the old school house be scrapped or used as suggested by the architect; that the memorial funds be used to accomplish all this.
Article 46. To see if the Town will vote to dispose of the Johnson-Ulm Memorial Fund by establishing a committee consisting of the High School Principal, the Superintendent of Schools, and the three members of the School Coinmittee ; said committee to be known as the John- son-Ulm Memorial Scholarship Committee; that the com- mittee establish two or more scholarships to be given yearly to needy and worthy High School students who wish to further their education and that the committee meet with the Executors of the Susan J. Ulm estate to agree on other pertinent details.
Article 47. To see what action the Town will take in regard to having the buildings removed from the school- house lot, in Harwichport in order to have more space to use for parking automobiles and act fully thereon.
Article 48. To see if the Town will vote to raise and appropriate the sum of two hundred and seventy-five dol-

lars, or a sufficient sum, to meet the expense of removing the tree stumps lodged in the Frog Pond area, so-called, or Brooks Park ; and act fully thereon. .
Article 49. To see if the Town will vote to raise and appropriate a sum of money to be used in repairing or building a new dock on the Town Landing at Wychmere Harbor and act fully thereon.
Article 50. To see what action the Town will take in regard to the Band Stand at Brooks Park, that was blown down by the hurricane in 1944, and act fully thereon.
Article 51. To see if the Town will vote to raise and appropriate the sum of $500.00 for recreation and entertain- ment in the form of base-ball, by local ball-players.
Article 52. To see if the Town will vote to raise and appropriate the sum of $200.00 for band concerts to be held in Brooks Park in 1946.
Article 53. To see if the Town will vote that the Collector of Taxes be elected for a three year term.
Article 54. To see if the Town will vote that the Town Treasurer and Town Clerk be elected for a three year term.
Article 55. To see if the Town will vote to raise and appropriate the sum of four hundred and fifty dollars ($450.00) for the purchase of an FM Radio Set, to replace the set now on the Forest Fire Truck, as set on truck is now obsolete.
Article 56. To see if the Town will vote to authorize the Surveyor of Highways to purchase and equip a new truck for the Highway Department and to raise and ap- propriate the sum of twenty-two hundred ($2,200.00) dol- lars to purchase the same, and to act fully thereon.
Article 57. To see if the Town will vote to raise and appropriate the sum of two hundred and ten ($210.00) dol. lars to purchase a sand spreader for use of the Highway Department and to act fully thereon.
Article 58. To see if the Town will vote to raise and appropriate the sum of fifty-nine hundred ($5,900.00) dol- lars, to build and equip a building to be located on the property now owned by the Town on Sisson Road, to be of cement and wood construction, said building to be 32 ft.

x 40 ft. to be used for the purpose of housing the road equipment, and to act fully thereon.
Article 59. To see if the Town will vote to raise and appropriate one thousand dollars ($1.000.00) for the pur- pose of buying and setting out one hundred (100) shade trees in the seven sections of the Town.
Article 60. To see if the Town will vote to nominate a committee of three to acquire permits and supervise the setting out of trees in the Town of Harwich, and raise and appropriate three hundred dollars ($300.00) for expenses of said committee.
Article 61. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be used for a dental clinic in the schools of Harwich according to provisions of Chapter III; Section 50 of the General Laws.
Article 62. To see if the Town will vote to accept Chapter 723 of the Acts of Nineteen Hundred and Forty- Five authorizing the establishment and maintenance of a Municipal Department or District for furnishing informa- tion, advice and assistance to veterans of World War Two or other veterans.
Article 63. To see if the Town will vote to accept the provisions of Chapter 327 of the Acts of 1929 entitled. "An Act Authorizing Certain Cemetery Corporations in the Town of Harwich to Transfer the Cemeteries, and other Property and Trust Funds of said Corporations, to said Town", and to take any action relative thereto and act fully thereon.
Article 64. To see if the Town will vote to authorize the Selectmen to sell at Public Auction, the Town owned property in North Harwich, known as the North Harwich Grade School and act fully thereon.
Article 65. To see if the Town will vote to raise and appropriate a sum of money not to exceed $500.00 to be used for cleaning the Main Street in Harwichport from Bank Street to Ayerlane, from June first to October first.
Article 66. To see if the Town will vote to raise and appropriate the sum of $75.00 owed to Watson Small for services as Harbor Master and for work done in dragging Wychmere Harbor, and act fully thereon.

Article 67. To see what action the Town will take in regard to closing the Town Infirmary and act fully thereon.
Article 68. To see if the Town will vote to raise and appropriate the sum of three hundred fifty dollars ($350.00) for the purpose of maintaining a life guard, during the summer season of 1946, on the Town owned beach at the end of Bank Street, Harwichport, and act fully thereon.
Article 69. To see if the Town will vote to raise and appropriate a sum of money to extend the water main from the corner of Park Street down Pleasant Lake Avenue as far as the property of Mrs. Lawrence Robbins, and act fully thereon.
