Article 82. To see if the Town will vote to give the Town Forest Committee authority to have certain parcels of land of low value in the hands of the Town Treasurer to be dedicated for Town Forests.
Article 83. To see if the Town will vote to raise and ap- propriate a sufficient sum of money to construct on the town parking lot at the foot of Bank Street, Harwich Port a public comfort station.
Article 84. To see if the Town will vote to raise and ap- propriate a sufficient sum of money to construct on the town parking lot in the Old School House Yard, Harwich Port, a public comfort station.
Article 85. To see if the Town will vote to amend it's By Laws by accepting and adopting the following amend- ment after Section 1 of Article 8, a new section known as section 2: On all contracts for construction, reconstruction, alteration, repair or developement at public expense of any building, road, bridge or physical property where the

amount involved is two hundred dollars ($200.00) or more, the Board, the Department, the Committee or official in charge of the expenditure of such amount shall be required to submit the awarding of same to competitive public bid- ding and no expenditure shall be permitted of two hundred dollars ($200.00) or excess thereof unless the same shall have been awarded upon public bid and all bids opened publicly.
Article 86. To see if the Town will accept the layout of Flake Yard Road leading from Quason Lane in an easter- ly direction to Ayer Lane as reported and recommended by the Selectmen under date of January 25, 1952, and to au- thorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.
Article 87. To see if the Town will accept the layout of Satucket Road leading from Ayer Lane in a westerly di- rection to Pine Street, as reported and recommended by the Selectmen under date of January 25, 1952, and to au- thorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands within said layout, and to raise and appropriate a sufficient sum or money for this purpose.
Article 88. To see if the Town will accept the layout of Quason Lane leading from Satucket Road in a southerly direction to Flake Yard Road, as reported and recommend- ed by the Selectmen under date of January 25, 1952, and to authorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.
Article 89. Article 91. To see if the Town will accept the layout of Park Street in Harwich Port leading from Pine Street in a westerly direction to Zylpha Road, as reported and re- commended by the Selectmen under date of January 25, 1952, and to authorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a suf- ficient sum of money for this purpose.
Article 92. To see if the Town will accept the layout of Pilgrim Road leading from Route 28 in a southerly di- rection to the beach and not including same as shown on a plan of Pilgrim Park, as reported and recommended by the Selectmen under date of January 25, 1952, and to authorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said lay- out, and to raise and appropriate a sufficient sum of money for this purpose.
Article 93. To see if the Town will accept the layout of Ayer Lane leading from a northerly end of a formerly laid out Town Way in a southerly direction to Flake Yard Road, as reported and recommended by the Selectmen under date of January 25, 1952, and to authorize and in- struct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.
Article 94. To see if the Town will accept the layout of Harbor Road leading from Route 28 in a southerly di- rection to land of Harriet Baker Hyde and J. W. Scarbo- rough, as reported and recommended by the Selectmen under date of January 25, 1952, and to authorize and in- struct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.

To see if the Town will accept the layout of Woodland Road leading from Bank Street in an easterly direction to Bay View Road, as reported and recommended by the Selectmen under date of January 25, 1952, and to authorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.

Article 97. To see if the Town will accept the layout of Sea Breeze Avenue leading from Wyndemere Bluffs Road in an easterly and northerly direction to Park Street, as reported and recommended by the Selectmen under date of January 25, 1952, and to authorize and instruct the Select- men to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.
Article 98. To see if the Town will accept the layout of Zylpha Road leading from Park Street in a southerly direction to Nantucket Sound, as reported and recommended by the Selectmen under date of January 25, 1952, and to au- thorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.
Article 99. To see if the Town will accept the layout of Ocean Avenue leading from Lower County Road in a southerly direction to land of Roland E. To see if the Town will accept the layout of a Common Landing in West Harwich on the west side of Herring River at the end of a county way leading off of Riverside Drive, as reported and recommended by the Se- lectmen under date of January 25, 1952, and to authorize and instruct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said lay- out, and to raise and appropriate a sufficient sum of money for this purpose.
Article 102. To see if the Town will accept the reloca- tion and alteration of Brooks Road at property of Mae G. Sylver, as reported and recommended by the Selectmen under date of January 25, 1952, and to authorize and in- struct the Selectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.
Article 103. To see if the Town will accept the re- location and alteration of Gorham Road leading from Bank Street in an easterly and southerly direction to Route 28, as reported and recommended by the Selectmen under date of January 25, 1952, and to authorize and instruct the Se- lectmen to take by purchase or eminent domain the lands, or interest in the lands, within said layout, and to raise and appropriate a sufficient sum of money for this purpose.

Report of The Finance Committee For The Year 1951
Other than the regular work of considering the Town Budget and the article of the Special Town Meeting, the Finance Committee held eight meetings throughout the year to consider the requests of the Selectmen to transfer monies from the Reserve Fund.
At the annual Town Meeting in 1951 it was voted that the sum of eight thousand dollars $8,000.00) be allocated to the Reserve Fund to be used by the Finance Committe for emergency purposes only and the following disburse- ments have been made :

A Special Town Meeting was held on November 2 at which time the quorum of voters transferred a sum of three thousand dollars ($3,000.00) from surplus funds in the Trea- sury to the Public Welfare Account.
This transfer was reccommended by the Finance Committee.
At all meetings there have been at least seven members and most of the time the full committee. H. William Morey was appointed to serve with the Finance Committee until

the Town Meeting in February due to the untimely death of our member, William Gorham.
I would like to take this opportunity to express my appreciation to each one for their faithful attendance and for the work they have done in meeting the many problems that have confronted us.
